CNN —The US Supreme Court will decide whether a federal law prevents Mexico from suing gun distributors for allegedly facilitating the flow of firearms to drug cartels. The court had already agreed to hear cases on President Joe Biden’s regulation of “ghost guns” and vaping. Mexico says gunmakers are recklessIn its lawsuit, Mexico alleged the manufacturers and distributors were aiding and abetting the purchase of their firearms by dealers known to supply drug cartels. At the heart of the dispute before the Supreme Court is the 2005 federal law passed by a GOP-led Congress. Lawyers for Mexico, which asked the court not to disturb the 1st Circuit’s ruling, defended the ruling’s rationale and argued that it was premature for the Supreme Court to take up the case.

"Iran uses ballistic missiles as a replacement for aircraft," a regional expert said. Iran used more ballistic missiles than the 120 it launched during its April barrage, its first direct attack on Israel. Iran has also shown a preference for firing ballistic missiles against less-defended targets closer to home. Since 2017, Iran has also used its ballistic missiles against ISIS in Syria, following terrorist attacks in Iran and, on one occasion, alleged militant targets in Pakistan. In January 2024, Tehran even used ballistic missiles to destroy a businessman's residence in neighboring Iraqi Kurdistan.

But Iran’s strategy underestimated how Israel would respond to the Hamas terrorist attack of Oct. 7 and subsequent cross-border rocket fire from Hezbollah. “Israeli intelligence has restored their aura of deterrence," Hoffman said. However, Yahyah Sinwar, the leader of Hamas, is believed to be alive and hiding in tunnels that Israeli forces have not yet seized. The successful Israeli operations have also forced Iran and Hezbollah to face a vexing question: how and when to retaliate without suffering yet more setbacks? As long as Israeli attacks continue, Hezbollah’s decision-making will be in disarray, but the militia remains a significant force.

In 2008, Israel killed Hezbollah’s military leader, Imad Mughniyeh, in Damascus, Syria, yet the group only gathered strength in the years that followed. Four years earlier, Israel killed a founder of Hamas, Sheikh Ahmed Yassin, in an airstrike. The US has its own history of killing terrorist leaders in the hope that it will cripple its foes. ISIS also carried out devastating terrorist attacks in the West, for instance, in Paris in 2015 that killed 130 people. The UN estimates there are about four hundred members of al Qaeda living in Afghanistan today.

The investigation sparked debate about free speech and criminal activity online, but the authorities’ concerns weren’t exactly a surprise. Now, Telegram is making some changes in an effort to reduce criminal activity on the platform, Durov said Monday in a post on the app. “If you still manage to find something unsafe or illegal on Telegram Search, please report it to us via @SearchReport,” Durov wrote. “Telegram Search is meant for finding friends and discovering news, not for promoting illegal goods,” Durov said. It’s unclear how the move to share some user data with law enforcement will impact the ongoing French investigation.

CNN —Germany has begun new controls at all of its land borders as part of a crackdown on migration, placing restrictions on a wide area of free movement known as the Schengen Zone and stirring anger among its European neighbors. From Monday, as well as existing border controls with Austria, Switzerland, the Czech Republic and Poland, Germany will now also have internal border controls with France, Luxembourg, the Netherlands, Belgium and Denmark. Berlin will have the power to reject people at all land borders, a statement from the Interior Ministry said. The move marks how far Germany has shifted in recent years on the flashpoint issue of migration. Under European Union rules, member states have the ability to temporarily reintroduce border control at internal borders in the event of a serious threat to public policy or internal security.

CNN —Germany has struck a controlled migration deal with Kenya, which will see Berlin open its doors to skilled and semi-skilled Kenyan workers. The deal was signed by German Chancellor Olaf Scholz and Kenya’s president William Ruto on Friday. Migration is a major flashpoint in Germany, and has fueled the rise of the far-right Alternative for Germany (AfD) party. As well as deterring irregular migration, the deal is intended to address labor market needs in both countries, providing opportunities for Kenyan workers while supplementing an ageing Gemany’s shortage of skilled laborers. According to the German government, there are currently around 14,800 Kenyan citizens living in Germany.

Gunmen killed 14 people in a Shiite-majority area in central Afghanistan, the Taliban said Friday, in one of the deadliest attacks in the country this year. A machine gun was used in the assault, the ISIS group said. The U.N. mission in Afghanistan said the attack resulted in numerous deaths and injuries to members of the Shiite community. A U.N.-appointed rights expert for Afghanistan, Richard Bennett, said he was alarmed by the spate of IS-claimed attacks. The “appalling killings” of Shiite Hazara bore the hallmarks of international crimes, said Bennett, whom the Taliban have barred from Afghanistan.

CNN —Four ISIS leaders were killed as a result of raid in western Iraq late last month, the US military said Friday. US Central Command identified the four leaders as Ahmad Hamid Husayn Abd-al-Jalil al-Ithawi, who was responsible for all ISIS operations in Iraq; Abu Hammam, who oversaw all operations in the western part of the country; Abu-‘Ali al-Tunisi, who oversaw technical development, and Shakir Abud Ahmad al-Issawi, who was responsible for military operations in western Iraq. The US, in partnership with Iraqi security forces, conducted a raid in western Iraq on August 29, killing more than a dozen ISIS operatives who were “armed with numerous weapons, grenades, and explosive ‘suicide’ belts,” CENTCOM previously said. Amid the heightened tensions in the Middle East, Iraq has postponed announcing an end-date for the US-led military coalition’s presence in the country, CNN previously reported. CNN’s Philip Wang, Haley Britzky, Mary Kay Mallonee, Hamdi Alkhshali, Sam Fossum and Mohammed Tawfeeq contributed to this report.

Discussing the US southern border, Trump asserted that “more terrorists have come into the United States in the last three years. In fact, there have been no reported terrorist attacks in the US during the past three years carried out by jihadist terrorists crossing the southern border. The ordinarily voluble Trump typically doesn’t have much to say when far-right domestic terrorists perpetrate terrorism in the United States. To be sure, there are reasonable concerns about the southern border, like the fact that, as CNN reported in June, eight Tajikistan nationals in the US who had crossed the southern border were arrested on immigration charges “following the discovery of potential ties to terrorism,” including possibly to ISIS. This is all a far cry from Trump’s claim on Fox that “more terrorists have come into the United States in the last three years.

Now, the Justice Department is alleging that some of the biggest stars in right-wing social media were, unwittingly, part of a sinister Russian operation to influence the 2024 US election. What is Tenet Media? “Overt shilling”The Russians also pushed Tenet to promote videos that were going viral on social media, according to the indictment. Tenet Media has not responded to requests for comment and stopped posting content on Wednesday. After the 2016 US presidential election, congressional and federal investigations showed Moscow had successfully co-opted unwitting Americans to stage protests, run social media accounts and host events at its behest.

Durov was arrested at a Paris airport amid an investigation into suspected offenses related to criminal activity on Telegram, according to French prosecutors. Telegram, which Durov said had 950 million users, is used both as an everyday messaging tool and a way work around authoritative governments – but White supremacist groups and Isis also favor it. In the Telegram post Thursday, his first since his arrest, Durov acknowledged that the app’s “abrupt increase” in users caused growing pains that made it easier for criminals to abuse the platform. Durov noted the app refused to hand over “encryption keys” to Russia, resulting in a ban there. The app also was banned in Iran after the app refused to block channels used by protesters, he said.

Read previewThis as-told-to essay is based on a conversation with Daniel Beiler, 33, an emergency medical technician and aid volunteer who grew up in a traditional Amish community in Pennsylvania. An Amish family walks through a field. He taught me that there were other Amish people questioning things — and eventually the Amish system couldn't hold us anymore. When a storm comes through and the electric goes out, life kind of slows down, and I don't like that feeling. My family don't have any technological restrictions now, but we haven't embraced too much trash culture.

New York CNN —The arrest of Telegram CEO Pavel Durov in France over the weekend has thrust the popular messaging service and its enigmatic founderinto the spotlight. Durov’s arrest comes as the app has faced growing scrutiny for its use by terrorist groups and far-right extremists. Telegram is an encrypted messaging service that was launched in 2013 by Durov and his brother, Nikolai. And earlier this month, the messaging app began actively removing calls to violence from the platform following reports that the app was being used to organize far-right, anti-immigrant riots in the United Kingdom. In addition to running Telegram, Durov has become something of an online influencer, sharing images on Instagram of his world travels (and, often, shirtless photos).

Knife-wielding prisoners identifying themselves as Islamic State group militants staged a bloody attack on guards in a Russian penal colony on Friday and seized hostages, according to state media and news outlets with ties to the security services. Russian state media said at least one member of the prison staff had been killed, but the video suggested the death toll was almost certainly higher. The prison service said in a statement: “During a session of a disciplinary commission, convicts took staff of the penal institution as hostages. There are casualties.”The prison is designated as a “harsh regime” penal colony with capacity to hold up to 1,241 male prisoners. In June, a bloody ISIS-linked prison uprising took place in the southern region of Rostov, where special forces shot dead six inmates who had taken hostages.

But his track record of handling recent crises in Russia reveals a different side of his presidential persona: one of paralysis and indecision. Despite a claim of responsibility from ISIS-K, he continued to insist that Ukraine, and the West had played a role. Dmytro Kholod, commander of Ukraine’s “Nightingale” battalion, currently in Kursk, told CNN by phone on Wednesday that he has noticed a shift in the behavior of Russian troops. It is just a strategy for perpetuating war and allowing Russia to wait us all out,” said Ryan. “Now we see that when he’s really presented with a crisis, he’s not a cornered rat, he’s just like an imposter.

“Some critics, like Mr. Smotrich, for example, have claimed that the hostage deal is a surrender to Hamas or that hostages should not be exchanged for prisoners,” Mr. Kirby said at the start of a briefing for reporters. Mr. Smotrich and Itamar Ben-Gvir, the national security minister and a far-right ally, have threatened to quit Mr. Netanyahu’s coalition if he signs a deal ending the war. But whether it could help Mr. Netanyahu to have the Americans weigh in on his domestic politics was not as clear. “The idea that he would support a deal that leaves Israel’s security at risk is just factually wrong,” Mr. Kirby said of the president. “He won’t allow extremists to blow things off course — including extremists in Israel making these ridiculous charges against the deal,” he said.

CNN —Austrian authorities have arrested an 18-year-old Iraqi national in connection with an inquiry into an alleged ISIS-inspired plot to attack a Taylor Swift concert in Vienna, the country’s interior minister said Friday. Organizers took the extraordinary decision on Thursday to cancel three Swift concerts in Austria after authorities said they foiled a terror attack planned for the Vienna leg of her blockbuster Eras tour. “A planned attack on a concert event was successfully thwarted thanks to the timely intervention of the authorities. Austrian authorities said they expected around 65,000 audience members at each of Swift’s Vienna shows, with up to 20,000 fans outside the stadium. It would have been her first Swift concert since she first became a fan in 2018, and she’d been excitedly waiting since buying the ticket last summer.

Hamas on Tuesday announced Yahya Sinwar as the militant group’s new political head following the assassination of Ismail Haniyeh. Haniyeh was killed last week when an airstrike hit his residence in Tehran, where the Hamas leader had participated in the inauguration ceremony of Iranian President Masoud Pezeshkian. "Hamas announces the selection of brother leader Yahya Sinwar as head of the movement’s political bureau, succeeding the late leader Ismail Haniyeh, may God have mercy on him," the group said in a statement Tuesday. Sinwar has been in hiding since Oct. 7, when Hamas militants attacked Israel, killing 1,200 and taking around 240 hostage, according to Israeli tallies. Israel has since declared war in Gaza and has killed over 40,000 people in the enclave, according to officials there.

Neumann noted the latest Europol data showed “the number of attacks and planned attacks has more than quadrupled” since 2022. The apparent uptick in the recruitment of young radicals to carry out acts of terror comes as European security officials express worries at a potential resurgence of organized – or “directed” - terror attacks. The group has built a remarkable presence in Turkey over the past three years, according to court documents and analysts. Swiss police in March arrested a 15-year-old Swiss boy and a 16-year-old Italian boy for ISIS support and plotting bomb attacks, according to a police statement.
