CNN —Russian President Vladimir Putin has announced that Russia has successfully carried out a test of a new generation of nuclear-powered cruise missile. State news agency RIA Novosti quoted Putin as saying the “last successful test of the Burevestnik, a global-range cruise missile with a nuclear installation, a nuclear propulsion system, has been conducted.”Putin was speaking at the Valdai Forum in Sochi. The program to develop the Burevestnik was announced by Putin in March 2018 as part of a broader initiative to develop a new generation of intercontinental and hypersonic missiles. Among them were the Kinzhal ballistic missile and the Avangard hypersonic glide vehicle. “It is a low-flying stealth missile carrying a nuclear warhead, with almost unlimited range, unpredictable trajectory and ability to bypass interception boundaries,” Putin said then.

The Kremlin chief said there was no need to change Russia's nuclear doctrine however, as any attack on Russia would provoke a split-second response with hundreds of nuclear missiles that no enemy could survive. "I think no person of sound mind and clear memory would think of using nuclear weapons against Russia," Putin told a meeting of the Valdai Discussion Club in the Black Sea resort of Sochi. He noted that the United States had signed the Comprehensive Nuclear-Test Ban Treaty but not ratified it while Russia had signed and ratified it. In February, Putin suspended Russia's participation in the New START treaty that limits the number of nuclear weapons each side can deploy.

SEOUL, Sept 26 (Reuters) - South Korea kicked off its first large-scale military parade in a decade on Tuesday, with weapons ranging from ballistic missiles to attack helicopters due to roll through Seoul in a show of force as it takes a tougher stance against North Korea. "If North Korea uses nuclear weapons, its regime will be brought to an end by an overwhelming response from the ROK-U.S. alliance," Yoon said while addressing troops in the rain. South Korea last held a military street parade in 2013. The event will also feature a joint flyover by South Korean and U.S. military aircraft to demonstrate an "upgraded" combined defence posture, the ministry said. Yoon has said that if Russia helped North Korea enhance its weapons programs in return for assistance for its war in Ukraine, it would be "a direct provocation".

U.S. and South Korean officials have said North Korea could provide badly needed munitions for Moscow’s war on Ukraine in exchange for sophisticated Russian weapons technology that would advance Kim’s nuclear ambitions. Kim and Shoigu later traveled to Vladivostok, where they inspected the Admiral Shaposhnikov frigate. Russia’s navy commander, Adm. Nikolai Yevmenov, briefed Kim on the ship’s capabilities and weapons, which include long-range Kalibr cruise missiles that Russian warships have regularly fired at targets in Ukraine. It was the first such launch to occur while Kim was abroad for a rare trip, analysts said. Japan's Chief Cabinet Secretary Hirokazu Matsuno told reporters that Japan had lodged a protest against North Korea through diplomatic channels in Beijing. The nuclear-armed North has conducted regular launches of everything from short-range and cruise missiles to massive intercontinental ballistic missiles (ICBMs) that can strike the continental United States. While China has sent a delegation led by Vice Premier Liu Guozhong to the North Korea's anniversary celebrations, Russia sent a military song and dance group. KCNA said Kim received letters from Putin and Chinese President Xi Jinping on the anniversary, where both leaders said that their countries’ strengthening ties with North Korea would contribute to the region’s peace and stability. State media did not mention whether Kim made a speech during the parade, indicating that he likely didn't. A day before the parade, Kim took Shoigu on a tour of a domestic arms exhibition, which demonstrated North Korea’s support for Russia’s invasion of Ukraine and added to suspicions the North was willing to supply arms to Russia. In exchange for providing Russia with artillery shells and other ammunition, North Korea could seek badly needed energy and food aid and advanced weapons technologies, analysts say.

The US Air Force said it found unsafe levels of possible cancer-causing chemicals at a Montana base. It found the chemicals in nuclear missile launch control centers at Malmstrom Air Force Base. A team of experts that carried out testing at Malmstrom Air Force Base in June discovered levels of polychlorinated biphenyls (PCBs) that were above federally recommended thresholds in two facilities at the site, Air Force Global Strike Command said in a statement on Monday. "Of the swipes, 279 returned non-detectable results," the Air Force said. None of the air samples of the launch control centers and launch control support building revealed any detectable levels for PCBs.

The widely anticipated parade in the capital on Thursday night commemorated the 70th anniversary of the end of the Korean War, celebrated in North Korea as "Victory Day". Kim, Shoigu and Chinese Communist Party Politburo member Li Hongzhong talked, laughed and saluted as North Korean troops marched and weapons rolled below, photos released by North Korean state media showed. Kim hosted a reception and had a luncheon with Shoigu, where the North Korean leader vowed solidarity with the Russian people and its military. Shoigu praised the North Korean military as the strongest in the world, and the two discussed strategic security and defence cooperation, KCNA said. North Korea has been under U.N. sanctions for its missile and nuclear programs since 2006.

The US Army has identified the soldier who crossed the demarcation line into North Korea on Tuesday as Pvt. The last American known to be held by North Korea was Bruce Byron Lowrance, who, according to North Korean state-run media, crossed from China into North Korea. While in North Korea, he appeared in propaganda films, taught North Korean spies English and spent up to eight hours a day studying the writings of North Korean leaders. He was allowed to leave North Korea in 2004, two years after his wife, a Japanese national who was kidnapped from her home in Japan in 1978, was allowed to leave North Korea under a deal between Pyongyang and Tokyo.

Seoul, South Korea CNN —A US national is believed to be in North Korean custody after crossing the border during a tour, a United Nations agency said Tuesday. The individual was detained during a Joint Security Area tour after crossing the Military Demarcation Line separating North and South Korea, the United Nations Command said in a tweet. The prospect of a US national being held in North Korean military custody comes at a time of fraught diplomacy and rising military tensions on the Korean Peninsula. Under leader Kim Jong Un, North Korea has been ramping up tests of potentially nuclear capable intercontinental ballistic missiles, something South Korea and its treaty ally the United States are keen to push back on. The NCG is a joint US and South Korean panel set up by the countries’ leaders at a summit in Washington in April.
