SEOUL, South Korea — North Korean leader Kim Jong Un oversaw the delivery of 250 new tactical ballistic missile launchers to front-line troops, state media KCNA reported on Monday, which Seoul said could be used to threaten South Korea. The launchers have been described by state media as a modern tactical attack weapon personally designed by Kim and ready to be transferred to Korean People’s Army units on the border with the South. North Korea said it test-fired a new tactical ballistic missile last month. In a speech, Kim blamed the United States for creating a “nuclear-based military bloc” that forced his country to further strengthen military capabilities. A spokesperson for Seoul’s unification ministry handling inter-Korean affairs said North Korea’s illegal nuclear and missile programs were the primary threat to peace and stability on the Korean Peninsula.

Investors are increasingly hopeful that will push Federal Reserve officials to come to their rescue with an emergency rate cut. But if something comes up in between those meetings that changes their views on the ideal level for rates, officials can gather for an unscheduled “emergency” meeting. By doing two large emergency cuts in succession, Fed officials didn’t have to weigh whether their actions would unnecessarily cause Americans to panic. Before those cuts, the last time the Fed was promoted to do an emergency rate cut was in the thick of the Great Recession shortly after Lehman Brothers collapsed in the fall of 2008. But he said he was “reluctantly” comfortable with an emergency cut since other central banks were doing it.

"A 50 basis point Fed cut in September is clearly justified as the labor market is now showing clear signs of softening," said Yung-Yu Ma, chief investment officer at BMO Wealth Management. The firm, which has long been saying the Fed will need to cut aggressively this year, expects another 50 basis point cut in November by a 25 basis point cut move in December. A basis point is 0.01 percentage point. The S & P 500 lost more than 2.5% and Treasury yields plummeted, sending the policy-sensitive 2-year note down more than a quarter percentage point to 3.91%. "It's very possible the Fed alters its inter-meeting communications on the balance of risks to remove all doubt [of] a September rate cut."

Caracas CNN —It would be easy to dismiss this Sunday’s presidential election in Venezuela as a fait accompli. The opposition campaign has re-energized its bases, and the candidature of Edmundo González has attracted widespread support in Venezuela and abroad. A chance to rebuild Venezuela’s economic power“On the ballot is how long it’ll take to fix Venezuela’s economy,” said Asdrubal Oliveros, founder of Caracas firm Ecoanalitica, in his weekly podcast on July 8. Once the fifth-largest economy in Latin America, today Venezuela’s economy has shrunk to the equivalent of a medium-sized city, smaller than say, Milwaukee, according to data from the IMF. CNN —The mayor of Paris told French radio on Wednesday that she would swim in the city’s River Seine next week, in a bid to show its suitability for the Olympics despite ongoing cleanliness concerns. However, despite a 1.4 billion Euro (1.5 billion USD) clean-up plan, concerns remain over the river’s suitability for swimming events. Mayor Hidalgo – one of the main faces behind the organization of the Paris Olympics – had previously said she would swim in the Seine but postponed the dip following the dissolution of the National Assembly by French President Emmanuel Macron. Macron, who also said he would swim in the Seine, has yet to announce a date. The Opening Ceremony of the Paris Olympics is set to take place on the Seine on July 26 if currents are not too strong.
