The court unanimously ruled that prison officials were liable for Eighth Amendment violations only if they acted with "deliberate indifference" to a prisoner's suffering. "And when this is true of prison officials, no constitutional liability may lie, however 'soul-chilling' the conditions." As long as prison officials assert that they didn't know about the risk, he said, a federal court will rarely find an Eighth Amendment violation. Prison officials weren't aware of the altercation, according to an incident report, until Hodges' then-fiancée called the prison, concerned about his safety. She disagreed with how her colleagues assessed the question of mindset, writing that a committee finding alone should not release prison officials from liability.

But the bill, the Social Security Fairness Act, may undergo changes if some Senators' efforts to add amendments are successful. Per the original proposal, the Social Security Fairness Act calls for eliminating Social Security provisions known as the Windfall Elimination Provision, or WEP, and Government Pension Offset, or GPO, that have been in place for decades. The WEP reduces Social Security benefits for individuals who receive pension or disability benefits from employment where they did not pay Social Security payroll taxes. The Social Security Fairness Act was passed by the House with a 327 majority in November. Social Security advocacy groups have pushed for larger comprehensive Social Security reform that would use tax increases to pay for making benefits more generous.

The report alleged Republicans found evidence showing Cheney "tampered with at least one witness, Cassidy Hutchinson, by secretly communicating with Hutchinson without her attorney's knowledge." The select committee's 10 public hearings and final report featured numerous Republican witnesses, including many senior officials from the Trump White House, campaign and administration, Cheney noted in the statement. Hutchinson’s lawyer, William H. Jordan, said in a statement that the allegations that Hutchinson colluded with Cheney “are preposterous.”“Ms. Hutchinson, a close aide to Trump White House chief of staff Mark Meadows, testified both privately and publicly to the committee about her knowledge of the lead-up Jan. 6 and what unfolded that day. President Joe Biden said in an interview published in part on Tuesday that he is in favor of a ban on stock trading by members of Congress, taking a position on an issue that has been the subject of discussion and proposed legislation in recent years. Shakir noted during the interview that Biden did not own stock during his decades as a senator. Congressional stock trading has become a political flashpoint on Capitol Hill and beyond, as ethics watchdogs and some lawmakers allege that members of Congress who trade stocks are profiting from insider knowledge. Legislation banning congressional stock trading has been introduced repeatedly in recent years, but has never been passed by Congress. Former President Barack Obama signed a bill aimed at preventing insider trading by members of Congress and aides and increasing reporting requirements in 2012.

Grubhub will pay $25 million to settle charges it misled customers about the cost of their delivery and drivers about how much they could earn on the food-delivery platform. Grubhub also allegedly engaged in false advertising to attract drivers, citing hourly pay rates "well above what drivers could realistically expect to earn," according to a release accompanying the civil complaint. Finally, Grubhub falsely advertised restaurants on its platform that had not signed up with it. “Today’s action holds Grubhub to account, putting an end to these illegal practices and securing nearly $25 million for the people cheated by Grubhub’s tactics. The agencies had sought a $140 million judgment against the company, but reduced it to what Grubhub is able to pay, the agencies said.

CLEVELAND — Fresh off a comfortable re-election victory in 2018, Sen. Sherrod Brown, D-Ohio, considered running for president on a populist message aimed at the many working-class Midwest voters who had fled the Democratic Party in favor of Donald Trump. He spoke of a “post-Senate mission” to reorient Democrats as the “party of workers” in Middle America. “But I lost in large part because the national reputation of the Democratic Party is that we are sort of a lighter version of a corporation — a corporate party. And that’s one of the reasons that working-class voters have been willing to look away from the Democratic Party.
