Retail traders have made the leap from so-called meme stocks , including GameStop and AMC , over the past few years. All the while, Tesla inflows from retail traders have mostly climbed in the past half decade, according to data analyzed by Vanda Research. "It's a growth stock, but it's really a hopes-and-dreams stock," said Irwin, who covers Tesla and other clean technology stocks. Tesla's climb also comes amid a broader buy in from retail investors in their favorites. "This is probably a golden era for Tesla," Irwin said.

Here's a look at what lawmakers have voted on:MENTAL HEALTH SYSTEMPolitical Cartoons View All 1160 ImagesSenators on Thursday signed off on putting two proposals before voters next March that would help transform the state's mental health system and address the state’s worsening homelessness crisis. A proposal by Sen. Susan Eggman would overhaul how counties pay for mental and behavioral health programs. Irwin said her bill would bring “the single largest expansion” of the state’s mental health system. Under current state law, local government said their hands are tied if a person refuses to receive help. The legislation is part of the state’s ongoing efforts to reform its mental health system.

SACRAMENTO, Calif. (AP) — California lawmakers voted Tuesday to put a proposal before voters next March that would overhaul how counties pay for mental and behavioral health programs in an effort to address the state's worsening homelessness crisis. In 2004, voters approved a special tax on millionaires to help pay for mental health programs. Gavin Newsom wants changes to restrict how local governments can use that money, with an emphasis on mental health and drug and alcohol use programs. Under his plan, two-thirds of revenue from the tax would pay for services for people who are chronically homeless and with severe mental health issues and unhealthy drug and alcohol use. The new mandates would result in a loss of more than $1 billion for existing programs such as mental health outpatients, crisis, recovery and peer-supported services, county officials said in a letter to Newsom over the weekend.

'X' logo is seen on the top of the headquarters of the messaging platform X, formerly known as Twitter, in downtown San Francisco, California, U.S., July 30, 2023. "I didn't always have access to other people who were doing (brand safety) work," he said of his time at Twitter. Before acquiring Twitter, Musk had criticized the platform for limiting free speech by removing certain content and having a politically liberal bias. Still, Brown said he felt supported in his brand safety work by Musk and Ella Irwin, Twitter's then-head of trust and safety, who resigned days before Brown. Until last month, Qualcomm was also the world's biggest fabless chip company. But Qualcomm CEO Cristiano Amon is betting that one day, generative AI will be in high demand off the cloud, too. Qualcomm modems are inside all iPhone models currently being made, including the next model set to come out next week. Today, Qualcomm has more than 140,000 patents. Mysterious dark spot detected on Neptune
  + stars: | 2023-08-25 | by ( Ashley Strickland | ) edition.cnn.com   time to read: +5 min
CNN —Astronomers have spotted a large and mysterious dark spot within Neptune’s atmosphere, and it has an unexpectedly bright companion. “Since the first discovery of a dark spot, I’ve always wondered what these short-lived and elusive dark features are,” said lead study author Patrick Irwin, professor of planetary physics at the University of Oxford, in a statement. Gas giants and dark spotsGiant gaseous planets in our solar system, including Neptune, are known for the dark spots that appear in their atmospheres, such as Jupiter’s Great Red Spot, a centuries-old storm. The Great Dark Spot on Neptune, the nickname given to the largest storm witnessed by Voyager 2, was so large that it could contain Earth. The unusual cloud appeared in the observation as a smaller bright spot next to the larger dark spot, and both are on the same atmospheric level.

Neptune’s disappearing clouds linked to solar cycle
  + stars: | 2023-08-22 | by ( Kristen Rogers | ) edition.cnn.com   time to read: +6 min
The findings are “extremely exciting and unexpected, especially since Neptune’s previous period of low cloud activity was not nearly as dramatic and prolonged,” Chavez added. The findings also contradict the idea of the clouds being affected by Neptune’s four seasons, which each last about 40 years. Additionally, Neptune storms rising from the deep atmosphere do influence the planet’s cloud cover — but aren’t related to clouds formed in the upper atmosphere. That variable could interfere with studies looking at correlations between photochemically produced clouds and the solar cycle. More research could also suggest how long the near absence of clouds on Neptune might last.

Opinion | The Great Wheat Price Surge That Sputtered
  + stars: | 2023-08-21 | by ( Peter Coy | ) www.nytimes.com   time to read: +2 min
I share Ghosh’s concern for the impact of high wheat prices on the poor, but the story is more complicated than greedy speculators versus needy consumers. For one thing, consider this statistic: While speculators were betting on higher wheat prices in the spring of 2022, they’re betting on lower prices now. Managed funds have had a net short position in wheat futures contracts since July 2022, according to data compiled by the Commodity Futures Trading Commission. That undermines the narrative that they invariably root for higher prices. Ghosh told me that there was no justification for prices to spike in the spring of 2022 because the market was well supplied with wheat.

Tesla and automakers in China have found ease and success in having fewer options. Car buyers like having options — but as the Tesla and Chinese automakers continue to find success in electric vehicles, old-guard automakers would do well to force buyers to compromise. Elon Musk's automaker has pared down the build options it gives customers to fewer color options and interior choices, limited trims, and many features that simply come standard. The lack of build complexity has been an advantage for Tesla, startup EV makers, and Chinese competitors, experts say. "A number of the traditional players have initiatives underway to benchmark the build complexity of their start-up competitors."

First published in 1982 with the straightforward subtitle “A Life of Contemporary Artist Robert Irwin,” this is in fact so much more. Yes, Weschler explores Irwin’s early years with the California Abstract Expressionist school, and his move into spatial experimentation. You’ll come away with solid knowledge of the 20th-century art world. In Irwin’s own words: “For the next week, try the best you can to pay attention to sounds. Once you let them in, you’ve already done the first and most critical thing, you’ve honored that information by including it.

How to Build Credit Without a Credit Card

The problem: The best way to build your credit score is to make regular payments on your credit card — and often you can’t get a credit card until you already have a good credit score. Become an authorized userThe fastest and easiest way to build your credit score — if it’s an option for you — is for a family member or friend with a good credit to add you as an authorized user to their credit card. Once a cardholder adds you to their account, you’ll get your own credit card, earn rewards (if applicable) and get credit for on-time payments and a credit utilization ratio. Get a secured credit cardIf you don’t have any of the loans listed here or find you need another option for building credit, a credit card is still an option. Specifically designed for those just getting started building credit, secured credit cards use a deposit as collateral to reduce risk, so even those with poor credit can qualify.

July 31 (Reuters) - X owner Elon Musk and Chief Executive Linda Yaccarino will both oversee the trust and safety team at the company formerly known as Twitter, the social media concern said on Monday. X's product and engineering team will report to Musk, while Yaccarino will oversee all other divisions, including human resources, legal, finance, sales and operations, X said. The trust and safety team, which is responsible for content moderation, has been the focus of some criticism of the platform after Musk acquired the company last October. Yaccarino said in the email that three X leaders will oversee different responsibilities within trust and safety, including law enforcement operations and threat disruptions. The changes to trust and safety come after Ella Irwin resigned as head of the team in June.
