TOKYO, Nov 21 (Reuters) - North Korea has notified Japan it plans to launch a rocket carrying a space satellite between Nov. 22 and Dec. 1 in the direction of the Yellow Sea and East China Sea, Japan's Coast Guard said on Tuesday. If carried out, it would likely mark a third attempt by the nuclear-armed state this year to put a spy satellite into orbit. Japan will work with the United States, South Korea and others to "strongly urge" North Korea not to go ahead with the launch, Kishida said. North Korea has not made a formal announcement of the plan on official media. The North considers its space and military rocket programmes a sovereign right, and analysts say spy satellites are crucial to improving the effectiveness of its weapons.

Nov 17 (Reuters) - Gunfire erupted on Friday in the lobby of a state psychiatric hospital in New Hampshire before the threat was neutralized and the suspect was killed, state police and emergency management officials reported. New Hampshire state police initially had reported "multiple victims" from the shooting, but state police Colonel Mark Hall later told reporters the shooting was confined to the lobby area of the facility and that "all patients are safe." The shooting erupted at about 3:40 p.m. at the New Hampshire State Hospital in Concord, the state capital. REUTERS/Johanna Geron/File Photo Acquire Licensing RightsNov 16 (Reuters) - Redwood Materials has signed a long-term contract to supply Toyota Motor (7203.T) with recycled materials for the Japanese automaker's $13.9 billion North Carolina electric vehicle battery plant, Redwood said Thursday. The Nevada-based materials specialist said it would remanufacture EV battery components from materials supplied by Toyota and recycled from end-of-life vehicles, mainly hybrid-electric models such as the Prius. Redwood, one of the world's leading battery recyclers, did not disclose details on value or timing of the agreement. Straubel said the company will supply battery components to Toyota from its Sparks, Nevada facility and eventually from a $3.5 billion facility it is building outside Charleston, South Carolina. Redwood also is selling remanufactured battery components to Panasonic, which jointly operates an EV battery plant with Tesla in Nevada.

REUTERS/Elizabeth Frantz Acquire Licensing RightsWASHINGTON, Nov 16 (Reuters) - A group of 46 Republican U.S. senators asked the Commerce Department on Thursday to answer questions about its Oct. 27 decision to temporarily stop issuing export licenses for most civilian firearms and ammunition for non-governmental users. The Commerce Department's 90-day pause has some exemptions including export licenses for Ukraine and Israel, as well as some other close allies. Earlier this month, Republican Representative Mark Green, who chairs the Homeland Security Committee, led a separate letter from more than 80 lawmakers seeking answers on the pause. The Republican party has consistently defended gun ownership rights under the U.S. Constitution, while many Democrats have called for new restrictions after a series of mass shootings. Exporters can continue to submit license requests during the pause, but they will be "held without action" until the pause is lifted.

A search for "Letter to America" on TikTok surfaced no results on Thursday, with a notice that said the phrase may be associated with "content that violates our guidelines." On Wednesday, The Guardian removed the full text of bin Laden's letter, which it had published in 2002.
