The killing of a 12-year-old Houston girl, found last week in the shallow water of a city drainage ditch after having been strangled, was already a horrific crime. Then investigators arrested two recent Venezuelan migrants and charged them with killing the girl, Jocelyn Nungaray. The second of the two appeared in court on Tuesday; both were being held on a $10 million bond. Suddenly the killing, which had ripped apart a Houston family, became the latest flashpoint in the debate over immigration, seized on by Republicans and immigration opponents who drew a direct line between the crime and President Biden’s policies at the border. Storm Alberto, the first named tropical storm of the hurricane season, was located approximately 305 miles south-southeast of Brownsville, Texas and formed earlier today in the Southwestern Gulf of Mexico. The first named storm of the hurricane season made landfall in Mexico on Thursday, bringing heavy rain and flooding to the country's Gulf Coast and Texas. Tropical Storm Alberto is moving inland over Mexico with maximum sustained winds of 45 mph, the National Hurricane Center said in an update at 7 a.m. local time. A Tropical Storm Warning that was in effect for the Texas coast from San Luis Pass southward to the mouth of the Rio Grande was lifted early Thursday. Alberto's center was forecast to move west into Mexico before weakening and most likely dissipating by Thursday night, the National Hurricane Center said.

A Texas prosecutor said on Tuesday that he would seek to have a court overturn Gov. Greg Abbott’s pardon of a man convicted of fatally shooting a Black Lives Matter protester in Austin in the summer of 2020. The Republican governor’s pardon last month of the man, Daniel S. Greg Abbott of Texas on Thursday pardoned a man who was convicted of fatally shooting a protester during a Black Lives Matter demonstration in the summer of 2020, fulfilling a promise he made last year amid pressure from conservatives. The decision immediately followed a pardon recommendation from the state’s Board of Pardons and Paroles, whose members are appointed by the governor. Lawyers for the man, Daniel S. These attacks have over the years undermined university leadership and provoked students, staff and faculty. University leaders responded positively, helping to build more dynamic and well-endowed centers for this work than on any other peer campus in the country. Many students, staff and faculty, especially those from minority backgrounds, feel that they have suffered setback after setback at the hands of hostile politicians and deferential administrators. Congress last month approved the fiscal year 2024 funding level for FEMA’s Shelter and Services Program in the federal funding package, nearly six months into the fiscal year. Rep.
