Bank transfer or payment fraud losses spiked by nearly 150% over that span to $1.9 billion. The big banks that run Zelle in particular “rarely” reimburse customers duped by scammers, according to a recent Senate investigation. So Democrats in Congress are introducing new legislation that would seek to crack down on payment scams by closing loopholes in existing law. For instance, Zelle says that while customers hurt by unauthorized activity are “typically” able to get their money back, victims of scams may not. Under pressure from lawmakers, last year banks on Zelle began refunding some victims of imposter scams.

Trenton, New Jersey AP —New Jersey’s ban on the AR-15 rifle is unconstitutional, but the state’s cap on magazines over 10 rounds passes constitutional muster, a federal judge said Tuesday. “Bans on so-called ‘assault weapons’ are immoral and unconstitutional. He added: “We look forward to pressing our arguments on appeal.”Several challenges to state assault weapons bans have cited the Bruen decision. A gun rights group has challenged Connecticut’s landmark 2013 gun control law, passed after the Sandy Hook Elementary School shooting, that bans assault weapons, including certain AR-15-style rifles and large capacity magazines. The state’s assault weapons ban dates to 1990 and includes various other weapons, but Sheridan focused on the Colt AR-15, citing the plaintiffs’ concentration on that weapon in their court filings, and the law specifying that make of the rifle.

As of 2021, according to research by the Prison Policy Initiative, they've paid an average of $3 for a 15-minute phone call. The new rules will force a business model change for correctional telecommunications companies as they contend with an estimated $500 million loss in revenue, according to Worth Rises. Only five states have passed legislation to make jail phone calls free, according to Prison Legal News. Wanda Bertram, a communications strategist for the Prison Policy Initiative, said prisons tend to negotiate better contracts with telecommunications companies and, therefore, tend to have better rates for prisoners.

Nearly three-quarters of Mexican avocados come from Michoacán, a state along the country’s Pacific coast with a volcanic belt running through it that makes its soil ideal for farming. A new report from Moody's on Wednesday warns that generative AI and deepfakes are among the election integrity issues that could present a risk to U.S. institutional credibility. In a letter to Rosenworcel, it encouraged the FCC to delay its decision until after the elections because its changes would not be mandatory across digital political ads. Some social media platforms have already self-adopted some sort of AI disclosure ahead of regulations. Google requires all political ads with modified content that "inauthentically depicts real or realistic-looking people or events" to have disclosures, but doesn't require AI disclosures on all political ads. "There is no reason why members of Congress ought to be profiting off of the information that only they get." CNN —It has been an especially active few weeks for news about religion in public schools. Public schools are not Sunday schools, and families should feel free to send their children to school without worrying about state officials interfering in their choices about religious instruction. These politically conservative state officials are seemingly making a show of testing the limits of government-sponsored religious instruction and exercise in public schools, emboldened by the US Supreme Court’s recent decisions. Like religious instruction in public schools, the public funding of religion undermines fundamental principles of religious freedom for all. CNN —Ukraine has foiled an alleged plot to overthrow the government that “would have played into Russia’s hands,” security officials in the war-torn country said Monday. In a Telegram post, the Security Service of Ukraine (SBU) claimed the plot organizers planned to trigger a riot in Kyiv on June 30 as a distraction to seize control of the Ukrainian parliament and remove the military and political leadership from power. Concerns have grown over the future of US military support for Ukraine with the potential for another Donald Trump presidency on the horizon. During last week’s presidential debate, Trump questioned whether the United States should continue to fund Ukraine’s fight against Russia. Trump’s comments on the war in Ukraine were “worrying,” Ukrainian politician Oleksiy Goncharenko told CNN.

CNN —Israeli Prime Minister Benjamin Netanyahu has rejected the idea of starting a ceasefire in Gaza while Hamas remains in power, after The New York Times published an article citing six current and former security officials who said a truce would give Israeli troops time to prepare for a potential land war with Hezbollah. The officials, most of whom spoke anonymously to “discuss sensitive security matters,” also said a truce would be the most effective way to secure the release of the Israeli hostages. We will not capitulate to the winds of defeatism, neither in The New York Times nor anywhere else. “They (the IDF) understand that a pause in Gaza makes de-escalation more likely in Lebanon,” Hulata told the Times. When asked by the Times if it supported a truce, the IDF released a statement that didn’t answer the question directly.

CNN —The Supreme Court on Wednesday said the White House and federal agencies such as the FBI may continue to urge social media platforms to take down content the government views as misinformation, handing the Biden administration a technical if important election-year victory. Republican officials in two states – Missouri and Louisiana – and five social media users sued over that practice in 2022, arguing that the White House did far more than “persuade” the tech giants to take down a few deceptive items. That might include, the justices theorized, social media threats targeting public figures or disclosures of sensitive information about US troops. The case arrived at the high court at a time when the government has repeatedly warned of foreign efforts to use social media to influence elections. The jawboning case was one of several high-profile matters the court is deciding at intersection of the First Amendment and social media.
