Patrol dogs have been used to attack or intimidate prisoners in eight states in recent years. The new law could dramatically impact the use of patrol dogs at six high-security prisons where, according to incident reports obtained by BI, patrol dogs have been regularly used to attack men who refuse to leave their cells or who are involved in one-on-one altercations. When pressed by lawmakers on BI's findings that Virginia deployed patrol dogs 18 times more often than any other state, Elam said that the number of bites in Virginia was "alarming." ARLINGTON, Va. (AP) — Real estate data firm CoStar Group is moving its headquarters from Washington, D.C., to northern Virginia, a move that will bring roughly 650 jobs to the state. The relocation is expected to result in 500 jobs moving from D.C., plus the creation of 150 new jobs. The move comes as the Legislature is considering a $2 billion deal to relocate the NBA's Washington Wizards and NHL's Washington Capitals from their home in downtown to Washington to northern Virginia. Arlington County has successfully recruited numerous corporate headquarters in recent years, most famously landing the second Amazon headquarters in 2018. JBG Smith, the real estate company selling the office tower to CoStar, declined comment Wednesday.

Virginia is not the only state grappling with skill games, but the efforts there reflect points in a larger debate nationwide as they have exploded in popularity. It is also backed by skill games producer Pace-O-Matic, which has given hundreds of thousands of dollars in campaign donations to legislators in recent years. It would tax skill games revenue at 15% and would not explicitly limit the total number of machines that could exist. The skill games debate is a rare issue that doesn't split along partisan lines, and lawmakers have gone around and around on it for years. It seemed then that — under the influence of progressive radicalism, institutional groupthink and coronavirus fears — the liberal establishment was untethering itself from American normalcy to a politically suicidal degree. Joe Biden was elected as a moderate but was too aged and diminished to actually impose moderation on his party. And elite liberalism was increasingly associated with a mixture of Covid overreaction and ideological hysteria: Imagine a double-masked bureaucrat running a white-privilege workshop, forever. Liberalism in 2024 is still in all kinds of trouble, but the truly epochal defeat seems less likely than it did back then. But the other reason that liberalism is surviving its disconnect from what remains of American normalcy is conservatism’s inability to just be normal itself, even for a minute.

(AP) — Legislation that would allow a referendum on a casino in the northern Virginia suburbs of the nation’s capital cleared a hurdle Wednesday when a state Senate committee voted to advance the bill. Another bill that passed the committee Wednesday would allow Petersburg to hold a referendum on a casino in place of Richmond. Marsden said allowing a casino in northern Virginia provides geographic diversity and fairness. Legislative studies have also shown that a northern Virginia casino would generate more tax revenue than anywhere else. The Northern Virginia Chamber of Commerce supports the bill.

FALLS CHURCH, Va. (AP) — A high-profile Democratic prosecutor in northern Virginia who pursued progressive reforms and drew criticism from Republican Gov. Biberaj conceded a day after the Loudoun County Board of Elections finished counting all ballots. Late absentee and provisional ballots narrowed Biberaj's deficit from roughly 1,000 votes to just 300 votes out of more than 135,000 ballots cast. Anderson, who served as Loudoun's top prosecutor from 1996 through 2003, spent just $70,000 on his campaign, compared to more than $1.1 million spent by Biberaj, according to the Virginia Public Access Project. Her decision not to seek reelection in the House could lead to a competitive Democratic primary in the 7th.
