Gavin Newsom on Saturday vetoed California legislation that would have mandated that all new cars in the state have a system that alerts drivers when they exceed the speed limit by more than 10 miles per hour. The state has a long history of adopting vehicle requirements, particularly on emissions, that have spurred automakers to adopt changes across their national fleet. Backers hoped that the California speed sensor law would have similarly forced changes that would have had an impact beyond the state. Intelligent speed assistance systems have been widely used in Europe for years, and they became mandatory in July in all new cars sold in the European Union. The caucus cited concerns that the Legislature would not have oversight over the agency’s operations and declined to comment further on the reparations fund bill because it wasn’t part of the caucus’ reparations priority package. Justin Wayne Halstenberg, 34, is alleged to have set off three different fires last week, San Bernardino County Sheriff Shannon Dicus said Thursday. One of those fires evolved into the Line Fire, that has continued to burn after eight days, while the other two were contained. According to Dicus, investigators were able to tie Halstenberg to the scene of all three fires. The investigation was indicative of “significant arson behavior” and it is possible Halstenberg could be tied to other fires, Dicus said. If convicted on the aggravated arson charge, Halstenberg could be sentenced between 10 years to life in prison.
