But there’s also the loud minority of “Never Trump” Republicans, represented by figures like former Illinois Rep. Adam Kinzinger or former New Jersey Gov. In North Carolina, exit polls suggest Trump won a slim majority of Republican voters with a college degree. But there’s a third camp: the reluctant Republican stalwarts who are neither Always Trump nor Never Trump. In general, these Republicans tend to seek traditionally defined conservative policy victories – from school choice to tax cuts to a strong national defense. But they can also see the potential for conservative policy victories in a second Trump administration.

AdvertisementLegislation to severely restrict the use of attack-trained patrol dogs in Virginia state prisons has passed the state legislature, receiving overwhelming bipartisan support in the House and passing unanimously in the Senate. Patrol dogs have been used to attack or intimidate prisoners in eight states in recent years. The new law could dramatically impact the use of patrol dogs at six high-security prisons where, according to incident reports obtained by BI, patrol dogs have been regularly used to attack men who refuse to leave their cells or who are involved in one-on-one altercations. When pressed by lawmakers on BI's findings that Virginia deployed patrol dogs 18 times more often than any other state, Elam said that the number of bites in Virginia was "alarming." The new legislation regulating patrol dogs in Virginia prisons passed the House on February 8 82-15 with overwhelming bipartisan support.

“It isn't just sort of creepy,” said Washington state Rep. Vandana Slatter, the sponsor of a law her state adopted last year to rein in unauthorized use of health information. X-Mode was also found to have sold location data to the U.S. military. In Virginia, legislation that would prohibit the issuance of search warrants, subpoenas or court orders for electronic or digital menstrual health data recently cleared both chambers of the Democratic-controlled General Assembly. “The next step to enforcing an abortion ban could be accessing menstrual health data, which is why I’m trying to protect that data,” Favola said in a committee hearing. “The software supply chain is extremely polluted with location tracking of individuals,” he said.

Glenn Youngkin’s policies on the treatment of transgender students and rule that school districts are not required to follow them. But opponents argue that the policies violate the law by codifying discrimination against transgender students. The lawsuits were filed on behalf of two transgender students: one, a high school student in York County, the other, a middle school student in Hanover County. Ralph Northam’s administration were praised by advocates for transgender students, but many school boards did not adopt them. Some school boards with conservative majorities have adopted the policies, while some liberal-leaning school boards, especially in northern Virginia, have resisted.

ARLINGTON, Va. (AP) — Real estate data firm CoStar Group is moving its headquarters from Washington, D.C., to northern Virginia, a move that will bring roughly 650 jobs to the state. The relocation is expected to result in 500 jobs moving from D.C., plus the creation of 150 new jobs. The move comes as the Legislature is considering a $2 billion deal to relocate the NBA's Washington Wizards and NHL's Washington Capitals from their home in downtown to Washington to northern Virginia. Arlington County has successfully recruited numerous corporate headquarters in recent years, most famously landing the second Amazon headquarters in 2018. RICHMOND, Va. (AP) — A GOP legislative effort to prevent Virginia children from using the popular video-sharing app TikTok — an idea backed by Republican Gov. Jay Leftwich of Chesapeake, was left in a House of Delegates committee after concerns were raised about how the ban would be enforced. Leftwich also said he brought the bill out of mental health and data privacy concerns for young people. “But I will not be supporting this bill because I think it’s unfair to single out TikTok,” she said. “We’ve long said bans, like the one proposed in this legislation, are not only the wrong approach, but also raise significant First Amendment concerns," Brown said.

The problem underscores a widely held consensus that Virginia’s mental health care system is in urgent need of reform, due to what Gov. Improving mental health care became a priority in the U.S. like never before as the pandemic brought new levels of isolation, fear and grief, in addition to pre-existing crises such as rising drug overdose deaths and the struggles burdening teen girls. Survey data from the U.S. Substance Abuse and Mental Health Services Administration found that in 2022, about half of adults with any mental illness did not receive treatment. Elsewhere in the U.S., states' policy concerns and approaches to improving mental health care have varied. Mental health was listed as a budget priority in most states in an analysis by the National Association of State Budget Officers.

We have people that are willing and able to work, but finding child care was an obstacle.”Republicans historically have been lukewarm about using taxpayer money for child care, even as they have embraced prekindergarten. Nebraska and Indiana have both pitched programs to make child care free for child care workers. Child care advocates say the investments are not enough and called on Congress to authorize a new round of money to keep the child care industry afloat. GOP resistance to child care spending dates to the 1970s, when President Richard Nixon vetoed a bill to establish a national child care system, invoking fears of communism and saying it had “family-weakening implications.” Many of those arguments persist. But during the pandemic, many child care workers left the industry for better-paying jobs, and some child care centers closed for good, exacerbating the problem.

Virginia is not the only state grappling with skill games, but the efforts there reflect points in a larger debate nationwide as they have exploded in popularity. It is also backed by skill games producer Pace-O-Matic, which has given hundreds of thousands of dollars in campaign donations to legislators in recent years. It would tax skill games revenue at 15% and would not explicitly limit the total number of machines that could exist. The skill games debate is a rare issue that doesn't split along partisan lines, and lawmakers have gone around and around on it for years. The General Assembly voted in 2020 to ban skill games, taking on the issue at the same time they were clearing the way for casinos for the first time.

It seemed then that — under the influence of progressive radicalism, institutional groupthink and coronavirus fears — the liberal establishment was untethering itself from American normalcy to a politically suicidal degree. Joe Biden was elected as a moderate but was too aged and diminished to actually impose moderation on his party. And elite liberalism was increasingly associated with a mixture of Covid overreaction and ideological hysteria: Imagine a double-masked bureaucrat running a white-privilege workshop, forever. Liberalism in 2024 is still in all kinds of trouble, but the truly epochal defeat seems less likely than it did back then. But the other reason that liberalism is surviving its disconnect from what remains of American normalcy is conservatism’s inability to just be normal itself, even for a minute.

FALLS CHURCH, Va. (AP) — Legislation that would allow a referendum on a casino in the northern Virginia suburbs of the nation’s capital cleared a hurdle Wednesday when a state Senate committee voted to advance the bill. Another bill that passed the committee Wednesday would allow Petersburg to hold a referendum on a casino in place of Richmond. Marsden said allowing a casino in northern Virginia provides geographic diversity and fairness. Legislative studies have also shown that a northern Virginia casino would generate more tax revenue than anywhere else. The Northern Virginia Chamber of Commerce supports the bill.

RICHMOND, Va. (AP) — Democratic Richmond Mayor Levar Stoney announced Monday that he will run for Virginia governor in 2025. In a campaign video announcement, Stoney said he wants all Virginians to have a fair shot at success. DES MOINES, Iowa (AP) — Three senior members of a super PAC backing Florida Gov. Ron DeSantis left the group on Saturday, the latest sign of instability within the 2024 hopeful's political operation just six weeks before the Iowa Republican caucuses. Longtime DeSantis ally Scott Wagner, who had been a member of the group's board, was named interim CEO and board chairman. DeSantis' campaign has relied heavily on Never Back Down for basic campaign functions, though the two sides cannot directly coordinate under federal campaign finance rules. Never Back Down has more staff working in Iowa, more than two dozen, than any campaign or super PAC and have been organizing ahead of the precinct-level caucuses since June.

Lisa Phillip, a seventh-grade social studies teacher at an Orlando charter school, appreciates many of Florida’s new guidelines for teaching civics. And she doesn’t mind teaching about “the influence of the Judeo-Christian tradition” on the nation’s founding documents. The subject prompted her students at Central Florida Leadership Academy to reflect on how the country’s politics, they believed, fell short of the basic morality in the Ten Commandments. This fall, Ms. Phillip is one of thousands of social studies teachers adjusting to a hotly debated overhaul of civics in several conservative states. The revamp is led by Republican governors — Ron DeSantis of Florida, Kristi Noem of South Dakota and Glenn Youngkin of Virginia — who have also restricted how race and gender are discussed in schools.

But few outsiders are confident that the off-year wins will necessarily lead to Biden’s reelection or broader Democratic success next year. And Ohio Democrats don't expect Biden to compete in the state next year. To Biden aides, the results validated the strategy of sharpening the contrast with “MAGA Republicans” that helped Democrats outperform expectations in 2022. At the Chicago fundraiser, Biden noted that Beshear won reelection while “running on all the programs that were Biden initiatives.”Beshear kept some distance from Biden the day after he won. HENRICO, Va. (AP) — U.S. Rep. Abigail Spanberger announced Monday she will run for Virginia governor in 2025 instead of seeking reelection to the U.S. House next year. Spanberger, a three-term Democrat, made the announcement in a campaign video, highlighting the importance of lowering prescription drug prices, growing the middle class and easing inflation. Her decision not to seek reelection in the House could lead to a competitive Democratic primary in the 7th. Postal Service won her first congressional race in a district that had been held by Republicans for almost 50 years. Last month, former Virginia House Speaker Eileen Filler-Corn announced she would not run for governor in 2025 and will instead run next year to represent the competitive northern Virginia congressional seat being vacated by a fellow Democrat, U.S. Rep. Representative Abigail Spanberger, a prominent Virginia Democrat who was repeatedly able to win in a conservative-leaning district, announced on Monday that she would run for governor in 2025, leaving open a competitive seat that could be crucial to her party’s efforts to win back control of the House next year. Ms. Spanberger, 44, is seen as among the strongest Democratic contenders to succeed Gov. Her decision not to seek re-election to Congress leaves House Democrats scrambling to hold a seat that is regularly in play for both parties. Ms. Spanberger is the first candidate to announce a run for Virginia governor. Her early announcement is intended to allow a successor to build a campaign for the 2024 House race, which Democrats believe would provide a more favorable electorate than a special election.
