After a month and a half of testimony from government witnesses, lawyers for Senator Robert Menendez this week are expected to begin rebutting the web of corruption charges facing New Jersey’s senior senator, once one of the most powerful Democrats in Washington. Federal prosecutors in Manhattan are likely to wrap up their case against Mr. Menendez by Wednesday. Mr. Menendez’s lawyers will then begin to call witnesses; they have said they might call as many as four dozen. Mr. Menendez, 70, has pleaded not guilty to charges that he doled out political favors to friends and foreign governments in exchange for bribes both eye-popping and mundane: hundreds of thousands of dollars in cash, gold bars, a Mercedes-Benz, Formula One race tickets, a reclining chair and an exercise machine. He is charged with acting as an agent of a foreign government and is the first senator in American history to be indicted twice in separate bribery cases — facts that have infused the proceeding with a sober, precedent-setting tone.

A former employee of the National Security Agency who thought that he was selling top secrets to the Russians was sentenced on Monday to nearly 22 years in prison, prosecutors said. The former employee, Jareh Sebastian Dalke, 32, of Colorado Springs, was sentenced to 262 months, according to the U.S. Attorney’s Office for the District of Colorado. He pleaded guilty last year to six counts of attempting to transmit classified national defense information to a foreign agent. “This defendant, who had sworn an oath to defend our country, believed he was selling classified national security information to a Russian agent, when in fact, he was outing himself to the F.B.I.,” Attorney General Merrick B. Garland said in a statement. Cole Finegan, the U.S. attorney for the District of Colorado, said Mr. Dalke’s sentence “reflects the seriousness of the actions he took in attempt to injure our country and help a foreign government.”

London CNN —European Union officials have raided the offices of a Chinese company as part of a probe into subsidies, exposing rising tensions between the bloc and one of its biggest trading partners. The European Commission said Tuesday that it carried out “unannounced inspections” at the premises of a company making and selling security equipment in Europe, which it suspects may have benefited unduly from state subsidies. “The commission has indications that the inspected company may have received foreign subsidies that could distort the (EU’s) internal market,” the EU’s executive body said in a statement on its website. The China Chamber of Commerce to the EU said Wednesday that it had been informed that a Chinese company was the target of the investigation. The Foreign Subsidies Regulation, which came into force last July, is aimed at addressing market distortions caused by subsidies from foreign governments and ensuring that EU companies are competing on a level playing field.

CNN —A US sailor who served in Japan was found guilty on Friday at a general court martial for attempted espionage, failure to obey a lawful order and attempted violation of a lawful general order. The sailor, Chief Petty Officer Bryce S. Pedicini, will be sentenced on May 7, according to a statement from the Naval Criminal Investigative Service. Navy prosecutors said that included photographs of a classified computer screen that he attempted to transfer to a foreign government. The charge sheet does not specify which foreign government. Originally from Tennessee, Pedicini enlisted in the Navy in 2008, according to his Navy record.

China said it "firmly opposes" the U.S. investigation into its maritime, logistics and shipbuilding industries, calling the move a "mistake on top of a mistake." In an official statement late Wednesday, China's ministry of commerce said the U.S. provides hundreds of billions of dollars in "discriminatory" subsidies to its domestic industries, "yet accuses China of adopting so-called 'non-market practices.'" "In fact, the development of China's industries is the result of companies' technological innovation and active participation in market competition," the Chinese ministry said. On Wednesday, the Office of the U.S. Trade Representative initiated a probe into China's maritime, logistics and shipbuilding industries, alleging that Beijing used "unfair, non-market policies and practices" to dominate these sectors. Lockheed Martin has been awarded a $17 billion contract to develop the next generation of interceptors that would guard the United States against an intercontinental ballistic missile attack, two industry sources briefed on the matter told Reuters. Both Lockheed and the Missile Defense Agency declined to comment. The sources did not indicate the length of the contract, but the first interceptor is expected to be operational in 2028. The NGI is currently in its technology development phase and will transition to its product development phase in May, according to written testimony submitted by the head of the Missile Defense Agency, Lieutenant General Heath Collins, last week. The United States then decided to restart the contract process to gather bids on designing the whole interceptor including the "kill vehicle."

What we should fear most is Mr. Trump transforming our government into a modern-day Tammany Hall, installing a kleptocratic leadership that will be difficult if not impossible to dislodge. I do not discount the possibility of state-sponsored violence, and I worry deeply about the politicization of the civil service. Recall how Mr. Trump operated in his first term. Those interested in currying favor with the president, from foreign governments to would-be government contractors, knew to spend money at his hotels and golf clubs. London CNN —The European Union has launched an investigation into China’s state support for its wind turbine companies, intensifying a push to protect Europe’s industry from a flood of cheap Chinese imports. Margrethe Vestager, the EU’s competition chief, said Tuesday that the probe would look into the development of wind farms in Spain, Greece, France, Romania and Bulgaria. The country’s global trade surplus in goods has soared in recent years and is now approaching $1 trillion. Washington CNN —Two leading US lawmakers have reached a bipartisan deal that could, for the first time, grant all Americans a basic right to digital privacy and create a national law regulating how companies can collect, share and use Americans’ online data. But it could also override some of the toughest state-based privacy laws in the nation, such as in California. And it would guarantee Americans the right to request copies of their data, to correct it or even to have it deleted from a company’s records. The draft legislation breaks a yearslong deadlock between Republicans and Democrats over the scope of any national privacy bill. It would preempt more than a dozen state privacy laws already on the books in states such as California, Texas and Virginia.

BOSTON (AP) — In a scathing indictment of Microsoft corporate security and transparency, a Biden administration-appointed review board issued a report Tuesday saying “a cascade of errors” by the tech giant let state-backed Chinese cyber operators break into email accounts of senior U.S. officials including Commerce Secretary Gina Raimondo. It concluded that “Microsoft's security culture was inadequate and requires an overhaul" given the company's ubiquity and critical role in the global technology ecosystem. Three think tanks and four foreign government entities, including Britain's National Cyber Security Center, were among those compromised, it said. Separately, the board expressed concern about a separate hack disclosed by the Redmond, Washington, company in January — this one of email accounts including those of an undisclosed number of senior Microsoft executives and an undisclosed number of Microsoft customers and attributed to state-backed Russian hackers. The board lamented “a corporate culture that deprioritized both enterprise security investments and rigorous risk management.”The Chinese hack was initially disclosed in July by Microsoft in a blog post and carried out by a group the company calls Storm-0558.

Seven aid workers with World Central Kitchen were killed in the Gaza Strip when their convoy came under fire on Monday night, according to the aid organization and Gazan health officials. The disaster relief organization, founded by the Spanish chef José Andrés, said the convoy was hit in an Israeli strike. The Israeli military had been informed of the aid workers’ movements, the charity said. Aid workers had just unloaded more than 100 tons of food brought to Gaza by sea at the warehouse, according to the group. The imagery shows three destroyed white vehicles, with the northernmost and southernmost vehicles nearly a mile and a half apart.
