House Republicans voted this afternoon to nominate Tom Emmer — a Representative from Minnesota who holds the No. 3 leadership post — to be the chamber’s next speaker. Emmer is now the third Republican this month to be chosen by his party to become speaker, only to have his bid collapse in a seemingly endless cycle of G.O.P. About two dozen right-wing Republicans quickly indicated that they would not vote for him on the House floor, all but certainly denying the majority he would need. The former president said that it would be a “tragic mistake” if Emmer, who pitched himself as a unity candidate, became speaker, and called him a “Globalist RINO” — short for “Republican in name only.”

House Majority Whip Tom Emmer’s speaker bid crashed and burned on Tuesday just hours after his party nominated him for the gavel amid deep divisions within the conference that began to appear insurmountable three weeks into the standoff. And for other lawmakers, they simply didn’t believe Emmer could get the backing needed to secure the gavel. Emmer narrowly won the party’s nomination on the fifth round of votes behind closed doors on Tuesday in a contest that began with seven candidates, with the lowest vote-getter being dropped each round. Some of those candidates are expected to relaunch their bids for speaker in light of Emmer’s bowing out. Johnson, who was elected in 2016 and serves as the vice chairman of the House GOP conference, made a pitch as a “consensus candidate” for speaker.

Any candidate for speaker can lose only a handful of votes and still win the speakership because Republicans hold such a small majority in the House. Only hours later, Mr. Emmer decided to drop his bid, according to a person familiar with his thinking who divulged it on the condition of anonymity before it was officially announced. The Republican disarray underscored a new ethos that has gripped the House G.O.P.
