African leaders allied with Russia had grown used to dealing with Yevgeny V. Prigozhin, the swaggering, profane mercenary leader who traveled the continent by private jet, offering to prop up shaky regimes with guns and propaganda in return for gold and diamonds. But the Russian delegation that toured three African countries last week was led by a very different figure, the starchy deputy defense minister Yunus-bek Yevkurov. Dressed in a khaki uniform and a “telnyashka” — the horizontally-striped undergarment of Russian armed forces — he signaled conformity and restraint, giving assurances wrapped in polite language. “We will do our best to help you,” he said at a news conference in Burkina Faso. The contrast with the flamboyant Mr. Prigozhin could not have been sharper, and it aligned with the message the Kremlin was delivering: After Mr. Prigozhin’s death in a plane crash last month, Russia’s operations in Africa were coming under new management.

The commitment came from Kathleen Hicks, the deputy defense secretary. The Pentagon, Ms. Hicks conceded, is “too risk averse” as “our system was built for the industrial age, not the information age, let alone the age of A.I.,” referring to artificial intelligence and citing criticism she has raised or heard from others. “I’ll let you in on a little secret,” she said, according to a transcript of her prepared remarks before the National Defense Industrial Association in Washington. Ukraine’s military said on Monday that its forces had retaken the southern village of Robotyne, a tactical victory that underlines the immense challenge Kyiv’s counteroffensive faces in punching through deep and dense Russian defenses. The capture of Robotyne would mean that Ukrainian forces have penetrated the first layer of minefields, tank traps, trenches and bunkers installed by the Russians since they invaded, military analysts say, potentially creating new strategic opportunities. The ultimate target of the thrust to Robotyne is the city of Melitopol, about 45 miles farther south, and more layers of Russian defenses lie in the way. “Robotyne has been liberated,” said Hanna Malyar, a Ukrainian deputy defense minister. She told the Military Media Center, a platform for Ukraine’s Ministry of Defense, that Ukrainian forces were now advancing southeast toward the villages of Novoprokopivka and Ocheretuvato despite “fierce resistance” from Russian forces.

Alexander Khodakovsky, who leads the Vostok Battalion, said his troops "cannot win" against Ukraine. The Vostok Battalion was forced to surrender a key Ukrainian village earlier this month. In a lengthy Telegram post on Thursday, Alexander Khodakovsky, who leads the Vostok Battalion fighting in southern Ukraine, predicted a stalemate between the two sides. He left that post in 2014 and has been commanding troops in the Donbas region ever since. In December, Khodakovsky suggested that the only way Russia could win the war is by using nuclear weapons against Ukraine, according to The Kyiv Post.

Heavy artillery fire prevented entry into the village, as Russian forces shelled Ukrainian troops holding the area. Drone footage of the intense fight for the village has emerged in which dozens of Russian troops can be seen fleeing to the village’s south. More than 100 countries have banned the use of cluster weapons via treaty, though the Ukraine, Russia and the United States are not signatories to that international treaty. By comparison, Russian cluster weapons, also said to be in use during their invasion of Ukraine, are claimed by Western officials to have a dud rate of 30%. CNN was unable to confirm the devices identified by experts as likely cluster munitions in the videos from Urozhaine were US-supplied weapons.

CNN —Ukrainian forces have retaken the village of Urozhaine in the eastern Donetsk region, Kyiv said on Wednesday, after days of punishing battles as part of its counteroffensive against Russia. It lies near the village of Staromaiorske, which Ukrainian soldiers liberated earlier this month. Troops were seen in video released by Kyiv's forces raising the Ukrainian flag in Urozhaine after reclaiming the village. Russian forces inside Urozhaine had been in a precarious situation for some time. It is about saving the lives of Ukrainian soldiers, minimizing losses… And most importantly, it is about de-escalation,” he added.

Ukrainian forces have retaken the tiny village of Urozhaine, moving farther into the Mokri Yaly River Valley in the south of the country, after more than a week of battling Russian troops, as Kyiv pushed on with a grinding counteroffensive that has struggled to break through entrenched Russian lines. “Urozhaine has been liberated,” Hanna Malyar, a Ukrainian deputy defense minister, said in a statement on Wednesday, one day after Russian forces said they had retreated from the village. The Russian Vostok battalion, which took part in the battle, confirmed in a statement on Tuesday, “We lost Urozhaine.”It is the first village known to have been recaptured by Kyiv’s forces since they reclaimed Staromaiorske in July. As with other territory Ukraine has recaptured, it is retaking control of a village decimated by war: Urozhaine had a population of fewer than 1,000 people before Russia launched its full-scale invasion in February 2022.

Ukraine announced a mandatory evacuation of towns and villages under its control in the northeast. It's a sign Ukraine may be losing ground there, as Ukraine also reports shelling and a bomb attack. But Ukraine says it's stopping Russian advances in the area, as it continues its counteroffensive. The Kupiansk city military administration announced on Thursday a mandatory evacuation of towns and villages near the combat zone, citing shelling and the security situation in the area. The evacuation applies to almost 12,000 civilians from 37 towns and villages in the Kupiansk district, the Associated Press reported.

CNN —Ukrainian President Volodymyr Zelensky has dismissed all officials in charge of regional military recruitment centers amid a widespread corruption scandal. A scandal linked to the procurement of war-time supplies had already led to Zelensky firing a slew of senior Ukrainian officials at the start of the year, and prompted Ukraine’s deputy defense minister Viacheslav Shapovalov to resign after allegations of corruption surfaced in the media. “I have just held a meeting of the National Security and Defense Council,” he said in a video clip. “One key issue is the results of the inspection of military registration and enlistment offices. The National Anti-Corruption Bureau said it was investigating “high-profile media reports” into allegations that Ukraine’s defense ministry was buying military provisions, including food for the troops, at inflated prices.

Kremlin officials said Russia had not been invited to the talks but was monitoring them, state media reported. Beijing had steered clear of a previous round of talks in Denmark in June, but has deepened ties with Saudi Arabia in recent years. China scored a diplomatic win in the Middle East earlier this year when it helped broker a landmark normalization deal between Saudi Arabia and Iran. In a statement from the Saudi Press Agency (SPA), Saudi Arabia stressed the importance of “benefiting from views and positive suggestions” made during the meeting. In the meantime, the prospect of direct peace talks between Russia and Ukraine seem as far-fetched as ever, as the grueling war approaches the 18-month mark.

Two Russian T-72 tanks were taken out by a single US-supplied Bradley IFV, Ukraine says. Ukraine's deputy defense minister said the tanks were set aflame by the Bradley's anti-tank missiles. Ukraine is keen to demonstrate to Western allies how it is putting their military aid to good use. She said the vehicle took a direct hit from a Russian Grad rocket system — but was tough enough to keep going, while protecting everyone inside. Ukrainians in occupied Zaporizhzhia are unable to get basic subsidized meds without a Russian passport, Ukraine says. This follows the alleged blocking of medical care in several other occupied towns. Last June, Russian passports were handed out in Melitopol and Kherson, which were among the first cities to be captured in Russia's full-scale invasion. Ukraine's Ministry of Foreign Affairs called the move "a gross violation of Ukraine's sovereignty and territorial integrity." This was followed by a widely-condemned series of referenda on Russianizing the occupied regions, leading up to Putin's declaration, last September, that there were "four new regions of Russia."

CNN —An “emergency incident” has been reported on the Crimean Bridge, halting traffic on the only link between the annexed peninsula and Russia, a Moscow-backed official said Monday. Sergey Aksenov, the Russia-appointed head of Crimea, did not specify the nature of the incident. Last October, a huge blast partially damaged the bridge, causing parts of it to collapse. The nearly 12-mile bridge, also known as the Kerch Bridge, is the longest in Europe and carries both road and rail traffic. It holds huge strategic and symbolic importance for Russia, which built the 19-kilometer bridge at a cost of around $3.7 billion after Moscow illegally annexed Ukraine’s Crimean Peninsula in 2014.

A Ukrainian official says the bridge to Crimea was targeted last year to disrupt Russian logistics. The bridge was seriously damaged after a truck rigged with explosives blew up while traveling on it. At the time, Russian President Vladimir Putin accused Ukraine of carrying out a "terrorist act." She noted that Saturday marks 273 days since the "first strike" on the bridge, which was carried out "in order to break the logistics of the Russians." Ukrainian responsibility for the October 2022 attack has been an open secret.

The back-and-forth is raising fears of another alarming new dimension to a war already marred by alleged war crimes and terrible suffering among civilians. In response, Kremlin spokesman Dmitry Peskov warned that the potential for “sabotage” by Ukraine at the plant was high. Given Russia’s previous nuclear rhetoric and fog of war misinformation, many Western observers are likely to give Zelensky the benefit of the doubt. Zelensky argued in the interview that the uprising exposed splits inside Russia over the war and an erosion of Russians’ positions.
