An independent panel reviewing the failures that led to the attempted assassination of former President Donald J. Trump in July called on the Secret Service to replace its leadership with people from the private sector and focus almost exclusively on its protective mission. Those include the failure of the Secret Service to secure a nearby building where a rooftop would-be assassin fired eight shots toward Mr. Trump. That and other security lapses, members of the panel said, result from an absence of “critical thinking” among agents and supervisors. Nearly one-third of the cameras in the Border Patrol’s primary surveillance system along the southern U.S. border are not working, according to an internal agency memo sent in early October, depriving border agents of a crucial tool in combating illegal migrant crossings. The officials said there are some areas that are not visible to Border Patrol due to broken cameras. The Border Patrol union in Laredo, Texas noted the issue last week in a post to its Facebook page. The Department of Homeland Security’s budget request to Congress, via the White House, has routinely asked for more money to restore surveillance systems along the border. House Republicans blocked a bipartisan bill earlier this year that would have significantly improved surveillance systems, hired additional Border Patrol agents and resumed border wall construction.

An Afghan man arrested on charges of planning a terrorist attack on Election Day worked as a security guard in Afghanistan for the CIA, two sources with knowledge of the matter told NBC News. “Every Afghan resettled in the U.S. undergoes a rigorous screening and vetting process no matter which agency they worked with,” the official said. The CIA undertook its own large-scale evacuation operation of Afghans who had worked for or helped the agency. Officials say humanitarian parole generally entails far less screening than a Special Immigrant Visa. Authorities say he planned the operation along with a juvenile co-conspirator, described as an Afghan citizen with legal permanent resident status.
