A judge on Wednesday found New York City in contempt for failing to staunch violence and brutality at its jails, a scathing ruling that puts the troubled Rikers Island jail complex on the verge of a federal takeover. It would not involve a takeover by the Justice Department, nor would the city’s jails become part of the federal Bureau of Prisons. Nineteen people died in custody at Rikers Island in 2022. There has been “no substantial reduction in the risk of harm currently facing those who live and work in the Rikers Island jails,” the judge wrote. Under a plan approved by the city council in 2019, New York City is legally required to shutter Rikers Island and replace it with four smaller and more modern jails by 2027.

Harvey Weinstein’s lawyers filed a legal claim Tuesday against New York City, alleging the disgraced Hollywood mogul is receiving poor medical care and living in an unhygienic environment at the Rikers Island jail complex. He was hospitalized in April and July, and he had emergency heart surgery in September, according to a representative. The New York City mayor’s office, the city’s Department of Correction and the city’s public hospital system did not immediately respond to requests for comment. “The treatment, or lack thereof, that Mr. Weinstein is receiving on Rikers Island does not only amount to medical negligence, it amounts to cruel and unusual punishment in violation of the Eighth Amendment,” Ansari added in part. President-elect Donald Trump said he intends to nominate Dr. Jay Bhattacharya, a Stanford University professor known for his criticism of Covid lockdowns, to serve as the next director of the National Institutes of Health. In a statement Tuesday, Trump said, "Dr. Bhattacharya will work in cooperation with Robert F. Kennedy Jr. to direct the Nation's Medical Research, and to make important discoveries that will improve Health and save lives." Bhattacharya gained national attention in October 2020, when he co-wrote the "Great Barrington Declaration," an open letter calling on public health officials to roll back Covid lockdowns. Several days after the Great Barrington Declaration came out, 80 researchers from the fields of public health, epidemiology and more published a joint letter in the medical journal The Lancet, calling the idea "a dangerous fallacy." Tedros Adhanom Ghebreyesus, the director general of the World Health Organization, called the proposal unethical.

CNN —The Pentagon is unlikely to use all of the billions of dollars authorized by Congress to arm Ukraine before President Joe Biden leaves office, according to two US officials and three defense officials. For months, the US has run into the limits of its ability to replenish its own weapons inventories, which limited what the Biden administration has been able to send Ukraine. In September, Biden committed billions of dollars in military aid to Ukraine as President Volodymyr Zelensky visited the White House. The US announced a $1 billion military aid package for Ukraine that same day. But the value of aid packages quickly dipped, as the stockpiles of weapons and equipment the Pentagon was able to send Kyiv dwindled.

On Tuesday, Trump’s transition team signed an agreement with the White House after months of postponing the traditional transition process – a delay that Biden officials warned could undermine an orderly transfer of power and pose national security risks. In a statement announcing the agreement, the Trump transition said it will use its own security and information systems, its own office spaces and maintain its own ethics plan. The transition team said its ethics plan will be posted online in compliance with federal law. Several of Trump’s picks have vast personal fortunes and deep ties to the private sector. Trump’s transition team has so far relied instead on internal vetting.

To better understand the extinct giants, Qvarnström and his colleagues investigated overlooked fossils known as bromalites: remnants from the digestive system — aka dinosaur poop and vomit. The analysis, which took 10 years to complete, allowed the team to piece together why dinosaurs came to prominence. Dr. Jay Bhattacharya speaks during a roundtable discussion with members of the House Freedom Caucus on the COVID-19 pandemic at The Heritage Foundation on Thursday, November 10, 2022. The NIH has been in the crosshairs of Robert F. Kennedy Jr., Trump's pick to lead the Department of Health and Human Services, which oversees the NIH. The NIH director oversees 27 institutes and centers that conduct early stage research on everything from vaccines for emerging pandemic threats to targets for new drugs. Bhattacharya, a Stanford health policy professor and doctor, was an outspoken critic of the U.S. government's Covid-19 policies during the pandemic. Francis Collins, the NIH director and Fauci's boss, defended Fauci in a July 2020 interview with STAT News, saying it was "unimaginable" to consider firing Fauci, as some Republicans had demanded.
