Democratic congressional leaders had remained quiet so far — but there were signs that could soon change. Massachusetts Rep. Katherine Clark and California Rep. Pete Aguilar, the second- and third-ranking House Democrats, endorsed Harris on Monday morning. The Clintons, in a statement Sunday, endorsed Harris; Obama did not, deferring to the party’s process. In those phone calls, Harris made clear that while she was grateful for Biden’s endorsement, she planned to earn the Democratic nomination in her own right. Longtime Democratic operative Donna Brazile said that she was in the process of gathering delegates to support Harris.

Gavin Newsom of California, had previously said he would not challenge Ms. Harris. He often rambles incoherently in interviews and at campaign rallies and has confused names, dates and facts just as Mr. Biden has. Mr. Biden consistently maintained that his experience was an advantage, enabling him to pass landmark legislation and manage foreign policy crises. He maintained that he was the Democrat best equipped to defeat Mr. Trump given that he did so in 2020. On the international front, Mr. Biden revitalized international alliances that frayed under Mr. Trump, rallying much of the world to stand against Russia’s unprovoked invasion of Ukraine.

The president noted he overwhelmingly won Democratic primaries, which is why nearly all of the convention delegates are currently considered to be pledged to him. Biden is correct that the Democrats’ rules allow delegates to vote for the candidate of their choice. She told me how the process of replacing Biden would work considering nearly all of the 3,949 pledged convention delegates are currently pledged to support him. Sort of legally, according to party rules, he could be replaced anytime up to the roll call at the convention. Party leaders may yet carry on with the plan as a way to squash questions about Biden.

The Democratic National Committee was watching earlier this year as campaigns nationwide were experimenting with artificial intelligence. It asked campaigns to check work by AI tools, protect against biases and avoid using AI to create misleading content. It sent the proposal in March to the five Democratic campaign committees that seek to elect House, Senate, gubernatorial, state legislative and state attorneys general candidates to office, according to the draft agreement. The Democratic committee had hoped the statement would be signed by Chair Jaime Harrison and the leaders of the other organizations.
