NEW ORLEANS (AP) — A Louisiana lawyer who objected to the state bar association’s public statements on several issues including health tips and LGBTQ rights can no longer be forced to join or pay dues to the association, a federal appeals court has ruled. Circuit Court of Appeals order, dated Monday, blocks the Louisiana State Bar Association from forcing attorney Randy Boudreaux to join the LSBA or pay its dues, at least for now. Boudreaux's is one of more than two dozen cases playing out around the country challenging state requirements that attorneys join and pay dues to state bar associations. Organizations including the Goldwater Institute and, in Louisiana, the Pelican Institute, are challenging mandatory bar association membership as violations of free speech rights. The association's promotion of an article on the effects of student loan debt on young lawyers was not germane, the court found.

(AP) — A Wisconsin judge on Friday ordered the former chief justice of the Wisconsin Supreme Court to produce records related to her work advising the Republican Assembly speaker on whether to impeach a current justice. Former Chief Justice Patience Roggensack was one of three former Supreme Court justices asked by Assembly Speaker Robin Vos to give him advice on pursuing impeachment. The liberal watchdog group American Oversight filed a lawsuit seeking records from Vos and the three former justices. Wilcox told The Associated Press he did not produce a report, but verbally told Vos impeachment was not warranted. On Friday, Dane County Circuit Judge Frank Remington issued an order giving Roggensack 30 days to produce any records she has.

(AP) — A vote by the Republican-controlled Wisconsin Senate last month to fire the state's nonpartisan top elections official had no legal effect, and lawmakers are barred from ousting her while a lawsuit plays out, a Dane County judge ruled on Friday. Administrator Meagan Wolfe will continue serving as head of the Wisconsin Elections Commission pending a decision on whether elections commissioners are legally required to appoint someone for the Senate to confirm, Judge Ann Peacock said. Dreyfus will start construction in early 2024 on the facility in Upper Sandusky that will have annual soy-crushing capacity of 1.5 million metric tons, the company said in a statement. The plant will have capacity to produce 320,000 metric tons per year of edible soybean oil and 7,500 metric tons of lecithin, it said. Dreyfus said earlier this year it will more than double the size of its Canadian canola crushing plant in Yorkton, Saskatchewan.

A man illegally brought a handgun into the Wisconsin Capitol, demanding to see Gov. Tony Evers, and returned at night with an assault rifle after posting bail, a spokesperson for the state said Thursday. The man was demanding to see the governor, who was not in the building at the time, Warrick said. The man was taken into custody for openly carrying a firearm in the Capitol, which is against the law, Warrick said.
