The State Department on Friday designated the Houthis as a terrorist organization, following through on a mid-January warning to crack down on the Yemen-based militant group. The action officially labels the Houthis as a Specially Designated Global Terrorist group, a step that gives the United States new powers to crack down on the Iran-backed Houthis’ access to the global financial system. It restores a designation given to the group late in the Trump administration, which Secretary of State Antony J. Blinken reversed soon after taking office in 2021, partly to facilitate peace talks for Yemen’s civil war. Last month, Mr. Blinken announced the State Department’s intent to return the Houthis to its terrorism list, but delayed the action for 30 days. Some aid groups have warned that their work will inevitably be constrained in a country with dire humanitarian needs.

(Reuters) - A man and his dog were safe on Monday after the man jumped into raging Los Angeles floodwaters to save his pet and was rescued by firefighters, who plucked him out in a dramatic helicopter rescue, officials said. Los Angeles Fire Chief Kristin Crowley announced the rescue at a news conference regarding the intense flooding from an atmospheric river has pounded California for two days. The National Weather Service has called it one of the three wettest storm systems in recorded Los Angeles history. Video posted on social media showed a rescuer on a tether being lowered by helicopter into the rapids of the Pacoima Wash, a concrete flood channel in the San Fernando Valley that feeds the Los Angeles River. "He was later treated at a local hospital and his canine was able to swim to the edge and escape the rapids," Crowley said.

During a break after Ms. Carroll had spent the morning testifying about what happened after she accused Mr. Trump of raping her, one of her lawyers complained, out of the jury’s presence, that Mr. Trump had been overheard speaking at the defense table. He said “witch hunt” and “it was a con job,” loudly enough that jurors could hear, said Shawn Crowley, one of Ms. Carroll’s lawyers. Judge Lewis A. Kaplan, who had sparred all morning with Mr. Trump’s lawyer, Alina Habba, over her objections to Ms. Carroll’s testimony, appeared to be losing his patience. Trump has a right to be present here,” Judge Kaplan said. “That right can be forfeited and it can be forfeited if he is disruptive, which is what has been reported to me, and if he disregards court orders.”
