The Australian government has repeatedly raised concerns about her detention, which came as China widened blocks on Australian exports amid a diplomatic dispute that is gradually easing. Australian authorities have expressed concern about her detention amid suggestions from analysts that strained ties between Canberra and Beijing may have provided impetus for the opaque case against her. The procedure, known as poll book reconciliation, requires temporarily halting vote counting to scan poll books into the voting system to ensure those who've voted in person did not also vote by mail. Philadelphia is the only one of the 67 counties in the battleground state that will use the procedure during the count.
