China's defense spending as a share of gross domestic product has been kept basically stable for many years, with the increases "moderate" and "reasonable," the spokesman of the country's parliament said on Saturday. "The modernization of China's military will not pose a threat to any country," Wang Chao, spokesman for the National People's Congress, told reporters. Wang was asked at a news conference by how much China's defense budget would increase this year, and whether any increase would be larger than in previous years. He declined to give any figures for this year's defense budget. The spending figure will be officially unveiled in the national budget to be released on Sunday at the start of this year's annual meeting of parliament.
It isn't the first time China didn't answer the phone — a hotline set up for emergencies. Chinese culture is a reason why, said Shen Yamei, deputy director and associate research fellow at state-backed think tank China Institute of International Studies' department for American studies. She said she wasn't aware of what actually happened between the U.S. and China regarding the declined phone call. "The PRC did not do that," the secretary said, referring to the official name of China. Using a hotline to diffuse a potentially dangerous situation does imply there's a situation that needs to be diffused, Bodine said.

Dr. Anthony Fauci said on NBC's "Meet the Press" that China's approach has been "rather draconian." On CNN's "The Lead with Jake Tapper," Fauci said lockdowns should be temporary. "Their approach has been very, very severe and rather draconian in the kinds of shutdowns without a seeming purpose," Fauci said in an interview on Sunday with NBC's "Meet the Press" host Chuck Todd. On CNN's "The Lead with Jake Tapper," Fauci reiterated on Monday that China needs to communicate a clear reason to the population for having lockdowns. Part of China's so-called "zero-COVID" strategy is to completely eradicate infection cases in areas where even a small number of coronavirus cases are found by implementing stringent lockdowns.
