The AfD became the first far-right party to win a state election in Germany since World War II, in Thuringia, on Sept. 1 and just missed first place in Saxony. Hans-Christoph Berndt, the AfD candidate for Brandenburg state premier, cast his ballot on Sunday in the town of Golssen, south of Berlin, expressing optimism about his party’s prospects with increased support compared to 2019. Narrow the gapIn recent weeks, the SPD has managed to narrow the gap with the AfD, opinion polls have shown. AfD party leader Tino Chrupalla said Scholz should do the same. “It is high time this government suffer the consequences after this state election,” Chrupalla said.

BERLIN Reuters —German Chancellor Olaf Scholz’s Social Democrats (SPD) looked set to fend off the far right in a state election in Brandenburg on Sunday after trailing behind the Alternative for Germany (AfD) throughout the campaign, exit polls indicated. “Dietmar Woidke and his Brandenburg SPD have made a furious comeback in recent weeks,” said SPD party general secretary Kevin Kuehnert. “For us in the federal SPD, this evening, if things go well, the problems that lie ahead of us will not have gotten any bigger. These are now the new realities on all of Germany’s land borders. On September 16, Berlin ordered the “temporary reintroduction of border control” at Germany’s borders with Belgium, Holland, Luxembourg, France and Denmark. The calls for more checks on Germany’s borders also mark a step-change at the heart of the European Union from Merkel’s policies. In 2015, the long-serving, and ever popular former German chancellor Merkel opened Germany’s borders to migrants fleeing their homes - at the time largely Syrians because of the country’s civil war. The moves by Merkel became known as Wilkommenskulturand and set Germany apart on the world stage in liberal migration policy.

CNN —Germany has begun new controls at all of its land borders as part of a crackdown on migration, placing restrictions on a wide area of free movement known as the Schengen Zone and stirring anger among its European neighbors. From Monday, as well as existing border controls with Austria, Switzerland, the Czech Republic and Poland, Germany will now also have internal border controls with France, Luxembourg, the Netherlands, Belgium and Denmark. Berlin will have the power to reject people at all land borders, a statement from the Interior Ministry said. The move marks how far Germany has shifted in recent years on the flashpoint issue of migration. Under European Union rules, member states have the ability to temporarily reintroduce border control at internal borders in the event of a serious threat to public policy or internal security.

CNN —Germany has struck a controlled migration deal with Kenya, which will see Berlin open its doors to skilled and semi-skilled Kenyan workers. The deal was signed by German Chancellor Olaf Scholz and Kenya’s president William Ruto on Friday. Migration is a major flashpoint in Germany, and has fueled the rise of the far-right Alternative for Germany (AfD) party. As well as deterring irregular migration, the deal is intended to address labor market needs in both countries, providing opportunities for Kenyan workers while supplementing an ageing Gemany’s shortage of skilled laborers. According to the German government, there are currently around 14,800 Kenyan citizens living in Germany.

The effort took on extra urgency in March 2023, when the Russians arrested Gershkovich, a senior administration official said. Days later, NBC News reported that a deal that could have sprung Navalny, Gershkovich and Whelan had been in the works. After Biden and Scholz met on Feb. 9, Scholz told Biden he was on board. Vice President Kamala Harris also discussed the prisoner swap with Scholz, telling him that Krasikov was a critical component of getting a prisoner swap with Russia, a White House official said. That was when he called the Slovenian prime minister to make sure his country was ready to release the Russian in their custody.

In addition to Mr. Gershkovich, the prisoners freed by Russia included Paul Whelan, a former U.S. Marine arrested in 2018, and the Russian dissident Ilya Yashin, the official said. The prisoners freed by the West included Vadim Krasikov, a convicted Russian assassin, the Turkish official said. The deal seemed sure to prompt jubilation among Western nations that had condemned the charges against Mr. Gershkovich and others as baseless and politically motivated. And it represented a political leap for Chancellor Olaf Scholz of Germany, whose government agreed to release Mr. Krasikov as part of the deal. Mr. Putin has referred to Mr. Krasikov as a patriot for his killing of a Chechen former separatist fighter in Berlin in 2019.

The Russian officials took the proposal back to Moscow. It was a remarkably swift conclusion to years of painstaking negotiations between the US and more than half a dozen countries. Key to the deal was President Biden’s ability to persuade German Chancellor Olaf Scholz to release Krasikov, the Russian prisoner most keenly sought by Putin. Officials worked quietly throughout this year to get the German government to agree to release Krasikov — including entreaties from both Biden and Harris. President Biden sent a letter to Scholz in April, and the Germans at last agreed to release Krasikov in early June.

The draft budget slashes the amount promised to Ukraine to $4.35 billion in 2025, compared to the roughly $8.14 billion it is receiving this year, Reuters reported. There are fears that Trump will scale back or even totally halt US aid to Ukraine. Germany is the second-biggest donor country by volume of military aid to Ukraine and is Europe's biggest economy. As such, the draft budget is a "moral hazard" for the country, Loss said.

Around 5.4 billion euros had been allocated to the fund in 2023, the budget outline shows. In recent years, large amounts of this section of the German budget has been allocated to support Ukraine following Russia's attack of the country. It also noted that Germany would continue to support Ukraine for as long as needed, in collaboration with its allies. The government had planned to re-allocate unused emergency debt, which was taken on during the Covid-19 pandemic, to its future spending plans. The German parliament will debate the draft budget when it returns from its summer break in September before it is finalized later in the year.

Reuters —Germany plans to halve its military aid to Ukraine next year, despite concerns that US support for Kyiv could potentially diminish if Republican candidate Donald Trump returns to the White House. German aid to Ukraine will be cut to €4 billion ($4.35 billion) in 2025 from around €8 billion in 2024, according to a draft of the 2025 budget seen by Reuters. Germany has faced criticism for repeatedly missing a NATO target of spending 2% of its economic output on defense. Days after Russia’s 2022 invasion of Ukraine, Chancellor Olaf Scholz announced a “Zeitenwende” – German for historic turning point - with a €100 billion special fund to bring the military up to speed. The defense budget is set to receive a meagre €1.3 billion more than in 2024, far below the €6.7 billion requested by Pistorius.

Two-and-a-half years after Chancellor Olaf Scholz vowed to overhaul Germany’s military, his government’s proposed budget for 2025 calls for only a modest increase in defense spending. The draft budget was deeply disappointing to those looking for signs that Germany would live up to Mr. Scholz’s promise of a “Zeitenwende,” defined by the chancellor himself as an “epochal tectonic shift” in strategy, which he announced with great fanfare in the wake of Russia’s invasion of Ukraine. With the war in Ukraine grinding on, Russia continuing to saber-rattle and Donald J. Trump gaining momentum for a return to the White House, Germany has been under increasing pressure from its allies to step into a more robust security role. To live up to that pledge, Boris Pistorius, Germany’s defense minister, had asked for an increase of 6.7 billion, or $7.3 billion, over the 52 billion euros, or nearly $57 billion, in this year’s budget. The shortfall deepened concerns that Mr. Scholz’s unpopular government lacks the will or political backing to push Germans to overcome their historical reluctance to take the lead militarily since the calamity of World War II.

Prime Minister Keir Starmer of Britain will barely get his feet under the desk in 10 Downing Street before he flies to Washington this coming week to attend a NATO summit. A week after that, he will play host to 50 European leaders at a security meeting at Blenheim Palace, the birthplace of Winston Churchill. It’s a crash course in global statecraft for Mr. Starmer, Britain’s first Labour prime minister in 14 years. But it will also give him the chance to project an image of Britain that is uncharacteristic in the post-Brexit era: a stable, conventional, center-left country amid a churning tide of politically unsettled allies. In Washington, Mr. Starmer will encounter President Biden, who is resisting calls to abandon his race for re-election because of age-related decline.
