The security aid bill includes $61 billion for Ukraine as it battles a Russian invasion, $14 billion for Israel in its war against Hamas and $4.83 billion to support partners in the Indo-Pacific, including Taiwan, and deter aggression by China. Polish Prime Minister Donald Tusk said on social media that Republican senators should be ashamed for blocking the Ukraine aid package, saying former President Ronald Reagan would be "turning in his grave." Senator Chris Murphy, one of the three negotiators on the border deal, told Reuters the biggest potential risk to the Ukraine bill would be opposition by Trump. "Once he got loud on the immigration bill, the thing fell apart ... if he turns his flamethrower on Ukraine, I wonder how it survives," Murphy said in an interview on Wednesday.

The United States has had a porous border with Mexico for decades, and the situation has worsened in the past few years, with more than 10,000 people entering the U.S. on some days. Mayors, governors, and immigration experts — as well as voters — have long urged Congress to fix the problem. And for anybody who has grown cynical about Washington, the plan offered reasons for both surprise and further cynicism. The surprising part is that productive bipartisanship seems to be alive, even on an issue as divisive as immigration. So do the editorial boards of The Washington Post, which leans left, and The Wall Street Journal, which is deeply conservative.

A core group of negotiators have been laboring for nearly two months over changes to U.S. border and immigration policy and hoped to unveil the legislation later this week. However, the emergency funding package has been delayed months in Congress after Republicans insisted that border policy changes also be included in the package. It remains to be seen whether the border policy changes, which have been negotiated in private with top White House officials, will be enough to satisfy most Republican senators. The group has mostly reached agreements on policy changes, but on Monday was working with Senate appropriators to determine funding levels for the programs. Democrats have bemoaned the Republican decision to tie Ukraine aid with border policy changes.

WASHINGTON (AP) — New Speaker Mike Johnson finds himself leading House Republicans with a majority in name only. Approaching his first 100 days on the job, Johnson faces daunting choices ahead. “The House Republicans have the second-smallest majority in history," he said. Johnson and Trump talk often, but some of Trump’s strongest allies in the House are those conservatives pushing the speaker rightward and denying him a governing majority. “Speaker Johnson is in a 24-hour survival mode," said Sen. Chris Murphy of Connecticut, a key Democratic negotiator on the border package.

Friday's phone call came one day after Netanyahu said that he has told U.S. officials in plain terms that he will not support a Palestinian state as part of any post-war plan. But the regular cadence of calls between Biden and Netanyahu, who have had a hot-and-cold relationship for over three decades, has slowed considerably. And in late 2019, during a question and answer session with voters on the campaign trail, Biden called Netanyahu an “extreme right” leader. Netanyahu argues that a Palestinian state would become a launchpad for attacks on Israel. They hold out hope Israel could eventually come around to accepting a Palestinian state that comes with strong security guarantees for Israel.

Schumer would need nine Republicans to overcome a procedural hurdle, something that many Republicans signaled Monday they wouldn’t help Democrats do. “It may require a failed cloture vote on the supplemental before Sen. Schumer realizes we are serious,” Sen. John Cornyn, a Texas Republican, told reporters. She added she too would vote against advancing the supplemental package if “we don’t have substantial changes” to border policy. But Thune complained Monday the White House “hasn’t gotten the sufficient level of seriousness yet” about the border crisis.
