Sanctions are instead straining Russia, and could do more if the West is patient enough, a group of eight European finance ministers jointly argued in The Guardian. Large financial stimulus is the chief tailwind keeping Russia resistant, but the ministers noted that isn't an endless pillar of support. The eight ministers argued that these conditions make Western sanctions more important than ever, adding that pressure should be cranked up on Russia. They noted that if the West is patient enough, Russia's confidence will eventually slump as long-term damage takes hold.

Kevin Riehle, a former FBI counterintelligence officer, told BI last December that Russia was using South America to obtain fake identities for its spies. AdvertisementDaniel P. Erikson, deputy assistant secretary of defense for the Western Hemisphere, also warned of Chinese and Russian threats in Latin America at an Atlantic Council event in February. Latin America, in the post-Cold War era, has not seen major wars, the prospect of nuclear weapons, or US rivals seeking to establish military bases and alliances directly, he said. "Nonetheless, the economic needs of Latin America and weak governance in many cases have opened the door for predatory, non-transparent deals, particularly with the PRC, which has expanded its influence," he said, using the initials of the People's Republic of China.

CNN —A German citizen has been sentenced to death in Belarus after being charged with terrorism and mercenary activities, according to a Belarusian human rights group. The group Human Rights Center “Viasna” said the German national is a 29-year-old German Red Cross employee named Rico Krieger. According to his LinkedIn profile, he worked as an emergency medical technician for the German Red Cross and as an armed security officer for the US Embassy in Berlin. The German Red Cross (DRK) told CNN’s German affiliate N-TV that while “the man in question,” without naming Krieger, had previously worked for them, his stay abroad was not related to his work with the DRK. However, Russia and Belarus are exceptions due to the invasion of Ukraine,” a Hiroshima city government spokesperson told CNN. Envoys from Russia and Belarus haven’t attended since Hiroshima excluded them in 2022 following Moscow’s invasion of Ukraine in February that year. Russia used Belarus as one of the launch pads for its assault and later moved some of its tactical nuclear weapons there. “As a city of international peace, Hiroshima city needs to invite all nations, regardless of whether they are at war or not,” said Kunihiko Sakuma, president of Hiroshima Hidankyo, an atomic bomb survivors’ advocacy group. Finland has accused neighboring Russia of weaponizing migration by encouraging scores of migrants from countries such as Syria and Somalia to cross the border, an assertion the Kremlin denies. Helsinki believes Moscow is promoting the crossings in retaliation for Finland joining NATO, which backs Ukraine against Russia’s invasion. Finnish border guards and migrants with bicycles are pictured at the international border crossing at Salla, Finnish Lapland on November 21, 2023. Orpo urged migrants who were considering coming to Europe through Russia not to embark on the journey. In NATO's most serious denunciation of China to date, the military coalition labeled Beijing a "decisive enabler" of Russia in its ongoing war in Ukraine and expressed concerns over its nuclear arsenal and "systemic challenges" to the coalition's security. "The PRC has become a decisive enabler of Russia's war against Ukraine through its so-called 'no limits' partnership and its large-scale support for Russia's defence industrial base," a NATO communique said Wednesday, on the second day of a Washington summit celebrating the alliance's 75th anniversary. Earlier this week, Beijing started joint military exercises with Russia's close ally Belarus at a training ground mere miles away from the Polish border, the Belarusian Defense Ministry said in a Google-translated Telegram post. On the February 2023 first-year anniversary of the Ukraine war, China — which a month later successfully capitalized on goodwill earned as a trade partner to broker a reconciliation between arch-enemies Iran and Saudi Arabia — pitched a peace framework for the conflict between Moscow and Kyiv. It, like Ukrainian President Volodymyr Zelenskyy's peace plan and Kremlin leader Vladimir Putin's own recent conditions to ignite diplomatic negotiations, has so far failed to gain traction.

The Biden administration took steps on Wednesday to prevent China from circumventing American tariffs on Chinese steel and aluminum by routing those imports through Mexico. The administration said it would impose tariffs on imports of Mexican metals that are partially made in China. American officials said the move would close a trade loophole that has allowed cheap, state-subsidized Chinese metals to circumvent existing U.S. tariffs. The United States will now impose a 25 percent tariff on Mexican steel that is melted or poured outside of North America before being turned into a finished product. Previously, that steel would have entered the country duty free.

Prime Minister Narendra Modi of India strolled alongside President Vladimir V. Putin of Russia under the trees at the Russian leader’s suburban residence as the sun set. He rode a golf cart along the paths, sipped tea during an hourslong chat and petted a horse on a visit to Mr. Putin’s stables, breathing in the calm of an estate that once belonged to the Romanov dynasty. The scene, on Monday evening, opened the Indian leader’s two-day trip to Russia and illustrated a sobering reality: Despite the West’s intended isolation of Russia over its 2022 invasion of Ukraine, other nations have pursued their own interests with regard to Moscow, helping Mr. Putin shore up Russia’s economy and wage its war. While Mr. Modi was hugging the Russian leader, rescue workers in Kyiv were searching for survivors under the rubble of Ukraine’s largest pediatric hospital in the wake of a Russian missile attack. Mr. Putin has held two meetings with China’s leader, Xi Jinping, in two months, along with meeting the leaders of Vietnam, Hungary, Belarus and the nations of Central Asia, keeping a robust diplomatic schedule.

CNN —China and Belarus announced they were holding joint military training exercises just miles from the border of Poland – a NATO and European Union member. Belarus’ Ministry of Defense said troops from China’s People’s Liberation Army arrived in Belarus over the weekend. The exercises are taking place near the Belarus city of Brest on the Belarus-Poland border which is around 130 miles from the Polish capital of Warsaw and some 40 miles from Minsk’s border with Ukraine. Moscow partly used Belarus as a launching pad for the full-scale invasion of Ukraine in February 2022 after amassing troops on the Ukrainian border during what it said were joint military exercises. The Chinese troops arrived in Belarus just days after that country joined the Shanghai Cooperation Organization (SCO) on Thursday.

“Russian-Chinese cooperation in global affairs serves as a main stabilizing factor on the international stage, and we continue to further enhance it,” Putin said. China has surpassed the European Union to become Russia’s top trade partner, offering a crucial lifeline to its heavily sanctioned economy. The two nuclear-armed neighbors have also continued to hold joint military exercises, including with Iran. Both moves are widely seen as part of a broader push by Xi and Putin to create an alternative world order that is no longer dominated by the West. Xi said Wednesday that China backed Russia’s role as BRICS chair this year in uniting the Global South, preventing a “new Cold War” and opposing hegemonism, according to state-run news agency Xinhua.

Thousands of Russian troops entered Ukraine from Belarus at the start of the invasion. In response, Ukraine's State Border Guard Service said that all of Ukraine's activities near Belarus' border were just defensive, Euromaidan reported. And while they might look minor in isolation, taken together these incidents amount to what security experts say is Russia’s hybrid war on the West. Thornton said Russia was resorting to a campaign of sabotage as an alternative to a full-on war with NATO, which would be disastrous for Russia. Article 5 is the cornerstone principle that an attack on one member of NATO is an attack on all members. "There are hybrid threats. NATO has also cautioned against intensifying Russian hybrid warfare in the region and in the rest of Europe that could include "disinformation, sabotage, acts of violence, cyber and electronic interference, and other hybrid operations." The murky nature of hybrid warfare can make it hard to identify and address potential threats. Yet, the Baltic countries are prioritizing hybrid threats and fortifying their institutions in response. Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. CNN —Armenia will leave a Russia-led military alliance, Prime Minister Nikol Pashinyan confirmed Wednesday, accusing members of the bloc of plotting with bitter rival Azerbaijan to start a war against them. Since the collapse of the Soviet Union, Armenia and Azerbaijan have fought two wars over the breakaway Nagorno-Karabakh region, which Azerbaijan reclaimed in full by force in September. Russia has traditionally allied with Armenia, but their relations have soured in recent months while Moscow’s ties to Azerbaijan have deepened.
