The Raytheon subsidiary of defense contractor RTX agreed Wednesday to pay more than $950 million to settle U.S. Department of Justice investigations into an alleged government contract fraud scheme, violations of foreign bribery laws and the Arms Export Control Act. More than $22 million of that settlement will be offset by Raytheon's settlement with the DOJ. The company as part of the DOJ settlement also agreed to enter into deferred prosecution agreements involving that conduct in federal district courts in Brooklyn, New York, and Massachusetts. A federal appeals court has fast-tracked the Commodity Futures Trading Commission's case challenging the right of the event exchange Kalshi to offer U.S. political election contracts. Kalshi touted its presidential election contracts on electronic signs in New York City's Times Square over the weekend. The CFTC told the appellate court that election contracts "are susceptible to market manipulation" and also pose a risk to election integrity or how the public views the integrity of elections. Kalshi CEO Tarek Mansour, in a statement, said his company is "confident" that the law allows election contracts. As of Monday, Kalshi had booked more than $7 million in contracts on the presidential election outcome.

The Texas housing market has cooled after a frenzy of activity during the pandemic. The shift in attitudes is an indicator for the state's housing market, which boomed during the pandemic. Median home prices in Texas have fallen around 7% from their highs in mid-2022, according to data from Redfin. The decline is an outlier compared to the broader US housing market, which is still prices hovering around record highs. DETROIT — General Motors has temporarily halted vehicle production at two U.S. factories that assemble highly profitable large pickups and SUVs due to impacts to suppliers as a result of Hurricane Helene. A GM spokeswoman declined to speculate on when the plants were expected to restart production as of Friday morning. A Thursday message to workers in Arlington viewed by CNBC said production at that plant was expected to resume Monday. Hurricane Helene made landfall in Florida late last week and hit the southeastern United States and parts of western North Carolina particularly hard. Ngounou joined a growing number of LGBTQ people accepted into the Welcome Corps, which launched last year and pairs groups of Americans with newly arrived refugees. “LGBTQ refugees are forced to flee their homes due to persecution and violence, not unlike other people,” said Jeremy Haldeman, deputy executive director of the Community Sponsorship Hub, which implements the Welcome Corps on behalf of the State Department. The demand far outstrips capacity: Of more than 15,000 requests for help in 2023, the nonprofit helped resettle 23 refugees through the Welcome Corps program in cities as large as Houston and towns as small as Arlington, Vermont. Another refugee in the program, Julieth Luna Garcia, is a transgender woman from El Salvador who settled in Chicago.
