A secretive Democratic super PAC has been quietly running a massive Spanish-language ad campaign in support of Vice President Kamala Harris, pumping tens of millions of dollars into trying to reach persuadable Latino voters. That’s an unusually large investment in Spanish-language media. By contrast, for instance, Republicans have touted $1 million and $5 million Spanish-language ad campaigns this election. Its digital ads have reached 4.5 million Latinos, according to the adviser. It also ran Spanish-language ads with Somos PAC and others.

Outside groups have poured an astounding $1.1 billion into the presidential race with less than two weeks to go before Election Day, an NBC News analysis found, surpassing the record set during the 2020 election. To put the current level of outside spending into perspective, the $1 billion-plus figure dwarfs the gross domestic product of more than a dozen nations. Outside groups have spent $464 million in support of her and more than $393 million in opposition. By comparison, Trump has benefited from $75 million of outside spending supporting him, while facing $124 million in outside spending against him. Add that to the more than $1 billion in independent expenditures, and the price tag of the presidential campaign reaches $2 billion.

BRICS' Kazan Declaration on Wednesday contained 134 points — and only one discussed the Ukraine war. It shows that Russia still has trouble getting friendly countries on board with the war, per the ISW. AdvertisementOver two dozen world leaders at this year's BRICS summit ended Wednesday's talks with the Kazan Declaration, a 134-point summary of their agreements. "The Kazan Declaration notably only mentioned Russia's war in Ukraine once," the Washington-based think tank wrote. The declaration "demonstrated that Russia has not yet secured the international support nor created the alternative security structure that the Kremlin desires," ISW added.

But a top US general warns Moscow still has dangerous forces that haven't been affected by the war. AdvertisementRussia has suffered significant losses in Ukraine, but its military still has dangerous combat forces available that have barely been affected by the conflict, the top US general in Europe warned this week. Cavoli said during the Atlantic Council interview that while Russia's ground forces had suffered severe losses fighting in Ukraine, Moscow had taken notable strides to build them back up. "Now, there's some quality problems, and some of the equipment may not be the newest, but that again is localized to the ground forces," he said. "Russia has a plan to reconstitute that ground force and to deploy it, again, on the borders of NATO."

China’s latest war games around the island, carried out last week, included simulating blockading key ports and areas, and assaulting maritime and ground targets, Beijing said. “The international community could not sit by and just watch.”While those war games last only a day, Chinese military activity has continued. This screen grab from a video released by the Taiwan Coast Guard shows a China Coast Guard boat from a Taiwan Coast Guard boat as it passes near the coast of Matsu islands, Taiwan on Monday, Oct. 14, 2024. The Liaoning was involved in those same Chinese war games last week near Taiwan. Taiwan and the United States dispute that, saying the Taiwan Strait is an international waterway.

South Korea says 1,500 North Korean troops have been sent to aid Russia in its war in Ukraine. They also said that North Korean troops could find themselves little more than cannon fodder. Other experts said North Korean troops would experience the roughest end of Russia's notoriously brutal military hierarchy, which marks some as expendable. "The grim reality is that the North Korean troops will likely simply be cannon fodder for Russia," said Edward Howell, a North Korea expert at the University of Oxford. AdvertisementHoare also pointed to the risk of North Korean troops defecting, which would loom over any deployment.

Abu Dhabi, UAE CNN —Growing unease over the United States’ inability to de-escalate tensions in the Middle East is prompting some of Washington’s closest Arab allies to significantly increase engagement with its primary regional adversary: Iran. Arab nations that had spent decades brawling with Iran for regional influence are now opting to engage with it again. Despite seeing an opportunity to weaken Iran’s regional influence, Arab nations are now signaling neutrality. “The Gulf (Arab) monarchies’ priority is not to be directly involved in a proper regional conflagration. Still, regional states rely heavily on their military relationship with the US.

Russian artillery depends on a complex supply chain vulnerable to sanctions, defense experts say. Each company has its own supply chain of subcontractors, such as factories that make special steel. Current Western sanctions tend to be too broad and sporadic to cripple Russian defense production. A better approach would be a mixture of economic sanctions and diplomatic pressure focused on Russia's artillery supply chain, concluded the report. AdvertisementNonetheless, sanctions might ultimately prove to be a more effective approach than trying to destroy Russian artillery in combat.

Cuba restored a trickle of power to its grid by mid-evening on Friday, officials said, hours after the island plunged into a countrywide blackout following the collapse of one of its major power plants. The Communist-run government closed schools and non-essential industry early on Friday and sent most state workers home in a last-ditch effort to keep the lights on after weeks of severe power shortages. But shortly before midday, the Antonio Guiteras power plant, the country’s largest and most efficient, went offline, prompting a total grid failure and suddenly leaving the entire island without power. For many Cubans, far removed from politics and accustomed to regular power outages, the nationwide blackout was nothing more than a normal Friday night. Russia and Mexico, which in the past have sent fuel to Cuba, have also greatly reduced shipments.

Advanced air defenses and anti-ship cruise missiles may also be on the table. Iran has ordered Su-35 fighters and also wants S-400 Triumf air defenses to, among other things, face Israel's superior missiles and air force. If all these deals do go forward, they would enhance the military capabilities of Iran and its allied militias. While the type of equipment was not specified, it could be the S-400 Iran has long sought. Iran is seeking Russia's S-400 air defenses.

“I think it would be a big mistake to underestimate the president,” Scholz told PBS ahead of NATO’s 50th anniversary summit in Washington. Biden has instead opted for “minilateralism,” what foreign policy experts have come to term his strategy for dealing with smaller coalitions of like-minded nations. “Ironically, it is precisely Biden’s caution that has encouraged continued Russian, Chinese, North Korean, and Iranian misbehavior,” Kempe writes. The October strike by 180 ballistic missiles saw a higher percentage of rockets penetrate defenses. All of which raises a question: is the danger of ballistic missiles overhyped? Ukraine's F-16 pilots have had to get up to speed on a different fighter jet quickly.
