September 22 - The Minnesota Twins will open their final homestand of the regular season with a three-game series against the Los Angeles Angels, which begins on Friday night in Minneapolis. Right-hander Pablo Lopez (10-8, 3.58 ERA) will get the start for the Twins in the opener. The Twins were off Thursday after rallying to win the rubber match of a three-game series at Cincinnati. Lopez ranks second in the AL with 221 strikeouts and will be making just his second career start against the Angels. Jo Adell had given the Angels a 4-2 lead in the sixth with a two-run home run.

Sept 4 (Reuters) - Russian and Belarusian athletes will be allowed to compete as neutrals in World Aquatics events, the sport's governing body said on Monday. Competitors from both countries were banned from international tournaments following Russia's invasion of Ukraine in February 2022, which Moscow describes as a "special military operation". CNN —A Saudi court has sentenced a retired teacher to death over his comments online, say his brother and advocacy group Human Rights Watch. Muhammad al-Ghamdi, a 54-year-old retired Saudi teacher, was sentenced “following 5 tweets criticizing corruption and human rights violations,” his brother Saeed bin Nasser al-Ghamdi tweeted last week. According to the European Saudi Organization for Human Rights, Saudi Arabia has executed at least 92 people this year so far. World Aquatics to debut 'open' category in Berlin

Aug 16 (Reuters) - World Aquatics will debut its new "open category" at a World Cup event in Berlin in October, swimming's governing body said on Wednesday. World Aquatics voted last year to restrict participation of transgender athletes in elite women's competitions and create a working group to establish an open category, which was announced last month. "When World Aquatics instituted its Policy on Eligibility for the Men's and Women's Competition Categories, we committed to exploring the creation of an open category," World Aquatics president Husain Al-Musallam said. World Aquatics added that the open category could also be added to more events. "Berlin is thrilled to champion this groundbreaking initiative with the full endorsement of the German Swimming Federation," the German Swimming Federation's vice president Kai Morgenroth said.

Paris CNN —A swimming competition that was supposed to serve as a test event ahead of the 2024 Paris Olympics was canceled due to poor water quality in the Seine, casting doubt over the French government’s audacious plan to clean up the famous river before next summer. The decision to cancel the event, the Open Water Swimming World Cup, was made by World Aquatics in consultation with the French Swimming Federation (FFN) and public health authorities. “World Aquatics is disappointed that water quality in the Seine has resulted in the cancellation of the World Aquatics Open Water Swimming World Cup, but the health of our athletes must always be our top priority,” said World Aquatics President Husain Al-Musallam. Contingency measures, such as postponing competitions due to water quality, are also being planned. Paris 2024 said that in the coming days the water quality will be “carefully” monitored.

NEW DELHI, July 30 (Reuters) - The International Olympic Committee has asked India's Randhir Singh to continue as acting head of the Olympic Council of Asia, according to a letter seen by Reuters, after the IOC refused to recognise the Asian governing body's elections. Sheikh Ahmad has denied any wrongdoing. Sheikh Talal was appointed OCA president by a margin of 24 votes to 20 over his fellow Kuwaiti, Husain Al-Musallam. The trial considered whether Sheikh Ahmad had used a bogus Kuwaiti coup plot to gain advantage over political rivals. Sheikh Ahmad denied all the charges in the case and appealed the conviction.

June 16 (Reuters) - The widow of murdered Saudi journalist Jamal Khashoggi says in a lawsuit that surveillance software built by the Israeli surveillance company NSO Group was used to spy on her messages in the months leading up to her husband's death. The company - which markets surveillance technology to intelligence agencies and law enforcement around the world - has previously denied that its technology was used to hack Khashoggi. He was a Washington Post columnist who was murdered on the grounds of Saudi Arabia's consulate in Istanbul in 2018. U.S. intelligence concluded in 2021 that Saudi Crown Prince Mohammed bin Salman approved an operation to capture or kill Khashoggi. The Saudi government has denied any involvement by the crown prince and has maintained that Khashoggi's killing was a heinous crime by a rogue group.

US criticizes Israeli order on West Bank settler outpost

WASHINGTON, May 21 (Reuters) - The Biden administration on Sunday rebuked Israel over an order that allows Jewish settlers to establish a permanent presence in a West Bank outpost that Washington has warned Jerusalem it should avoid legitimizing. The chief of the Israeli military's Central Command signed an order on Thursday that allows Israelis to enter the Homesh outpost area, paving the way for a formal settlement to be built there, the Times of Israel reported. The State Department has repeatedly called on Israel to refrain from any moves that escalate tensions with Palestinians, like formalizing settler outposts, and specifically warned it over Homesh. "We are deeply troubled by the Israeli government’s order that allows its citizens to establish a permanent presence in the Homesh outpost in the northern West Bank, which according to Israeli law was illegally built on private Palestinian land," State Department spokesperson Matthew Miller said in a statement on Sunday. The order is inconsistent with Israeli government commitments made in 2004 and more recently to Biden administration officials, Miller said.

ANKARA, May 10 (Reuters) - Foreign ministers for Turkey, Syria, Russia and Iran met on Wednesday in Moscow, marking the highest-level talks so far on rebuilding ties between Ankara and Damascus after years of animosity during Syria's civil war. NATO member Turkey has backed political and armed opposition to Syrian President Bashar al-Assad during the 12-year civil war, and sent its own troops into the country's north. Cavusoglu said "taking the political process in Syria forward and protection of Syria's territorial integrity" were the other issues discussed. Russia's foreign ministry said in a statement there had been a "positive and constructive atmosphere" and that the countries' deputy foreign ministers would be tasked with preparing a roadmap to advance Syria-Turkey ties. Syrian and Turkish defence ministers had also held talks in Moscow in December.

CAIRO,April 16 (Reuters) - The United Nations' World Food Programme (WFP) said on Sunday it had temporarily halted all operations in Sudan after three of its employees were killed in clashes between the Sudanese army and the paramilitary Rapid Support Forces (RSF) a day earlier. "While we review the evolving security situation, we are forced to temporarily halt all operations in Sudan," WFP executive director Cindy McCain said in a statement. The incident has seriously impacted the organisation's ability to move humanitarian workers and aid in Sudan, he said. Earlier on Sunday, the United Nations condemned the killing of the WFP employees, saying they died while carrying out their duties. The fighting broke out on Saturday between army units loyal to General Abdel Fattah al-Burhan, and the Rapid Support Forces (RSF), led by General Mohamed Hamdan Dagalo, known as Hemedti.

ANKARA, April 10 (Reuters) - The foreign ministers of Turkey, Russia, Iran and Syria may hold consultations in early May as part of Russia's attempt to help broker a rapprochement between the Turkish and Syrian governments, Turkey' foreign minister said on Monday. "The meeting will most probably take place in early May, in Moscow," Minister Mevlut Cavusoğlu told broadcaster A Haber, saying it could lead to a leaders' meeting. Syrian and Turkish defence ministers held talks in Moscow in December in the highest-level encounter since the war began. Moscow is Assad's main ally and Russia has encouraged a reconciliation with Ankara. But Damascus demands full withdrawal of Turkish troops for relations to be restored.

The Paradox of Prosecuting Domestic Terrorism

The preventive approach to domestic terrorism goes back even further than the 1990s and it begins with the basic police work and surveillance of the joint terrorism task forces. In fact, there is no section of the U.S. Criminal Code that criminalizes domestic terrorism as such. The absence of clear law around domestic terrorism, and the imperatives of prevention, mean that investigators and prosecutors who work domestic terrorism cases must focus on more common charges: weapons violations, illegal drug possession, burglary, aiding and abetting and so forth. But this was not enough to overrule the fear of domestic terrorism that was gripping the nation and that hung in the courtroom. It reflected the legal paradoxes of the case and domestic terrorism law in general or, maybe more accurately, the absence of it.

ISTANBUL, Jan 12 (Reuters) - Turkish Foreign Minister Mevlut Cavusoglu said on Thursday that he could meet his Syrian counterpart Faisal Mekdad early in February, rejecting reports that the two could meet next week. The Turkish and Syrian defence ministers held landmark talks in Moscow last month to discuss border security and other issues. Last week, Turkish President Tayyip Erdogan said he may meet Assad after a trilateral foreign ministers meeting. With backing from Russia and Iran, Assad's government has recovered most Syrian territory. It has partnered with the Kurdish-led Syrian Democratic Forces, which includes the YPG militia, in fighting Islamic State in Syria.
