But with Hungary's forint currency down 11% versus the euro this year, Orban has sought to strike a deal with the Commission, creating an anti-graft agency to help unlock the sorely needed EU funds. The Commission has also been withholding its approval of some 5.8 billion euros for Hungary from an EU fund set up to help countries recover from the COVID pandemic.

The EU has blocked the funds over worries around corruption and poor judicial independence in Hungary, which in turn vetoed the EU loan to Kyiv and a proposal for a global corporate tax. "I note the efforts made so far by Hungary to address several of the remedial measures," EU Budget Commissioner Johannes Hahn wrote in a letter. Orban, in power since 2010, has cultivated close ties with Moscow and repeatedly stalled EU sanctions against Russia. International watchdogs say Orban has long channelled EU funds to associates to entrench himself in power. It has also been withholding approval of some 5.8 billion euros for Hungary from an EU fund set up to help countries recover from the COVID pandemic, citing insufficient independence of courts from politicians.

At an EU economics and finance ministers' meeting in Brussels, Hungarian minister Mihaly Varga confirmed his government's opposition to supporting Ukraine with the loan. Hungary has said it would not take part in joint EU borrowing for Ukraine, though Budapest has said it would provide bilateral assistance. But this is not how Hungary's decision to block the EU loan has been received by all. Locked in a tug-of-war with Hungary, the ministers decided to take off their agenda on Tuesday any decision about 7.5 billion euros in EU funds earmarked for Hungary, according to EU officials. International watchdogs say he has channelled EU funds to his inner circle over the years, entrenching himself in power.

"They are going to give the money," Gwendoline Delbos-Corfield, a Green French lawmaker, said of decisions she expected from the Commission and EU member states.

BUDAPEST, Sept 26 (Reuters) - Hungary should prepare for a prolonged war in neighbouring Ukraine, Prime Minister Viktor Orban said on Monday, sharply criticising European Union sanctions imposed on Russia which he said have "backfired", driving up energy prices. Orban, long at odds with the EU over some of his policies seen in Brussels as anti-democratic, urged a ceasefire to end the war and said the sanctions against Russia were dealing a blow to Europe's economy. "We can safely say that as a result of the sanctions, European people have become poorer, while Russia has not fallen to its knees," Orban said. "This weapon has backfired, with the sanctions Europe has shot itself in the foot." Orban, whose government is in talks with the European Commission to secure billions of euros in EU funds blocked over rule-of-law concerns, said his government would launch a "national consultation" asking Hungarians about sanctions.

Cei de la USR PLUS ar fi cerut un timp de gândire pentru a decide cum să procedeze în această nouă situație, în timp ce Ludovic Orban încearcă să adune susținere pentru o posibilă nominalizare a sa ca premier. În acest sens, a avut o întâlnire cu parlamentarii minorităților naționale, care pot asigura 18 voturi la învestirea Guvernului. Ludovic Orban i-a convocat pe liderii PNL la o ședință informală la sediul partidului. Surse din partid susțin că ar intenționa ca mâine să convoace ședința BPN pentru a retrage nominalizarea lui Florin Cîțu. În acest fel, Ludovic Orban ar primi funcția de președinte al Camerei Deputaților, pentru că cea de prim-ministru nu ar mai aparține unui partid politic.
