WASHINGTON, Dec 14 (Reuters) - Negotiators in the U.S. Senate have reached a tentative deal to narrow sentencing disparities between crack and powder cocaine and plan to tuck the measure into a bill funding the government, according to four people briefed on the matter. Congress is likely to attach the measure to a year-end spending bill that lawmakers are currently hashing out, they added. 2 Senate Democrat and a key actor in cocaine sentencing talks, declined to comment. In 1986, Congress passed a law to establish mandatory minimum sentences for drug trafficking offenses, which treated crack and powder cocaine offenses using a 100-to-1 ratio. SAO PAULO, Dec 15 (Reuters) - Brazilian chicken processors including heavyweights JBS SA (JBSS3.SA) and BRF SA (BRFS3.SA) will collectively increase output and exports in the new year, projections from meat industry group ABPA showed on Thursday. Brazilian companies will process up to 14.750 million tonnes of chicken meat in 2023 while they are also poised to raise exports by up to 8.5% to an estimated 5.2 million tonnes, the data showed. Ricardo Santin, ABPA president, said Brazil can increase its global share of chicken exports even as local companies grapple with higher corn prices and increases in packaging and fuel costs. Santin said 100 kilograms (220 pounds) of Brazilian broiler chicken is priced at around 146 euros ($156) compared with 263 euros for the European Union product and around 268 euros for U.S. chicken. Outbreaks in Venezuela, Colombia, Ecuador, Peru and Chile this year have prompted Brazilian companies to implement strict protocols, Santin said.

SAO PAULO, Dec 15 (Reuters) - Shares in Brazilian telecom firm Oi SA (OIBR4.SA) soared on Thursday after it revealed it was exiting bankruptcy protection, marking the closure of a restructuring process that lasted more than six years. Oi filed in June 2016 for Brazil's then-biggest ever bankruptcy protection after running out of time to reorganize operations and restructure a multibillion-dollar debt amid a harsh recession in Latin America's largest economy. After the announcement, common shares in Oi jumped as much as 53% to 0.26 real in morning trading. Analysts at Genial Investimentos said the move was positive for the firm, even though they still thought Oi was financially weakened. Guide Investimentos echoed the concern and noted that despite being postponed several times, the end of the bankruptcy protection was already expected.

The Economy Ministry said in a statement that gross debt will reach 74% of GDP by the end of the year, with a primary surplus (excluding debt costs) of 23.4 billion reais, the first since 2013. Last week, the Planning and Budget group in Lula's camp said President Jair Bolsonaro is leaving the Brazilian state "bankrupted," according to former minister and transition team member Aloizio Mercadante. Brazil will pay international financial institutions $1.23 billion next year, 20% below the $1.56 billion that was due in 2016, the ministry said. SAO PAULO, Dec 8 (Reuters) - Alphabet's (GOOGL.O) Google Pay has received approval to operate as a payment institution in Brazil, Latin America's largest economy, the country's official gazette showed on Thursday, allowing it to initiate payment transactions. Payment initiators, according to Brazil's central bank, initiate a transaction ordered by the final user but never manage the payment account, nor hold the funds of the transactions. A press spokesperson for Google confirmed the central bank's authorization and said the move offered "more payment options to users through our platforms in Brazil." Google Pay currently operates an app serving as a virtual wallet, which allows the user to include their credit and debit cards, vaccination cards and concert tickets, for example. The approval comes days after Brazil's National Monetary Council also authorized fintechs to initiate payment transactions in the country.
The deal to create a "loss and damage" fund was hailed as a breakthrough for developing country negotiators at the COP27 climate talks in Egypt, overcoming years of resistance from wealthy nations in European Union and United States.
