The group included Ukrainian military and government officials, who are always in the market for explosive shells to lob at invading Russian soldiers. And joining the group was a stout, bearded man who served both the buyers and sellers: Vladimir Koyfman, a chief sergeant in the Ukrainian military whom Mr. Morales pays to arrange meetings with his government contacts. That unusual arrangement, legal experts say, tests the boundaries of American and Ukrainian corruption laws prohibiting payments to government officials. The administration has sent Ukraine more than $40 billion in security aid, including advanced weapons like HIMARS rockets and Patriot missiles. But the Pentagon also relies heavily on little-known arms dealers like Mr. Morales, who have the connections needed to secure ammunition, much of it lower-quality or Soviet-caliber, from around the world.

Swiss post mortem of Credit Suisse crisis to go back to 2015

The logo of Credit Suisse is pictured on a building near the Hallenstadion where took place the Annual General Meeting, two weeks after being bought by rival UBS in a government-brokered rescue, in Zurich, Switzerland, April 4, 2023. A Swiss parliamentary committee said that it has completed the so-called "investigation concept" for the post mortem, dividing the time periods it will examine in the run up to the emergency Credit Suisse rescue. The first phase will cover the events before the middle of 2022, going back to 2015 when the Swiss cabinet submitted its first evaluation report on systemically important banks. The actions of the government, financial markets watchdog FINMA and the Swiss National Bank as Credit Suisse's situation worsened towards the end of 2022 to March 2023 will also come under the microscope. It would also award an external mandate to analyse how the problems at Credit Suisse developed over the past few years, although it would not assess the bank's management, as this was outside its remit.

Tesla Cybertruck orderers are anxiously awaiting their vehicles. Between its stainless steel panels, interesting proportions, and other quirks, the design of the Cybertruck has industry experts scratching their heads. It goes to show that Cybertruck buyers still don't exactly know what they're getting into, with such little spec information available and uncertainty about pricing and delivery timelines. Regardless, it's not unusual for today's Cybertruck images to differ slightly from previously released photos. Walter Isaacson, who's working on a new biography of Elon Musk, recently posted images that appear to show early Cybertruck designs.

How Does a Best-Selling Author Name Her Characters?
  + stars: | 2023-09-07 | by ( Elisabeth Egan | ) www.nytimes.com   time to read: +1 min
Suddenly she knew she wanted to write about him — or a character inspired by him — in her 21st book. The man was “utterly nondescript,” the suspense novelist said in a phone interview. “I could see that his apartment had no softness to it, nothing on the walls,” Jewell explained. “He’s Walter Fair.” She already had a few ideas brewing for the novel that would become her latest best seller, “None of This Is True.” But Walter Fair was, as she put it, “the key that opened the last door” to the rest of the story. A name won’t necessarily serve as a springboard to inspiration, but Jewell always puts a lot of stock in the christening of characters.

High-tension power lines are pictured outside a Tata Power sub station in the suburbs of Mumbai, India, August 8, 2017. At the same time, India's power emissions climbed 4.5% to new highs on the back of record use of high-polluting coal, which generates roughly 75% of India's electricity. SOFT PATCH/HIGH POINT OVERLAPDuring the April-June window, when India's emissions exceeded Europe's, India's total power use levels rose on high demand for air conditioning in the hottest months of the year. These conflicting approaches to energy sector management reflect the starkly different developmental phases of each market. India's government has established ambitious long-term goals for boosting renewable energy generation and lowering power sector emissions.

REHOVOT, Israel (Reuters) - Scientists in Israel have created a model of a human embryo from stem cells in the laboratory, without using sperm, eggs or a womb, offering a unique glimpse into the early stages of embryonic development. "The question is, when does an embryo model become considered an embryo? At the moment we are really, really far off from that point," said team leader Jacob Hanna. "None of these models fully recapitulate natural human development but each adds to ways in which many aspects of human development can now be studied experimentally," she said. The study raises some ethical questions over the possibility of potential future manipulation in human embryo development, Hanna and others noted.

Childers grew up in East Kentucky in the shadow of the Baptist Church. At 15, Childers moved to a new school, where he coped with being the new kid by spending his lunch playing guitar. When he sings live, his eyes burn with the ferocity of a preacher, and fans hang on to every word. Childers went from opening shows with his band, the Food Stamps, to headlining the same venues in a little over a year. “There are a lot of artists out there trying to do the work,” Childers said.

CAPE CANAVERAL, Fla. (AP) — A newly discovered comet is swinging through our cosmic neighborhood for the first time in more than 400 years. Stargazers across the Northern Hemisphere should catch a glimpse as soon as possible — either this week or early next — because it will be another 400 years before the wandering ice ball returns. The comet, which is kilometer-sized (1/2-mile), will sweep safely past Earth on Sept. 12, passing within 78 million miles (125 million kilometers). The comet will come closest to the sun — closer than Mercury is — on about Sept. 17 before departing the solar system. “The comet looks amazing right now, with a long, highly structured tail, a joy to image with a telescope,” he said.

The United States government has seized nearly one million barrels of Iranian crude oil that it says was being smuggled to China in violation of U.S. sanctions against Iran, after it raised the threat of prosecution to get the tanker brought to American waters, newly unsealed court papers show. The seizure of the oil from the vessel, the M/T Suez Rajan, is part of a larger and shadowy conflict with Iran. After the tanker began to steam toward the United States last spring, Iran’s Revolutionary Guards Corps seized two oil tankers in the Strait of Hormuz, prompting the U.S. military to increase patrols and deploy additional assets to protect shipping lanes. In July, Iranian state news media said the Guards’ navy commander had warned that Tehran would hold Washington responsible if the tanker’s oil was unloaded, without giving further details. On Wednesday, a high-ranking Israeli defense official, speaking on condition of anonymity, said that the seizure raised new fears that Iran could hijack more tankers in an effort to deter the United States from repeating the move.

Story contains strong languageUkraine’s counteroffensive was in its second month when Andrey, a Russian soldier, called his wife to say his unit was taking heavy casualties. The expletive-laden intercepts, shared with Reuters by a Ukrainian intelligence source, provide a rare - albeit partial - glimpse into the conditions of some Russian soldiers as Kyiv prosecuted a major counteroffensive, which started in early June, two military analysts told Reuters. Ukraine has acknowledged that its efforts to recapture territory have been hindered by vast Russian minefields and well-prepared defensive lines. The Ukrainian intelligence source said they illustrated the challenges facing Russian soldiers but did not elaborate on how the recordings were selected. In the excerpts, several soldiers used profane language to describe Russian units that had taken heavy casualties and had been unable to retrieve their wounded.

CNN —Pope Francis formally began his 8,000-kilometer trip to Mongolia on Saturday, a country sandwiched between Russia and China that has a tiny Catholic population. The Vatican does not have diplomatic relations with China, instead recognising Chinese-claimed Taiwan, while China's Catholics have long been split between a state-backed official church and an underground flock loyal to the pope. Brandishing red, five-starred Chinese flags, two dozen Chinese nationals who identified themselves as Catholic devotees crowded around a police barrier to catch a glimpse of Francis on Saturday morning.
