Congress last month approved the fiscal year 2024 funding level for FEMA’s Shelter and Services Program in the federal funding package, nearly six months into the fiscal year. Rep. Joaquin Castro, a Democrat who represents San Antonio, said that immigration is a federal responsibility. “Funding from the Shelter and Services Program (SSP) has helped Catholic Charities and other groups in my city of San Antonio offer basic migrant services without straining local resources. “Due to the substantial demand that exceeds the limited SSP program funding authorized by Congress, not all requests can be fulfilled,” a DHS spokesperson told CNN. The Migrant Resource Center opened in July 2022 as a temporary place for migrants traveling through San Antonio.

New York CNN —Lyft and Uber might hit reverse on plans to leave Minneapolis on May 1 over a new minimum wage for rideshare drivers set to go into effect on that day, if a city council measure passes Thursday. The issue stems from a March decision by the city council to override the mayor’s veto of a minimum wage for rideshare drivers, set at the local minimum wage of $15.57 an hour. The ordinance mandates rideshare drivers make at least $1.40 per mile and $0.51 per minute within Minneapolis. Now some council members want to amend the ordinance and lower the per-mile rate to $1.21, but maintain the proposed per-minute rate of $0.51. With this amendment, we can accomplish those goals.”The statement was released by Council President Elliott Payne and Council Members Katie Cashman and Aurin Chowdhury.

“We are not that nervous because we know that with Trump it is all about relationships,” said one veteran European diplomat who has been in DC since the Trump administration. “The logic of doing it at Heritage was not lost on us,” said Victoria Coates, a deputy national security advisor to former President Trump who is now a vice president at the think tank. The comments sent European diplomats into over-drive, eager to understand exactly what Trump meant. “If they are worried about how President Trump is going to react to them, they hold it in their hands to do something about it,” Coates said. Washington CNN —Mortgage rates drifted higher this week, and could increase further, in a sign that America’s affordability crisis isn’t letting up. The Federal Reserve doesn’t directly set mortgage rates, but its actions do influence them, and hotter-than-expected inflation readings could keep the central bank from reducing interest rates. That doesn’t bode well for lower mortgage rates, and economists don’t expect rates to fall below 6% this year, especially if the Fed does not end up cutting interest rates. Inventory gains could improve affordabilityMortgage rates are not expected to drop meaningfully this year, but further improvement in housing inventory could improve affordability. A lack of homes has been a longstanding issue keeping America’s housing market unaffordable and is especially frustrating for first-time buyers.

Read previewTwo tribes are suing social media giants, accusing them of contributing to the high suicide rates among Native teenagers by purposely getting kids hooked on their platforms. The lawsuits name Facebook, Instagram, Snapchat, TikTok, YouTube, and their parent companies, including Meta and Google as defendants. In collaboration with youth, mental health, and parenting experts, we built services and policies to provide young people with age-appropriate experiences and parents with robust controls. Other lawsuits have been brought over social media addiction, including by dozens of state attorneys general who sued Meta last year. However, these are the first lawsuits over social media addiction brought by federally recognized tribes, according to Robins Kaplan, the firm that filed the suits.

In 2020, men were almost evenly divided between Donald Trump and Joe Biden — a remarkable shift from 2016, when they backed Mr. Trump by 11 points. That swing was decisive enough to put Mr. Biden in the White House. For the latest Times Opinion focus group, we gathered nine men who voted for Mr. Biden in 2020 to see how their views about him evolved since then. Most of them could see a difference Mr. Biden had made in their communities — roads paved, highways built, fiber-optic networks laid — and in the way people around them spoke. Kevin L., a 35-year-old school psychologist from Wisconsin with two children, was worried about what his kids would overhear if Mr. Trump returned to Washington.

Well over half of the EV shoppers surveyed by UBS in an annual study said they would prefer to buy an electric car from a legacy carmaker over a new manufacturer such as Tesla. CNN —Simon Harris has become the youngest-ever prime minister of Ireland, officially taking office in Dublin on Tuesday after Leo Varadkar suddenly stepped down last month. Harris, 37, ran unopposed to replace Varadkar as leader of the ruling Fine Gael party, and the final formalities of his rise to power were completed in the Dáil, Ireland’s parliament. And we are seeing innocent children, women, and men being starved and slaughtered,” Harris told lawmakers in the Irish parliament. The son of a taxi driver, born in eastern Ireland, Harris studied journalism and French at a Dublin university but dropped out to instead focus on politics. As health minister, Harris was prominent when Ireland voted to legalize abortion.

To Danny Yong, the Middle East is still Asia. In particular, multi-strategy hedge funds, the industry subset that large allocators are desperate for thanks to their uncorrelated and consistent returns, are growing in markets like Hong Kong and Singapore. Houston-based Pan Capital is planning to hire macro PMs in Hong Kong this year. These people-heavy firms need plenty of talent to make it all work, and the relatively small size of the Singapore market, coupled with political uncertainty in Hong Kong, puts a strain on the entire system. "Managers follow allocator trends, and the Middle East has been actively allocating while other regions have slowed their deployment.
