Express has been a shopping mall staple since the 1980s. In recent years, Express has been squeezed by thin margins and declining shopping mall traffic, combined with the rise of the athleisure category during the pandemic. Bankruptcy has helped Express to stay in business, get out of old leases and even given it a chance to revive its fortunes. The new joint venture, called PHOENIX, received New York court approval for the acquisition of Express on June 14. Patrol cars used by the New York Police Department will soon bear a new motto, news that made me raise an eyebrow. Three important words — “Courtesy, Professionalism, Respect” — have been on the side of patrol cars since 1996, when this New York City kid was just 9 years old. And the N.Y.P.D.’s decision to drop the old motto — born in an era when the department was at least attempting to solicit the good will of a skeptical public — feels notable. Russia is unlikely to make significant territorial gains in Ukraine in the coming months as its poorly trained forces struggle to break through Ukrainian defenses that are now reinforced with Western munitions, U.S. officials say. Through the spring and early summer, Russian troops tried to take territory outside the city of Kharkiv and renew a push in eastern Ukraine, to capitalize on their seizure of Avdiivka. Russia has suffered thousands of casualties in the drive while gaining little new territory. Russia’s problems represent a significant change in the dynamic of the war, which had favored Moscow in recent months. Russian forces continue to inflict pain, but their incremental advances have been slowed by the Ukrainians’ hardened lines.

When comparing personal wealth data with homeownership, a curious pattern emerges: Many states with high homeownership rates have lower income levels and vice versa. According to Federal Reserve data, West Virginia’s average personal income of $52,585 per capita is the second-lowest in the US. However, despite its relatively low personal income levels, it has the highest homeownership rate of all 50 states, at 77%, according to US census data. Mississippi—the only state with a lower average personal income than West Virginia—has the third-highest homeownership rate in the country. Even West Virginia, which counts three out of every four housing units in the state as owner-occupied, isn’t insulated, Sansalone said.

When Elon Musk first eyed South Texas for a new base of space operations, he promised that SpaceX would have a small, eco-friendly footprint and that the surrounding area would be “left untouched.”A decade later, the reality is far different. An investigation by The New York Times shows how SpaceX’s ferocious growth in the area has dramatically changed the fragile landscape and has threatened the habitat that the U.S. government is charged with protecting there. More repercussions are likely coming, in South Texas and in other places where SpaceX is expanding. Mr. Musk has said he hopes to one day launch his Starships — the largest rocket ever manufactured — a thousand times a year. But Gary Henry, who until this year served as a SpaceX adviser on Pentagon launch programs, said the company was aware of concerns about SpaceX’s environmental impact and was committed to addressing them.
