Though skies have cleared since Monday’s storm, rivers are spilling over their banks, dams are filling up, and forecasters are warning of more rain in the coming days. Here’s what to know about the flooding:Thousands of residents have lost their homes or businesses to the storm. The storm first struck New York State on Sunday, with one death attributed to fast-moving floodwaters there. Within only four hours, more than seven inches of rain fell at West Point. The system then headed north into New England, causing severe flooding and forcing hundreds of people to evacuate their homes in Vermont.

(Reuters) - A federal appeals court on Tuesday revived a lawsuit against Royal Caribbean Cruises by the parents of an 18-month-old girl who died after slipping through her grandfather’s hands and falling through an open cruise ship window. Royal Caribbean and its lawyers did not immediately respond to requests for comment. Jacqueline Garcell, a lawyer for the parents, faulted Royal Caribbean for refusing to install devices that many large hotel chains also use to prevent falls. “We look forward to continuing our fight for justice for Chloe Wiegand and to make cruise ships safer,” she said. The case is Wiegand et al v Royal Caribbean Cruises Ltd, 11th U.S.

When Climate Change Hits Home

Even if you’ve been paying attention to climate change, it can sometimes feel very far away, distant in both space and time. But on Sunday night, as I was writing my first edition of this newsletter, it came roaring into my kitchen. I was with my family at our 100-year-old cabin in the Hudson Valley, north of New York City. One woman died and dozens had to be rescued as a slow-moving storm system produced widespread flooding in New York State and New England. We know that man-made climate change is making extreme weather like this more severe.

Amtrak suspended passenger train service between the state capital Albany and New York City after flooding damaged tracks. Amtrak shares some of that route's track with the Metro-North commuter railroad into New York, which suspended some service on that line and another. "This is an all-hands-on-deck" event, Vermont Governor Phil Scott said at a news conference, a day after declaring a state of emergency for Vermont. About two dozen state roads were closed as potentially deadly flooding spread across much of the state from the Massachusetts state line north to the Canadian border, Vermont State Police said.

But terrified residents watching water climb in their homes had no way of knowing when or if help would arrive. It was like a river had been diverted, running now through the middle of the four small buildings that are the Weyant Green Apartments in the village of Highland Falls. Younger relatives were trying to help, but the nearby bridge was covered by several feet of rushing water, and they couldn’t get to the property. Pat Flynn, a former mayor of Highland Falls, made it over in his Explorer with a friend worried for her mother. He saw older men and women — the ones who could stand — cowering in their doorways as water rose up their legs.

Torrential rainfall and widespread flooding wreaked havoc in the river valleys and mountain towns of Vermont and New York State on Monday, ravaging communities and drawing comparisons to the devastation of Tropical Storm Irene more than a decade ago. The storm caused a night of chaos in New York on Sunday, particularly in the Hudson Valley, where up to eight inches of rain fell in some areas and one person died. But its center had shifted to Vermont by Monday, putting the landlocked and mountainous state — and particularly a number of tiny, isolated towns along rivers and creeks, just as when Irene struck — in the cross hairs for major flooding. “What’s different for me is that Irene lasted about 24 hours,” he said at a news conference on Monday. “We’re getting just as much rain, if not more, and it’s going on for days.

PinnedTorrential rainfall generated widespread flooding across western New England and parts of New York State on Monday, flooding homes and washing away roads and bridges as people were stranded in vehicles. In Vermont, where flooding was expected to intensify throughout the day, officials said about 20 people so far had been rescued by boat, with another two dozen evacuated from homes. And at least one person, a woman in her 30s, died in the flooding in New York’s Hudson Valley, the authorities said. The downpour was generating flash flooding in five counties across northern Vermont, where up to three inches of rain have fallen so far, the Weather Service said. In central Vermont, Addison, Orange, Rutland and Windsor counties are at risk of a flash flood through the early afternoon.

A slow-moving storm system brought heavy rain across a wide section of New York State on Sunday evening, flooding streets and prompting rescues for drivers whose vehicles were stranded on inundated roads, the authorities said. Two areas appeared to be most affected, according to the National Weather Service: Rensselaer County and nearby towns, and farther south in the Hudson Valley, including Dutchess, Orange and Ulster Counties. County officials, police departments and other agencies were fielding dozens of emergency calls prompted by the flooding. In Saratoga County, near the town of Waterford, Routes 4 and 32 were flooded with up to two feet of water, said Andrei Evbuoma, a meteorologist with the Weather Service in Albany.

World War III Will Be Fought With Viruses

Review and Outlook: Beijing’s war hawks are making it harder to improve relations with the U.S. But World War III may not be what you expect. The current paradigm of escalating nuclear conflict was articulated 60 years ago by physicist Herman Kahn , founder of the Hudson institute, but other technologies have come a long way since then. Conventional guns, bombs, missiles or troops may not figure in World War III at all. Biological and computer viruses are likely to be the weapon of choice.

The amount of mortgage debt rose even more sharply. This would require lenders to fix total monthly payments – of both interest and principal – relative to the outstanding mortgage balance. When interest rates rise sharply, as is happening now, repayments might be less than the monthly interest bill. The amount of mortgage debt outstanding would then increase as unpaid interest is added to the principal – a situation known as “negative amortisation”. Since borrowers always hand over a proportion of their income, mortgage payments wouldn’t shrink when interest rates decline.

Gateway is actually the second attempt at adding a rail tunnel under the Hudson. The first, known as the ARC tunnel, got as far as the start of construction before Chris Christie, then the Republican governor of New Jersey, put a stop to it in 2010. The federal government had pledged to contribute $3 billion to ARC, but New Jersey would have been responsible for any cost overruns. If he had not canceled ARC, that tunnel might have already been in use. Still, more than 20 years after transportation officials started drawing up plans for a modern rail tunnel under the Hudson, its arrival is at least 12 years off.

WASHINGTON, July 6 (Reuters) - The Biden administration advanced a key $6.88 billion grant to help build a long-delayed new railway tunnel between New York City and New Jersey, which would be the largest ever federal transportation grant for a single project. The $17.2 billion Hudson Tunnel Project will repair an existing tunnel and build a new one for passenger railroad Amtrak and state commuter lines between New Jersey and Manhattan. The 112-year-old rail tunnel carries 200,000 passenger trips per day on New Jersey Transit and Amtrak along the Northeast Corridor. In 2010, then-New Jersey Governor Chris Christie pulled state funding for the tunnel project. Amtrak said on Thursday acceptance of the tunnel project into the engineering phase "has been years in the making, and we are thrilled to be even closer to the start of major construction on this critical Gateway Program project."

“All-American Girl” debuted on ABC in 1994, though it lasted only 19 episodes. There were so few Asian American stories emerging — save occasional indie breakouts like “Better Luck Tomorrow” — that the “initial stabs” had to be “be kind of like our best foot forward — putting on our best face, showing them what we can do,” Yu said. “There was this underlying feeling of ‘Don’t air out our dirty laundry, don’t let them see us fighting,’” he added. They called it the “rep sweats” — the anxiety they felt any time they watched an Asian American onscreen. It was a pressure emanating from the fact that those appearances were so few and far between.
