Just over 2% of applicants to a Houston-area guaranteed income program were accepted — a lower acceptance rate than Harvard or Yale. Starting this month, 1,928 families will receive $500 a month, no strings attached, through Uplift Harris, a guaranteed income program in the Texas county that includes Houston. A majority of participants selected live in high-poverty ZIP codes and have a household income below 200% of the federal poverty line. Some participants were selected through the county's Accessing Coordinated Care and Empowering Self Sufficiency program which helps vulnerable residents improve outcomes. DETROIT – General Motors on Tuesday reported a 1.5% decline in first quarter U.S. vehicle sales compared to a year ago, as the overall auto industry normalizes after years of disruptions and volatile results. Retail sales to customers were up 6%, GM said. GM's sales are below expectations for the overall industry, which Cox Automotive forecast to be up 5.5% from a year earlier. Buick was the only GM brand to report a sales increase during the quarter, up 16.4% from a year earlier. When the Francis Scott Key Bridge was built in the 1970s, it was intended to relieve congestion from the Baltimore Harbor Tunnel. Forty-seven years later, some of that traffic will be diverted back to the tunnel after the bridge collapsed last week upon being struck by a giant cargo ship, killing six construction workers. With the rebuilding process expected to take several years, that most likely means years of gridlock for commuters, travelers and truck drivers. The 1.6-mile bridge was the final link on Interstate 695, which loops around the city and is known as the Baltimore Beltway. The crossing’s overall structure, including its connecting approaches, was almost 11 miles long.
