"There were no casualties as a result of the fire at the Novatek terminal in the port of Ust-Luga. St. Petersburg-based news outlet Fontanka said at least two drones were spotted in the sky flying towards St. Petersburg before the terminal caught fire. That came a day after an attack on a Russian Baltic Sea oil terminal that Russian officials said was unsuccessful.

(Reuters) - The scale of NATO's Steadfast Defender 2024 exercises mark an "irrevocable return" of the alliance to Cold War schemes, Russia's Deputy Foreign Minister Alexander Grushko told the state RIA news agency in remarks published on Sunday. "These exercises are another element of the hybrid war unleashed by the West against Russia," Grushko told RIA. "An exercise of this scale ... marks the final and irrevocable return of NATO to the Cold War schemes, when the military planning process, resources and infrastructure are being prepared for confrontation with Russia." But its top strategic document identifies Russia as the most significant and direct threat to NATO members' security. Moscow, and its chief diplomat Foreign Minister Sergei Lavrov, have since often accused "the collective West" of conducting a "hybrid war" against Russia by backing Ukraine through financial and military aid.

Carlyle, the Washington, DC-based alternative asset manager which manages some $382 billion in assets, this week announced that it would install a new chief human resources officer. Jennifer Barker, a partner who's been with Carlyle since 2016 and presently serves as the firm's head of international human resources, will step into the role of chief human resources, taking over for Bruce Larson, formerly a senior human-capital executive at Goldman Sachs who joined Carlyle in 2019, according to a Carlyle regulatory filing. Others include Lúcia Soares, the firm's chief information officer and head of technology transformation, appointed in July; Eleena Melamed, global chief operating officer of investor relations and head of client strategy, appointed in August; and Meg Starr, formerly Carlyle's global head of impact, who became global head of corporate affairs in December. In a Thursday memo announcing the switch, Schwartz said Barker will report to Christopher Finn, Carlyle's chief operating officer, and take a seat on the firm's leadership and operating committees. She is also interested in rethinking how companies deliver feedback to their employees, perhaps through the arcane rite of the performance review.

A Ukrainian drone struck an oil storage depot in western Russia on Friday, causing a massive blaze, officials said, as Kyiv’s forces apparently extended their attacks on Russian soil ahead of the war’s two-year anniversary. Ukrainian President Volodymyr Zelenskyy has vowed to hit more targets inside Russian border regions this year. The Russian city of Belgorod, also near the Ukrainian border, canceled its traditional Orthodox Epiphany festivities on Friday due to the threat of Ukrainian drone strikes. The Mash news outlet had earlier reported that a Ukrainian drone fell on the plant’s premises Thursday but caused no damage. The same depot was struck by a Ukrainian drone in May last year, but the damage apparently was less significant.

Ukraine hit an oil depot in Russia in a drone attack on Friday, officials on both sides said, the latest in a series of recent assaults targeting Russian oil facilities as Kyiv increasingly seeks to strike critical infrastructure behind Russian lines. Alexander Bogomaz, the governor of the Russian region of Bryansk, which borders Ukraine, said oil tanks in the town of Klintsy had caught fire after a drone dropped munitions on the depot. A Ukrainian intelligence official, speaking on condition of anonymity to discuss sensitive military matters, said Ukraine was behind the assault. “Strikes on oil depots and oil storage facilities disrupt logistics routes and slow down combat operations,” said Olena Lapenko, an energy security expert at DiXi Group, a Ukrainian think tank. “Disruption of these supplies, which are like blood for the human body, is part of a wider strategy to counter Russia on the battlefield.”

“Oppenheimer,” Christopher Nolan’s movie about the development of the atomic bomb, on Thursday received the highest number of nominations for this year’s EE British Academy Film Awards, known as the BAFTAs. The film secured 13 nods for Britain’s equivalent of the Oscars, including for best film, where it is up against four other titles including “Killers of The Flower Moon,” Martin Scorsese’s epic about the Osage murders of the 1920s, and “Poor Things,” Yorgos Lanthimos’s sexually charged take on a Frankenstein story starring Emma Stone. “Poor Things” followed “Oppenheimer” with 11 nominations overall. The nominations for “Oppenheimer” come just days after the movie won three of the major awards at this year’s Golden Globes, and will be seen by many as further boosting its chances at this year’s Oscars; the BAFTA and Oscar voting bodies overlap. This year’s Oscar nominations are scheduled to be announced on Tuesday.

At the center of the maelstrom are the mother-daughter duo that runs the coffee shop, Mansion Society, and a young Nigerian couple (Ms. Bolomope and her husband, Opeyemi Akanni, 27) who wanted to marry there. On Dec. 5, Ms. Bolomope went there to speak with the building’s manager, Isaac Barrow, about holding a small wedding ceremony in the coffee shop.

The idea of using Russia's frozen assets is gaining new traction lately as continued allied funding for Ukraine becomes more uncertain and the U.S. Congress is in a stalemate over providing more support. Bipartisan legislation circulating in Washington called the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act would use assets confiscated from the Russian Central Bank and other sovereign assets for Ukraine. Belgium, which is holding the rotating presidency of the European Union bloc for the next six months, is now leading the talks on whether to seize Russia's assets. Belgium is also the country where most frozen Russian assets under sanctions are being held. Maria Snegovaya, a senior fellow at the Center for Strategic and International Studies, cautioned that if Ukraine's immediate needs aren't met, “no amount of seized Russian assets is unfortunately going to compensate for what may happen."

WASHINGTON (AP) — Taiwan’s top diplomat in Washington has a message for both the island's Chinese adversaries and its American friends: Don’t worry that Taiwan’s new president-elect will worsen relations with Beijing and possibly draw the U.S. into a conflict. But Yui said Lai is willing to engage with Beijing, even as the island seeks to strengthen its unofficial ties with Washington for stability in the region. Shortly after Taiwan's election, Biden told reporters that his administration does not support Taiwan’s independence. Yui said it is incumbent upon both Beijing and Taipei to keep the Taiwan Strait peaceful. Before he came to Washington, Yui briefly served as Taiwan's representative to the European Union and Belgium.

A new group of bond funds aims to give investors a way to bet on specific segments of the corporate bond market, potentially creating more control in an interest rate environment that looks to be volatile in 2024. F/m Investments announced Wednesday that it will launch three corporate bond funds targeting certain times to maturity. The new suite of funds starts with three offerings: a 2-Year Investment Grade Corporate Bond ETF (ZTWO), a 3-Year Investment Grade Corporate Bond ETF (ZTRE) and a 10-Year Investment Grade Corporate Bond ETF (ZTEN). Benchmark series, which F/m launched starting in 2022 and gives investors tools to target specific maturities on the Treasury curve. Corporate bond defaults soared 80% in 2023, though most of the damage was done from lower-rated and heavily indebted companies.
