The House calendar remained officially stuck on October 3 – Tuesday – the date when House Speaker Kevin McCarthy was ousted and left the chamber without adjourning. “The House of Representatives is effectively frozen,” Rep. Garret Graves, a Louisiana Republican, told reporters. As speaker pro tempore, Republican Rep. Patrick McHenry of North Carolina can perform tasks like recessing the House, adjourning the chamber and recognizing speaker nominations, according to the House Practices Guide. “Until we figure out how we have another speaker of the House, everything stops,” Rep. Kelly Armstrong, a North Dakota Republican on the House Oversight Committee, told CNN. While House Republicans intend to hold a candidate forum for would-be speakers on Tuesday, it could take time for Republicans to unify behind a single one.

WASHINGTON, Oct 4 (Reuters) - The race to replace ousted House Speaker Kevin McCarthy took shape on Wednesday as Steve Scalise, the chamber's No. 2 Republican, and Jim Jordan, a leading antagonist of Democratic President Joe Biden, said they would seek the post. "Everybody's just taking a breath and in listening mode, without any serious commitments," said Republican Representative Dan Crenshaw. The last Republican speaker, Paul Ryan, retired from Congress after struggling to work with Trump, a fellow Republican. By Ismail Shakil and Steve SchererOTTAWA (Reuters) - Canada's Governor General Mary Simon has apologized for a top Canadian honor awarded in 1987 to a former Nazi soldier who moved to Canada after World War Two and went on to become the Chancellor of the University of Alberta. The governor general at the time awarded the Order of Canada, a top civilian honor that recognizes outstanding achievement and service to the nation, to Peter Savaryn, who was praised for promoting multiculturalism in Canada. Savaryn and Hunka had fought in the same Waffen SS unit. The Hunka incident has led to calls for Ottawa to release the Deschenes Commission report from the 1980s that probed the alleged presence of war criminals in Canada. Governor General Simon is Canada's official representative of head of state King Charles.

The House vote to oust Kevin McCarthy from his post on Tuesday marked a historic first, as a group of conservatives sided with Democrats to successfully boot him from the speakership. Immediately following the vote to oust McCarthy, a temporary speaker – Rep. Patrick McHenry of North Carolina – took over based upon a list of succession that the former speaker submitted in January. In his first move in the temporary role, McHenry recessed the chamber to “discuss the path forward,” before lawmakers returned to their districts for the week. Following the vote, former House Speaker Nancy Pelosi was ordered to vacate her Capitol hideaway. Pelosi called the move a “sharp departure from tradition,” as other former speakers have been permitted to retain offices near the House chamber beyond their tenure.

India has told Canada that it must repatriate the diplomats by Oct. 10, according to the Financial Times. We take Canadian diplomats' safety very seriously and we will continue to engage privately because we think diplomatic conversations are best when they remain private," Joly told reporters. The Financial Times said India had threatened to revoke the diplomatic immunity of the 41 diplomats told to leave if they remained after Oct. 10. India suspended new visas for Canadians on Sept 22 and asked Ottawa to reduce its diplomatic presence in the country.

Oct 3 (Reuters) - India has told Canada that it must repatriate 41 diplomats by Oct. 10 as a diplomatic dispute between the two nations deepens, the Financial Times reported on Tuesday. The Financial Times, citing people familiar with the Indian demand, said India had threatened to revoke the diplomatic immunity of those diplomats told to leave who remained after Oct. 10. Canada has 62 diplomats in India and India had said that the total should be reduced by 41, the newspaper said. "We're taking this extremely seriously, but we're going to continue to engage responsibly and constructively within with the Government of India," he told reporters on Tuesday. Indian Foreign Minister Subrahmanyam Jaishankar said earlier there was a "climate of violence" and an "atmosphere of intimidation" against Indian diplomats in Canada, where the presence of Sikh separatist groups has frustrated New Delhi.

There was no immediate indication of who might succeed McCarthy, but the next speaker could quash more Ukraine aid before a proposal reaches the House floor if that person opposes the idea. A Ukraine "report card" by Defending Democracy Together's "Republicans for Ukraine" campaign rated the leading candidates on the strength of their support for past Ukraine aid. Representative Tom Emmer, the House Republican whip, got the highest rating, an A. 2 House Republican, has long been favored to take over as speaker after McCarthy and received one notch lower, a B. McCarthy, who got a B-minus grade, early this week denied accusations by Gaetz that he had cut "a secret deal" with Biden to allow the House to vote on Ukraine aid.
