SEOUL, Nov 1 (Reuters) - North Korea is in the final stages of preparations for the launch of a spy satellite and the chances of the third attempt succeeding are high, Yonhap news agency reported on Wednesday, citing South Korea's intelligence service. North Korea has made two attempts to launch its first reconnaissance satellite this year that ended in failure as stages of the boosters experienced malfunctions. The North had previously pledged to make a third attempt in October, but has so far shown no indication that it was going ahead with the launch. "North Korea is also seen to be trying to use the Israel-Hamas war in a multifaceted way," Yoo was quoted as saying after the spy agency briefing. The spy agency also said that North Korea dispatched a delegation that mainly consists of experts on artillery to Russia in mid-October, news reports said.

A panic spike could send stocks higher heading into November, according to Bank of America. Notably, the S & P 500 closed below its 200-day moving average, suggesting a break in the uptrend, and drew near a key psychological support level at 4,200. Bank of America's Stephen Suttmeier said the CBOE 3-Month Volatility Index (VIX3M) and the CBOE Volatility Index (VIX) could flash an oversold reading below 1.0 as the S & P 500 nears its support levels, a possible capitulation signal indicating it's time for investors to buy. Regardless, Bank of America broadly anticipates the S & P 500 will close the year out at 4,600, according to the CNBC Market Strategist Survey . "In our view, this tactical panic likely coincides with a break below the 200-day MA at 4233 (SPX closed below it on 10/20) and the "FOMO rally / soft-landing" breakout point near 4200 on the SPX," Suttmeier added.

Wharton School's Jeremy Siegel said investors should stick with stocks even as the 10-year Treasury yield again breaches the key 5% level. Stocks came under pressure Monday from higher Treasury yields. All three major stock market averages were last trading lower as the 10-year Treasury yield briefly topped the 5% level, with some analysts saying yields could climb higher still. "Clearly, stocks are the place to be in if we get stronger growth," Siegel said Monday on CNBC's " Squawk on the Street. " "And if we have real growth that's a source of these higher yields, I don't think that's a negative for stocks."
