Sweeping Western sanctions on many of Russia's top banks in the wake of Russia sending tens of thousands of troops into Ukraine have sorely limited lenders' access to the global financial system. Alla Bakina, director of the central bank's national payment system department, said 50 new entities had joined Russia's alternative system this year, taking the total number to 440, of which more than 100 are non-residents. The central bank does not disclose the list of countries whose institutions have joined the SPFS, Bakina said. Sanctions have increased the use of the SPFS and the issuance of Mir bank cards, Russia's alternative to Visa (V.N) and Mastercard (MA.N), companies that suspended operations in Russia and their cards that were issued in Russia stopped working abroad. Bakina said a third of all bank cards in Russia are now Mir cards.

He said the lockdowns and uncertainty for businesses have turned China into a "closed" and "distinctively different" country that might prompt companies to leave. Foreign businesses can still find specific areas of opportunity. Biden nominates Lynne Tracy to be new Russian ambassador

President Joe Biden announced he would nominate Lynne Tracy, the current ambassador to Armenia, to serve as U.S. ambassador to Russia. Tracy, a career diplomat, will take over from John Sullivan who left Moscow at the beginning of the month and announced his intention to retire. Tracy served as the second-highest official at the U.S. Embassy in Moscow from 2014 to 2017 as deputy chief of mission. Tracy's nomination to be ambassador comes at a crucial moment for U.S.-Russian relations amid tensions over the continuing invasion of Ukraine. Elizabeth Rood, deputy chief of mission to Russia, has led the U.S.'s embassy in Moscow since Sullivan left.
