In the gloom of China’s economy, one area of business is booming: cosmetics. After enduring nearly three years of mandatory masks and frequent lockdowns during the pandemic, many Chinese consumers, wary of big-ticket purchases like apartments, are now splurging on lipstick, perfume, moisturizers and other personal care products. But cosmetics companies from France, Japan, South Korea and the United States, which have invested heavily in China, are missing out on a lot of the action. As China’s cosmetics companies are booming, imports of cosmetics are wilting under regulations that the country imposed on foreign manufacturers during the pandemic. While China’s trade conflicts with the West over semiconductors pivot on national security and technological innovation, the dispute over cosmetics is largely about money.

Since 2018, Tricia Toliver, a freelance stage manager, has rented out the bottom floor of her Brooklyn townhouse through Airbnb, earning more than $3,000 a month by hosting visitors to New York City for a few days at a time. But after city officials last week started enforcing rules prohibiting short-term rentals in apartments like hers, Ms. Toliver, 64, had to figure out what she would do with the South Slope apartment. The new rules, which went into effect on Sept. 5, mean as many as 10,800 listings for short-term rentals will likely no longer be available, according to a city estimate from the end of March. City officials say the shift will force property owners to rent those homes to residents instead of visitors, helping to ease the city’s housing shortage. And some, like Ms. Toliver, are waiting, hoping that backlash to the enforcement scheme will change things so she can rent the apartment out again.

China’s central bank announced a policy change on Thursday that will allow the country’s banks to lend more money, but a nationwide economic slowdown has left many companies and households wary of borrowing. Other measures taken to strengthen borrowing and spending have included government-guided interest rate cuts in June and a round of rate reductions last month on many bank loans. Policymakers in some of China’s biggest cities have taken steps to make it easier to get a mortgage by lowering down payment requirements. The dilemma for the banks is that many companies, facing weak sales, are reluctant to borrow more. Banks have found themselves under pressure to lend money by buying bonds from deeply indebted provincial and local governments that need to pay for big infrastructure projects to create jobs.

Manhattan renters may have reached their "affordability threshold" in August, as median rents remained at record high, according to a new report. The median rent in Manhattan in August was $4,370 a month, unchanged from the record high in July, according to data from brokerage firm Douglas Elliman and the appraisal and research firm Miller Samuel. The drop suggests that while asking rents for new leases are high, renters are balking at the prices. In short, Manhattan renters may have reached their price limit. According to Redfin, the median national rent in August was $2,052, just $2 below the record-high last year.

The U.S. Centers for Disease Control and Prevention (CDC) director on Tuesday signed off on broad use of updated COVID-19 vaccines, arming a push to align the next round of shots more closely with the circulating variant of the virus, much like annual flu shots are designed. The U.S. Food and Drug Administration has approved an updated vaccine made by Pfizer (PFE.N) and its German partner BioNTech (22UAy.DE) as well as one by Moderna (MRNA.O) for people ages 12 and above. The agency has also authorized the shots for emergency use in children ages 6 months through 11 years. Walgreens said it would start taking appointments for the updated vaccines from Monday, but could begin earlier appointments as stores receive vaccines this week.
