(AP) — The Mississippi sheriff who leads the department where former deputies pleaded guilty to a long list of state and federal charges for the torture of two Black men has asked a federal court to dismiss a civil lawsuit against him. Court records show that attorney Jase Dare asked to dismiss the lawsuit on Oct. 6, just one day after a settlement conference was filed with the court. A settlement conference is scheduled when the parties in a lawsuit try to settle a case before trial. One of those men was Pierre Woods, who was shot and killed by Rankin County deputies in 2019. Report for America is a nonprofit national service program that places journalists in local newsrooms to report on undercovered issues.

(AP) — One of the people being sued by the Mississippi Department of Human Services over allegations of misspending welfare money has filed a separate lawsuit against Gov. Austin Garrett Smith filed the suit Wednesday and described himself in court papers as “politically powerless.” Smith's suit says Reeves should sue Republican former Gov. The ongoing suit seeks to recover more than $20 million of the roughly $77 million in welfare money that the state auditor said had been misspent between 2016 and 2019, during Bryant's second term as governor. Smith is a nephew of former Mississippi Department of Human Services executive director John Davis. The Democratic nominee for governor, Brandon Presley, said Reeves is tainted by the welfare misspending that occurred when Reeves was lieutenant governor and had power to oversee how the Department of Human Services was operating.

(AP) — The deposition in the civil lawsuit against retired NFL quarterback Brett Favre surrounding Mississippi's welfare scandal has been pushed back at the request of the athlete's attorneys, a court document shows. The Pro Football Hall of Famer is among more than three dozen defendants in a lawsuit the state Human Services director filed to recover some of the welfare money. Favre has denied wrongdoing, sued the state auditor who investigated the misspending for defamation and said he paid back misspent welfare funds. A subsequent court document filed Friday shows the hearing has been rescheduled for Dec. 11 based on a request by Favre's lawyers. Another $1.7 million went to develop a concussion treatment drug investigators have said Favre supported.

(AP) — Mississippi's gubernatorial election could hinge on turnout among Black voters, who haven't wielded political influence commensurate to their share of the state population, the Democratic nominee said Friday. At a campaign event in the 80% Black state capital of Jackson just over one month before Election Day, Brandon Presley said Black voters could help carry him to victory. ATLANTA (AP) — A Georgia state Senate committee says it will start its own investigation of jail conditions in the state's most populous county, three months after the U.S. Justice Department unveiled its own inquiry of Fulton County jail conditions. “Now, we can’t solve all the problems that Fulton County may have, or any other county for that fact,” Albers said. Fulton County's main jail, which opened in 1989 in a neighborhood west of downtown Atlanta, has been plagued by overcrowding, unsanitary conditions and violence. Six people have died in Fulton County custody since the end of July. Fulton County Commission Chairman Robb Pitts has said he wants to seek other solutions, in part because such an expensive undertaking would probably require a tax increase on Fulton County's million-plus residents.

MONTGOMERY, Ala. (AP) — Federal judges selected new congressional lines for Alabama to give the Deep South state a second district where Black voters comprise a substantial portion of the electorate. Black voters will go from comprising less than one-third of the voting-age population to nearly 50%. The three judges said the state should have two districts where Black voters have an opportunity to elect their preferred candidates. Alabama lawmakers responded in July and passed a new map that maintained a single majority Black district. Under the court map, Black residents will comprise 48.7% of the voting-age population.

These single homeowners are likely to live in the Deep South , according to new analysis of 2021 census data by home construction company All Star Homes. Grain prices have been in freefall of late as investors bet on a resurgence of supply from the U.S., Russia and Ukraine — but veteran strategist David Roche disagrees. Contrary to market consensus, Roche, president and global strategist at Independent Strategy, expects a 13-15% annual increase in wheat prices over the next two years. His comments come as wheat prices remain down around 29% year-to-date and at their lowest levels since September 2020, with short positions — bets that prices will fall — recently hitting a three-month high, according to a report from Independent Strategy. Corn prices are also trading around three-year lows while soybeans recently notched a four-year low. Meanwhile Russia, the world's largest grain exporter, has also produced large harvests which analysts expect to get through export blockades.
