Washington CNN —TikTok has “more work” to do to meet tough new European standards that are coming for social media and content moderation, according to a top EU official who performed a “stress test” of the company this week. “TikTok is dedicating significant resources to compliance,” Breton said, pointing to changes TikTok has made to its recommendation algorithms and its transparency procedures as evidence the company appears to be taking its obligations seriously. TikTok didn’t immediately respond to a request for comment on the test results. TikTok isn’t the only large tech platform to submit to an EU stress test. July 19 (Reuters) - The head of the U.S. agency responsible for animal welfare has told lawmakers that it did not find any violations of animal research rules at Elon Musk's Neuralink beyond a 2019 incident the brain implant company had already reported. The inspection included visits at Neuralink's two facilities in January 2023, Vilsack wrote, adding that there would be more inspections. Vilsack said in his letter his agency did not include in its inspection citations an "adverse surgical event" at Neuralink that occurred in August 2019. The company proactively reported it and took corrective action, which complied with the policy at the time, Vilsack added. The mistakes weakened the experiments' research value and required the tests to be repeated, leading to more animals being killed.

MEXICO CITY, July 14 (Reuters) - A floating barrier of orange buoys put in the Rio Grande by the Texan government to hinder migrants crossing into the U.S. violates a water treaty and may encroach on Mexican territory, incoming Mexican Foreign Minister Alicia Barcena said on Friday. "We have sent a diplomatic letter (to the U.S.) on 26 June because in reality what it is violating is the water treaty of 1944," Barcena told reporters in Mexico City, referring to the Mexican Water Treaty between the U.S. and Mexico that covers the use of water from the Colorado, Tijuana and Rio Grande rivers. On Friday, the Texan government said in a statement that it had this week begun installing the "new floating marine barriers along the Rio Grande River in Eagle Pass." Earlier this month, four migrants drowned in the Rio Grande. Last September nine migrants died and 37 were rescued as they tried to cross the rain-swollen river near Eagle Pass.
