Russia can't afford expensive night-vision technology to fight Ukrainian forces at night. An expert told Insider that, at the end of the day, Russia just can't afford to equip its forces with expensive night-vision capabilities. And it's not just these nighttime warfighting capabilities that Russian forces lack. In those campaigns, Barros said, he's rarely seen night-vision optics being funded. There are plenty of benefits to attacking Russian forces at night, especially if they're unprepared to fight back effectively.

The regulator's heightened scrutiny of crypto firms comes in response to the industry's failure to comply with the agency's regulations, SEC enforcement director Gurbir Grewal said at a Rutgers University and Lowenstein Sandler LLP event in New York. "We have worked thoughtfully and incrementally in this space," Grewal said on Friday. The SEC began targeting initial coin sales as unregistered securities offerings, but has increasingly focused on crypto firms acting as unregistered exchanges and broker-dealers. The SEC last week sued Binance and Coinbase, two of the world's largest crypto exchanges, for allegedly breaking its rules. Coinbase has said the agency hardened its stance and became less willing to work with crypto firms in the wake of the FTX scandal in late 2022.

Zaporizhzhia has seen fierce fighting as Ukrainian forces continue their counteroffensive and push against Russian defenses, Al Jazeera added. A senior US defense official told Insider in March 2022 that Russian senior officials stay near the front as part of Moscow's military organization and structure. Those mid-level roles are missing in the Russian military, the official said.

Huge cosmic bursts are coming from two black holes circling each other in a distant galaxy. In this case, the flare came from a binary system consisting of two black holes trapped in a rapid dance. A cosmic burst 100 times brighter than our galaxyThe recorded burst, which astronomers observed in February 2022, occurred when the smaller black hole crashed into a disk of gas surrounding the larger black hole, the study's scientists said. Up to this point, its presence was only predicted through observations of its gravitational influence on the larger black hole. REUTERS/David SwansonJune 7 (Reuters) - Coinbase (COIN.O) Chief Executive Brian Armstrong on Wednesday hit back at the U.S Securities and Exchange Commission (SEC) Chair over the agency's lawsuit against the crypto exchange, calling him an "outlier," while also reassuring customers that their funds were safe. Crypto companies, including Coinbase, dispute that crypto tokens are securities and have repeatedly called for the SEC to create clear rules. SETTLEMENT BREAKDOWNLast July, Coinbase disclosed an SEC probe into its asset listing processes, staking programs and yield-generating products. Grewal said despite the lawsuit, Coinbase would still be interested in a dialogue with the SEC about how to bring cryptocurrency into the regulatory perimeter. "If there were an opportunity for a real conversation, of course we would take it up, but I want to be very clear: Coinbase is absolutely committed to defending itself in court," he said.

How virtual communication differs from face-to-faceSo, how can we build our VCQ? However, there is a profound, yet rarely acknowledged difference between in-vivo and virtual communication: namely shared mutual gaze, which occurs when two people lock eyes. That's partly because mutual gaze produces an immediate release of oxytocin, the bonding hormone. However, volleying offers back and forth at the virtual negotiation table can lead to transactional interaction. For this reason, negotiators should work to bring their best virtual self to the negotiation table by following the research-backed best practices here.

Putin downplayed the drone attack in Moscow because there's little he can do about it, analysts say. The ISW said Putin typically resorts to missiles and drone strikes on Ukraine. But he likely downplayed the incident because there's not much he can do to retaliate against Ukraine, analysts say. According to The Institute for the Study of War, Putin's response to the strikes was focused on emphasizing past attacks against Ukraine, including ongoing drone strikes in Kyiv. Putin also claimed that Russian forces struck Ukrainian military intelligence headquarters days prior to the drone strike in Moscow, although the Russian Ministry of Defense has not released any information about this attack, ISW said.

But he's dismayed by the U.S.-China trade spats and the restrictions on a growing number of Chinese companies that have been imposed, or are being proposed, by U.S. lawmakers. "It's very unfair," he said, lamenting that competitors from other countries did not face similar issues when trying to expand into the United States. Reuters spoke to seven tech entrepreneurs from mainland China, most of them educated overseas, who would like to expand their businesses in the United States. Geopolitical tensions have meant a far less friendly atmosphere for mainland Chinese companies wanting to operate or gain funding in the United States, the entrepreneurs and consultants say. The U.S. Commerce Department did not respond to a request for comment on attitudes towards Chinese companies within the United States.

A drone attack in Moscow on Tuesday hit residential buildings — the first attack against the capitol since Russia invaded Ukraine. An expert told Insider the attack could be Ukraine giving Russia "a taste of its own medicine." Miron told Insider it makes sense for the drone attacks to follow those cross-border raids. The drone attacks could also be a way of "distracting the Russians" to "maintain a surprise initiative" for the counteroffensive, she added. Hours after the drone strikes on Tuesday, Podolyak made cryptic comments about the attacks, according to The Washington Post.

Ukrainian forces around Bakhmut could retake the city after Wagner Group forces evacuate. Ukrainian troops in Bakhmut said fighting regular Russian troops won't be as hard as Wagner forces. Regular Russian troops will replace Wagner's forces, Prigozhin said. Now, they're saying those Ukrainian troops can continue to make gains around the city and stage a "semi-encirclement" to drive Russia out, according to The Washington Post. Nonetheless, the attrition-style fighting of Bakhmut has left Russian forces exhausted ahead of Ukraine's long-anticipated counteroffensive.

Belarus said it had no choice but to host Russia's tactical nuclear weapons. "The deployment of tactical nuclear weapons on the territory of Belarus is therefore one of the steps of strategic deterrence" against the West, Volfovich said, according to Reuters. Russia and Belarus signed the deal last week formalizing the deployment of the tactical nuclear weapons after Russian President Vladimir Putin originally announced the plan earlier this year. While Moscow will retain control of the tactical nuclear weapons, the Post reported, it's unclear when exactly they'll arrive to the recently built storage facilities in Belarus. It's currently unclear how many tactical nuclear weapons will be deployed, the Post added.
