The PEACE (Public Expenditures for Administrative Capacity Endurance) in Ukraine project has been the World Bank's flagship financing instrument for Kyiv during Russia's war on Ukraine. "In 2023, Ukraine has already received $10.9 billion in direct budget support from the United States in the form of grants," the finance ministry said. The project aims to compensate state budget expenditures in the social and humanitarian spheres, and is not intended for security or defence, the ministry said. The U.S. government has this year allocated $10.9 billion to finance Ukraine's state budget, it said.

Washington CNN —Concern is growing within the Pentagon over the potential need to stretch its increasingly scarce ammunition stockpiles to support Ukraine and Israel in two separate wars, according to multiple US defense officials. At the moment Ukraine and Israel require different weapons: Ukraine wants massive amounts of artillery ammunition while Israel has requested precision guided aerial munitions and Iron Dome interceptors. Israel has its own capable industrial base and produces many of its own advanced weapons, but a prolonged ground campaign could drain the country’s stockpiles, officials said. The request was immediately approved by former President Barack Obama, and the equipment was pulled from US reserve stockpiles in Israel. Defense officials are also anxious about the dysfunction in Congress and whether lawmakers will approve additional funding for US support to Israel and Ukraine.

CNN —The Union of European Football Associations (UEFA) has postponed all matches scheduled in Israel over the next couple of weeks due to the ongoing conflict in the country, the European soccer governing body announced on Sunday. “In light of the current security situation in Israel, UEFA has decided to postpone all matches scheduled in Israel in the next couple of weeks with new dates to be confirmed in due course,” UEFA said in a statement. The matches affected include Thursday’s Euro 2024 qualifier between Israel and Switzerland, as well as Israel’s Euro Under-21 championship matches against Estonia and Germany. A mini tournament, scheduled from October 10-17, involving Under-17 teams from Israel, Belgium, Gibraltar and Wales was postponed as well. Another Euro 2024 qualifying match between Israel and Kosovo, scheduled for October 15, may also be postponed, UEFA warned, adding they’ll wait a few more days to decide.

But the order was reversed on Saturday as a near flawless Andrade won by a margin of 0.201 points. Algeria's Kaylia Nemour took the silver while American Shilese Jones took the bronze medal. Qiu scored a total of 15.100 points to claim the gold medal. Ahmad Abu Al Soud of Jordan took the bronze medal but missed out on automatic Olympic qualification.

Biles' second vault was an excellent Cheng to finish with a combined score of 14.549. Andrade was nearly flawless to snatch the gold medal by a margin of 0.201 points. CNN —A day after winning a sixth all-around title to become the most decorated gymnast in history, Simone Biles added to her extraordinary medal collection with a silver in the vault at the Artistic Gymnastics World Championships on Saturday. Needing to regain her composure immediately for her second vault, Biles went on to score an impressive 14.666 for an average score of 14.549. Kaylia Nemour of Algeria won silver, while the USA’s Shilese Jones took bronze. On Friday, Biles surpassed Belarusian Vitaly Scherbo’s record of 33 overall medals across both the Olympics and the world championships with a record sixth all-around gold. Biles has now earned 28 career medals (21 gold, four silver, three bronze) at the world championships, which is an all-time record.

HONG KONG, Oct 6 (Reuters Breakingviews) - It’s getting harder for China Inc to go global, and tougher for global financial advisors to take on the rapidly shrinking pool of related mandates. Belgium’s intelligence service VSSE said on Thursday that it is trying to “detect and fight against possible spying and/or interference activities carried out by Chinese entities including Alibaba”. Fellow courier SF Holding is also preparing a Hong Kong listing to raise as much as $3 billion to support, among other things, ambitious expansion beyond Asia. Alibaba signed an agreement with the Belgium government in 2018 to open an e-commerce trade hub, run by its logistics arm Cainiao Smart Logistics Network. The Chinese e-commerce giant last month filed to list Cainiao on the Hong Kong stock exchange.
