OTTAWA, Oct 16 (Reuters) - Canada and the province of Ontario will give up to C$1 billion to a unit of Belgium's Umicore (UMI.BR) to help it build a plant that will produce components for electric vehicle batteries, Ottawa said on Monday. The plant - the first of its kind in North America - will initially employ 600 people and have a battery materials production capacity of 35 gigawatt hours annually. Canada, home to a large mining sector for minerals such as lithium, nickel and cobalt, wants to woo firms involved in all levels of the electric vehicle (EV) supply chain via a multibillion-dollar green technology. The Umicore plant is due to be built in stages and could be worth C$2.7 billion when fully completed. Canada will invest up to C$551.3 billion with Ontario adding up to C$424.6 billion.

Opinion: Where the war goes from here

We’re looking back at the strongest, smartest opinion takes of the week from CNN and other outlets. The war plays out on everyone’s screens, forcing people to confront cruelty and killing and to fear what comes next. “Hamas’ mission is, by definition, to end Israel, not to seek to establish a self-governed Palestinian state that peacefully coexists alongside the Jewish state. “An Israeli normalization deal with Saudi Arabia — the location of the two holiest sites in Islam — would be hugely symbolic and have real security benefits for Israel,” wrote Peter Bergen. “After all, almost exactly half a century ago, during the 1973 Yom Kippur War, two Arab states, Egypt and Syria, attacked Israel.

Yet in Belgium, doctors in Antwerp are “sounding the alarm” about the spread of bedbugs from Paris, according to The Brussels Times. Colleen Oakley, a bestselling novelist in Atlanta, told CNN Travel she would “absolutely not travel” to Paris right now based on her “awful” experience with the creepy crawlies in 2006. REUTERS/Johanna Geron/File Photo Acquire Licensing RightsOct 13 (Reuters) - The U.S. Food and Drug Administration has approved Pfizer's (PFE.N) drug to treat adults with an inflammatory bowel disease called ulcerative colitis, the company said on Friday. The decision was based on data from a late-stage study that showed a reduction in disease symptoms for some patients who took the drug, when compared with the placebo. Globally, the market for inflammatory bowel diseases is about $20 billion, making it a lucrative target for drugmakers. Analysts last year estimated that peak sales for the Pfizer drug could top $3 billion a year. Pfizer slashed its full-year earnings and revenue guidance on Friday, as it said demand for its Covid products has waned. The company now expects 2023 sales of $58 billion to $61 billion, down from its previous guidance of $67 billion to $70 billion. Pfizer said it cut its revenue outlook "solely due to its Covid products." The biopharmaceutical company slashed its full-year adjusted earnings guidance to a range of $1.45 to $1.65 per share, from a previous $3.25 to $3.45 per share. It also said it anticipates sales of its vaccine, Comirnaty, will be $2 billion lower than previously expected because of lower-than-expected vaccination rates.

I still cherish the time I spent working onboard ships and I would encourage people to look at seafaring as a very positive, rewarding profession.

With work underway on a fraction of the planned new buildings in the devastated city of Adiyaman, Kaplan fears a long wait together with his disabled wife and other survivors. One senior government official with direct knowledge of the reconstruction plan said the target could be missed, citing insufficient fresh funding to hold new tenders amid rising costs. They both said the effort had taken a blow when fewer companies bid for the reconstruction tenders after a post-election economic policy U-turn in June sent the currency plunging. EU members Germany and France are part of the G7 club, where the EU executive European Commission is also represented. The EU's own work among its 27 member states on harnessing frozen Russian state assets for Ukraine has been repeatedly delayed due to legal concerns, among others, after the bloc's sanctions on private Russian wealth were challenged in courts. MARRAKECH, Oct 13 (Reuters) - European Central Bank policymakers are planning a springtime push to cut interest payments made to commercial banks, in part to recoup some of the costs associated with a decade worth of stimulus, sources familiar with discussions said. That would mean overall interest payments to lenders - which still earn the ECB deposit rate, currently 4%, on other excess cash parked with the central bank - would be reduced further. But the ECB rejected the proposal in July, partly on resistance from its Executive Board, the sources said. The board's key argument is that excess liquidity is distributed unevenly across the euro zone and raising the ratio would put an excessive burden on smaller banks with a larger portion of deposits. Deutsche Bank CEO Christian Sewing argued that the change would add to banks' financial burdens and restrict their lending options.

The latest euro zone inflation figures are "comforting" — but oil prices still pose a risk that could push the European Central Bank into another rate hike, Belgium's central bank governor said Thursday. "It is one of the factors that, you know, could push inflation higher ... inflation would be higher in a way that we will not meet our target in [2025], then I think would have to do more," Pierre Wunsch told CNBC's Joumanna Bercetche, referring to a persistent shock in the price of oil. "If inflation would be higher than our forecast, no more than marginally, then I think we have to do more," he also said. When asked whether this marked a change in approach for the ECB, many members of which in 2021 described inflation driven by energy markets as transitory, Wunsch said: "I think it's just our reading of the impact of a succession of shocks has changed." The last 23 years of observing and modeling inflation had led policymakers to believe "sustained inflation was becoming close to impossible," Wunsch said in an interview at the International Monetary Fund's annual meetings in Marrakech, Morocco.
