CB Payments Limited (CBPL) is part of the Coinbase Group, which operates a global crypto trading platform. In October 2020, CBPL entered into a voluntary agreement with the U.K.'s Financial Conduct Authority (FCA), accepting restrictions that prevented it from taking on new customers that the regulator considered high-risk. However, CBPL breached the agreement and onboarded and served 13,416 of so-called high-risk customers, the FCA said. These funds were used to make withdrawals and execute crypto transactions via other Coinbase entities, totaling approximately $226 million.

Gavin Newsom ordered California state officials on Thursday to begin dismantling thousands of homeless encampments, the nation’s most sweeping response to a recent Supreme Court ruling that gave governments greater authority to remove homeless people from their streets. Homeless encampments have vexed California, where housing costs are among the nation’s highest, more than any other state. An estimated 180,000 people were homeless last year in California, and most of them were unsheltered. Unlike New York City, most jurisdictions in California do not guarantee a right to housing. Mr. Newsom, a Democrat, called on state and local leaders to “humanely remove encampments from public spaces” in an urgent manner, prioritizing those that most threaten health and safety.

CNN —The House voted on Wednesday to create a bipartisan task force to investigate the attempted assassination of former President Donald Trump. A resolution to establish the task force was approved in an overwhelmingly bipartisan vote of 416 to 0. The House task force will be made up of seven Republicans and six Democrats and will have subpoena authority, House Speaker Mike Johnson and House Democratic leader Hakeem Jeffries announced this week. Congress has moved swiftly to investigate the security failures that led to the shooting on July 13. Ten people were injured and nearly 1,000 were evacuated after an escalator caught fire at Kennedy International Airport on Wednesday morning, airport officials said. The escalator, in Concourse C of Terminal 8, started emitting smoke around 7:15 a.m., according to the Port Authority of New York and New Jersey, which operates the airport. The Fire Department and Port Authority police officers responded, and about 990 travelers were taken by bus to other areas of the terminal, according to the Port Authority. Eleven U.S. and international airlines, including American Airlines, British Airways and Japan Airways, use Terminal 8. American Airlines said that three of its 89 total departing flights from the airport on Wednesday had been canceled because of the evacuation.

But the report said the Army saw no link between his mental health problems and the years he spent working as a grenade instructor, repeatedly exposed to explosions on the practice range. Every summer for eight years, Mr. Card taught cadets at the U.S. Military Academy at West Point to use heavy weapons, including machine guns and shoulder-fired anti-tank guns.
