Retail sales were up across most categories last month, rising the most at specialty stores (+4%), clothing stores (+1.5%) and at health and personal care shops (+1.1%). Excluding those sales, retail spending was up a much stronger 0.6%. Consumer spending makes up about 70% of the US economy, with retail sales comprising a sizable chunk of that. The latest figures on retail spending represent another reassuring sign that America’s economy is nowhere near a recession. The Federal Reserve delivered a bold half-point rate cut last month, the first time the central bank has lowered interest rates in more than four years.

Tobacco product use among middle and high school students has dropped to a 25-year low, the Centers for Disease Control and Prevention and the U.S. Food and Drug Administration announced Thursday. Female students reported the biggest decline in use across the board, and Hispanic students also reported a drop in use of any tobacco product. Evidence-based strategies, including price increases, media campaigns and smoke-free policies, are likely part of what caused tobacco product use to drop, according to the agencies. E-cigarettes continue to be the most used among students who reported tobacco product use, at 5.9%, but nicotine pouches are now the second-most commonly used tobacco product, at 1.8%, followed by cigarettes at 1.4%. WASHINGTON — The Supreme Court on Wednesday allowed the Biden administration at least in the short term to enforce its latest attempt to curb climate-harming carbon emissions from coal- and gas-fired power plants that contribute to climate change. The Supreme Court is often skeptical of major agency actions but it has bucked that reputation in recent weeks. Under the proposed rule, the EPA wants to require “carbon capture,” a technique that uses solvents to remove carbon dioxide from a power plant’s emissions. The appeals court in July declined to block the regulation, saying the major questions doctrine did not apply on this occasion. In court papers, the challengers sought to portray the new regulation as being essentially the same as the one the Supreme Court struck down.
