Three people were injured in the attack in the south of Irapuato, the city government said in a statement, adding that security officials were trying to track down the assailants. An initial statement by the city had put the death toll at 11. Mexican National Guard members rushed to the scene of a crime in Tijuana in August after gang-led violence flared in the export-manufacturing hub. MEXICO CITY—President Andrés Manuel López Obrador rose to power promising to fight corruption, crime and impunity, but four years into his tenure most crimes remain uninvestigated and the country’s attorney general faces public criticism that he has stalled on high-profile cases. Mexican prosecutors investigated and took legal action on 4.4% of reported federal crimes in 2020, compared with 5.4% in 2018, according to an analysis of federal government data conducted by México Evalúa, a nonpartisan think tank partially funded by the U.S. and Canadian governments.

MEXICO CITY — Mexico’s largest state approved same-sex marriage Tuesday, leaving only three of the country’s 32 states without such laws. The State of Mexico, which almost surrounds Mexico City, has the largest population of any state in the country. Its legislature voted to recognize same-sex marriages and same-sex common-law marriages, becoming the 29th state to do so. That leaves only the northern border state of Tamaulipas, the Gulf coast state of Tabasco and the southern state of Guerrero without such laws. “Today, by becoming the 29th state to approve equal marriage, we will be reducing inequality, and letting the country know that in the State of Mexico we do not leave anybody behind,” said state legislator Paola Jiménez.
Asylum-seeking migrants cross the Rio Grande to El Paso, Texas, U.S., as seen from Ciudad Juarez, Mexico, October 3, 2022. Lopez Obrador said the country's immigration policies were not changing, but stressed that it was important for Mexico not to be swept up in the U.S. electoral rhetoric. Former U.S. President Donald Trump, a Republican, made illegal immigration a focal point of his 2015-16 election campaign, causing outrage in his country's southern neighbor by describing Mexican migrants as rapists and drug runners. In his remarks, Lopez Obrador pointed to legislative and governor elections scheduled for Nov. 8., including Texas Governor Greg Abbott's re-election race. PINAR DEL RÍO, Cuba — Brigades of electrical workers were focused Wednesday on restoring electricity to the western region of Cuba, where Hurricane Ian made landfall the day before, leaving the entire country without power. Crews were working to bring power back to the Pinar del Río Province, where the eye of the then-Category 3 storm entered Cuba, and the municipality of Artemisa, where Ian's gusty winds knocked power out. In Pinar del Río, a region known for its agriculture and a source of produce for much of Cuba, crops such as rice, yucca and beans were lost. Prosecutor leading probe into missing Mexican students resigns

MEXICO CITY, Sept 27 (Reuters) - The prosecutor leading the investigation into the abduction and suspected murder of 43 Mexican student teachers in 2014 has resigned over disagreements about the process, Mexican President Andres Manuel Lopez Obrador said on Tuesday. Omar Gomez was appointed to the head the probe into the disappearances of the Ayotzinapa college student teachers in 2019 not long after Lopez Obrador came to power. "He's going to leave his post ... because he disagreed with the procedures that were followed," Lopez Obrador told a news conference following media reports about Gomez's departure. Officials say the students were then murdered, but very few of their remains have been conclusively identified. Earlier this week, Lopez Obrador - who has promised to clear up the case before leaving office in 2024 - confirmed that prosecutors had canceled 21 of the 83 arrest warrants recently issued against former public and military officials.
An independent report in 2015 from the Inter-American Commission on Human Rights also backed their position, concluding that there wasn’t evidence to support the incineration of the 43 missing students at the dump. The Ayotzinapa parents have fought with the Mexican government to uncover the involvement of the military in the case. She is an expert on human rights and social justice policy in Mexico and Latin America. “This is not just a militarization of public security, it’s a militarism of parts of Mexican civilian life,” she said. “If you’re looking at the chain of command in any of these human rights cases, who knew what and when becomes important.

REUTERS/Henry Romero/File PhotoMEXICO CITY, Sept 23 (Reuters) - Mexico City Mayor Claudia Sheinbaum, a trained physicist vying to become the country's first female president, is hoping her environmental credentials and success in curbing crime will help set her apart in the race for the top job in 2024. Where Mexico City has diverged is in its success in reducing gang-fuelled violence that has for years ravaged the country. In Mexico City it is on track to come down to half the 2018 total. Still, Sheinbaum said the improvement rested on close cooperation between city authorities and federal forces.
REUTERS/David 'Dee' DelgadoMEXICO CITY, Sept 23 (Reuters) - Mexican Foreign Minister Marcelo Ebrard said on Friday he met with his Russian counterpart Sergei Lavrov to discuss a Mexican peace plan for the Ukraine conflict that he presented to the U.N. General Assembly this week. Mexico has proposed a deal to halt the fighting but Ukraine opposes the plan which it says would be advantageous to Russia. Mexican President Andres Manuel Lopez Obrador said the committee would immediately start talks with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskiy to achieve "a truce of at least five years." Mexico's proposal has drawn criticism from Ukraine, with an adviser to Zelenskiy, Mykhailo Podolyak, last week calling it a "Russian plan" that would "give Russia time to renew reserves before the next offensive." MEXICO CITY — An ancient Mexican site more than 1,000 years old has been declared the country’s first archaeological zone in a decade, antiquities institute INAH announced on Tuesday, despite several years of steep budget cuts for archeological research. Cañada de la Virgen, the modern name of an ancient Otomi ceremonial center, is located near the picturesque mountain town and tourist destination of San Miguel de Allende. Scholars believe an ancient version of the Otomi language, which is still spoken today, may have been the language spoken at Teotihuacán, the ancient metropolis near Mexico City and home to towering pyramids and temples. INAH added that past archaeological digs at Cañada de la Virgen have revealed artifacts from both the Pacific and Atlantic coasts, suggesting it was located along a major trading route.

People gesture at an area cordoned off by police after an ornament fell off from a church during an earthquake, in Guadalajara, Mexico September 19, 2022. On WhatsApp, Instagram, Facebook and beyond, anxious Mexicans found humor in the unexplainable - that an earthquake would strike just an hour after a scheduled earthquake drill in Mexico City and other major cities. "These Mexicans are hardcore, they do earthquake drills with live earthquakes," one meme said, showing an image of an impressed Barack Obama. Some memes cast a suspicious eye on official reports that the timing of another Sept. 19 earthquake was just a coincidence. One academic study released prior to the latest quake showed that three in 10 people who experienced the Sept. 19, 2017 quake suffered effects of post-traumatic stress disorder.

Relatives of the missing students take part in a march in Mexico City on Aug. 26, 2022, to demand justice for the 43 students who disappeared in Iguala, in 2014. MEXICO CITY—A new investigation by Mexico’s government aimed at resolving the 2014 case of 43 college students abducted and killed in the southern Mexican city of Iguala relied on evidence that couldn’t be verified, a group of international experts said Monday. A truth commission set up by the government of President Andrés Manuel López Obrador to throw light on the case concluded in August that the students were killed in a “crime of the state” that involved drug gangs working with municipal, state and federal authorities, as well as military officers.
MEXICO CITY, Aug 1 (Reuters) - Mexican President Andres Manuel Lopez Obrador expropriated 1.09 million square meters (269 acres) for the construction of the Yucatan peninsula's planned Mayan Train railway, according to the official gazette published Monday. The 1,500 km (930 mile) line is already under construction, with the aim of linking tourist zones. Lopez Obrador deemed it a matter of national security at the end of July as several pending legal injunctions clouded its future. Monday's announcement said the Ministry of Agrarian, Territorial and Urban Development would compensate land owners in line with appraisals from the Institute of Administration and Appraisals of National Assets. Lopez Obrador also strengthened control of the construction operation by transferring Grupo Mexico's building contract to the defense secretary.
