Palau-flagged vessel Sukru Okan transits Bosphorus on its way to the Black Sea in Istanbul, Turkey August 13, 2023 this screen grab from a video. REUTERS/Yoruk Isik/File PhotoKYIV, Aug 14 (Reuters) - Ukraine on Monday condemned what it called "provocative" Russian actions and called for decisive countermeasures by the international community, a day after Moscow said one of its warships had fired warning shots at a cargo vessel in the Black Sea. Moscow said in a statement on Sunday that its Vasily Bykov patrol ship fired automatic weapons on the Palau-flagged Sukru Okan vessel after the ship's captain failed to respond to a request to halt for an inspection. "The Ministry of Foreign Affairs of Ukraine strongly condemns the provocative actions carried out by the Russian Federation on August 13 in the Black Sea in relation to the Turkish dry cargo vessel 'Sukru Okan,' which was en route to the port of Izmail," the ministry said in a statement. Kyiv said the incident was a gross violation of international law and "exemplified Russia's deliberate policy of endangering the freedom of navigation and safety of commercial shipping in the Black Sea".

Washington, DC CNN —Federal Reserve officials meet next month to determine whether to raise interest rates for the 12th time to cool the economy or hold them steady. Some officials think the Fed has already raised its benchmark lending rate enough to curb inflation, but others think it’s too soon to tap the brakes. Philadelphia Fed President Patrick Harker echoed that sentiment in a speech last week, saying “I believe we may be at the point where we can be patient and hold rates steady.”Other Fed officials agree. “Inflation is still significantly above” the Fed’s 2% target, Fed governor Michelle Bowman said last week at an event in Atlanta. A utility pole on Friday that had been damaged in the high winds this week in Lahaina, Hawaii. But Hawaiian Electric, the state’s largest utility and the parent company of the power provider on Maui, made wildfire prevention its lowest priority in a state regulatory filing in April. In fact, the utility had no plan to cut power to prevent further ignitions even after flames began consuming the island. The recent devastation on Maui served as a reminder that climate-driven disaster can strike anywhere. “From what we’ve learned, we believe the Lahaina fires could have been prevented had proper safety precautions been taken,” said Gerald Singleton, one lawyer who issued a release about potential lawsuits.

Washington CNN —The Internal Revenue Service cannot locate thousands of microfilm cartridges storing millions of sensitive business and individual tax account records, a new watchdog report found. The tax information could be used to commit tax refund fraud, according to the Treasury Inspector General for Tax Administration, the office that conducted the report. During a site visit, the IRS was unable to locate any of the fiscal year 2010 microfilm cartridges that should have been sent to the Kansas City Tax Processing Center in 2022 after the Fresno Tax Processing Center closed. Separately, at the Ogden Tax Processing Center, IRS personnel were unaware of the current location of as many as 168 cartridges that had been sent out for reformatting, the report said. The IRS is also digitizing all paper-filed tax returns by 2025, which is expected to cut processing times in half and speed up refunds by four weeks, the agency said last week.

CNN —Ukrainian President Volodymyr Zelensky has dismissed all officials in charge of regional military recruitment centers amid a widespread corruption scandal. A scandal linked to the procurement of war-time supplies had already led to Zelensky firing a slew of senior Ukrainian officials at the start of the year, and prompted Ukraine’s deputy defense minister Viacheslav Shapovalov to resign after allegations of corruption surfaced in the media. “I have just held a meeting of the National Security and Defense Council,” he said in a video clip. “One key issue is the results of the inspection of military registration and enlistment offices. The National Anti-Corruption Bureau said it was investigating “high-profile media reports” into allegations that Ukraine’s defense ministry was buying military provisions, including food for the troops, at inflated prices.

REUTERS/Josh Arslan/File PhotoBEIJING, Aug 9 (Reuters) - Northern China warned of crop and animal diseases breaking out as flood waters retreated from rural areas, while some cities struggled to restore drinking water supplies after the worst flooding in six decades. Local authorities must step up measures to prevent and control major disease outbreaks caused by dead animals, pests and insects, Agriculture Minister Tang Renjian said after an inspection of affected areas on Tuesday. In Zhuozhou, the worst-hit city in Hebei, workers in hazmat suits sprayed disinfectant in built-up areas to prevent the spread of disease, state-run Xinhua news agency reported. The Water Resources ministry has declared an emergency response to quickly restore drinking water supplies, including setting up supply points and dispatching water trucks. Even in Beijing, where at least 33 people have died in the floods, a team of nearly 600 people were "racing against time" to restore water supplies in a rural district.
