CNN —Oregon leaders joined forces to declare a 90-day state of emergency in downtown Portland, funneling resources into the city’s deadly fentanyl crisis. Oregon voters passed Measure 110 in 2020, which decriminalized some use of hard-drugs, including fentanyl, a potent synthetic opioid. The measure has received criticism, as opioid overdose deaths steadily climbed since. Opioid overdose deaths in the state increased from 280 in 2019 to 956 in 2022, according to the state’s data. Experts say reversing the trends in overdose deaths really depends on broader access to and use of treatments for opioid use disorder.

The Department of Justice on Monday announced criminal charges against two people and the guilty plea of a third person for orchestrating a $1.9 billion cryptocurrency Ponzi fraud scheme known as HyperFund, among other names. Lee, a 35-year-old also known as Xue Lee, is charged with a single count of conspiracy to commit securities fraud and wire fraud. Chunga, who also is known as Bitcoin Beautee, pled guilty Monday to one count of conspiracy to commit securities fraud and wire fraud, for which she faces the same possible maximum sentence. Chunga separately agreed to settle civil charges by the SEC for violating the anti-fraud and registration provisions of U.S. securities laws. The SEC complaint says she received more than $3.7 million from both the HyperFund platform and from investors.

The unusual hearing Monday comes in response to allegations by Murdaugh's attorneys that a clerk of court tampered with the jury that convicted him of murder last year. Jury tampering is the basis for Murdaugh's appeal, but Judge Jean Toal’s rulings after a pretrial hearing this month have set a difficult standard for his lawyers to prove. Toal ruled the defense must prove that potential misconduct including alleged comments by Hill warning jurors not to trust Murdaugh when he testifies directly led jurors to change their minds to guilty. The hearing will be televised, but their faces cannot be shown and they will only be identified by their juror numbers. Boards didn't want to make changes, CEOs themselves didn't want to leave. The retail industry in 2023 saw 52 CEO departures, its second-highest number since Challenger, Gray & Christmas started tracking them, and more than double the 21 CEO turnovers in 2022, according to the firm's data. It was below 2019's record 63 CEO departures in the industry. In Korn Ferry's separate analysis of retail CEO turnover in 2023, the executive recruitment firm found 57% of new chief executives named in the industry last year were already working for the company they will lead.
