HARRISBURG, Pa. (AP) — The resignation of a Republican lawmaker in the previously deadlocked Pennsylvania House of Representatives has put the balance of power back to Democrats, ahead of a special election next week for another vacant position. A Democrat's resignation last year had the House deadlocked at 101-101, and a special election next week will fill that vacancy. Photos You Should See View All 21 ImagesThe resignation queues up another special election for the chamber, which will be scheduled as early as two months from now. Next week’s special election in Bucks County, for a seat that has historically favored Democrats, will now either strengthen Democrats’ hold, or return the chamber to a deadlock until the election for Adams’ seat. In a statement, a spokesperson for the Speaker of the House said information about the election would be forthcoming.

London CNN —Prince Harry will receive a “substantial” payout after settling the remaining parts of his phone-hacking case against the publisher Mirror Group Newspapers, his lawyer told the High Court in London Friday, according to the UK’s PA Media. Lawyer David Sherborne told the court that MGN, which publishes British tabloid The Daily Mirror, will pay the Duke of Sussex “a substantial additional sum by way of damages” as well as his legal costs, PA Media reported. The judge had previously ruled that Prince Harry was the victim of phone hacking and other means of “unlawful information gathering” by MGN back in December. The judge awarded Harry £140,600 ($177,000) in damages in the ruling. Prince Harry initially submitted 33 articles for consideration, with the judge finding 15 stories published by MGN used unlawful information gathering such as phone hacking and the use of private investigators.

Former President Donald J. Trump, who faces a criminal case accusing him of illegally retaining classified documents, blasted on Friday a special counsel’s decision not to charge President Biden for his handling of classified material, accusing prosecutors of an unfair double standard. “You know, look, if he’s not going to be charged, that’s up to them. But then I should not be charged,” Mr. Trump said at an event in Harrisburg, Pa. “This is nothing more than selective persecution of Biden’s political opponent: me.”Mr. Trump’s speech, at a forum hosted by the National Rifle Association, were his first public remarks on the matter since the special counsel, Robert K. Hur, released a report stating that, although Mr. Biden had “willfully” retained and disclosed classified material after his vice presidency had ended, no criminal charges were warranted. Mr. Trump said he had cooperated “with the very hostile and unfriendly feds” more than Mr. Biden, a claim unsupported by any evidence. Mr. Hur’s report said the president fully cooperated with his investigation, while Mr. Trump has been accused of misleading the government for months over the classified documents in his possession.

The remains of six family members have been recovered from a burned home in southeastern Pennsylvania, including those of a man who is believed to have shot two police officers on Wednesday, the authorities said on Friday. Jack Stollsteimer, the Delaware County district attorney, said at a news conference on Friday afternoon that the recovery of the bodies was “gruesome work” that had lasted into Friday. Mr. Stollsteimer said on Thursday that three adults and three children had been feared dead in a fiery episode that began on Wednesday afternoon when the police responded to a report that an 11-year-old girl had been shot at a home in East Lansdowne, Pa., just west of Philadelphia. When police officers arrived at the home, they were immediately met with gunfire, and two officers were injured, according to Mr. Stollsteimer. Some time after the officers were shot, the home burst into flames, and officials had to wait overnight for the fire to subside before they could begin recovering the bodies, Mr. Stollsteimer said.

Enjoying a difficult day for President Joe Biden and fresh off another dominant win in the Nevada caucuses, Trump heads to Pennsylvania on Friday, where he'll address the National Rifle Association. He'll use the forum to highlight his support of gun rights, a major priority for GOP voters. From there, the former president will be in South Carolina this weekend where he and Haley will hold dueling campaign events ahead of the state's Feb. 24 primary. Trump hopes that a commanding win in the first-in-the-South race will deliver a devastating blow to Haley, who has yet to win a GOP contest. That’s all I want.”Speaking to reporters earlier in the day, Trump said he was surprised Haley was pressing on.

By Ali SawaftaRAMALLAH (Reuters) - The Palestinian Authority said on Tuesday it will pay public sector workers 60% of their December salaries this week as it grapples with the longrunning fallout of Israel's refusal to transfer tax funds earmarked for Gaza. Funding to the Palestinian Authority, the body which exercises limited governance in the occupied West Bank, has been severely restricted by the months-long dispute over transferring tax revenues Israel collects on behalf of the Palestinians. Although Gaza is controlled by Hamas, the Palestinian Authority continues to fund essential areas of the blockaded enclave's budget including paying the salaries of health workers. The dispute over the Palestinian Authority budget coincides with a separate dispute over funding to UNWRA, the United Nations agency which pays for emergency relief for Palestinians. Much of the UNWRA budget has been cut off since Israel accused 12 of the agency's 13,000 Gaza workers of involvement in the Oct. 7 attack.

Most details of the Democratic governor's budget plan for the 2024-25 fiscal year, which starts July 1, remain under wraps. But Shapiro has made it clear he will seek more money for higher education and public transit agencies and possibly underfunded public schools. He also wants to spend more money to attract major companies and seems ready to revisit the controversial item that helped sow a protracted budget fight last year: creating a new private school voucher program. Here’s what to watch for Tuesday:THE BUDGET BASICSShapiro will almost certainly propose an operating budget that spends above this year’s $45 billion approved plan. Those include nearly $300 million more for public transit agencies, a roughly 25% increase, and a substantial, but undisclosed, increase for state-owned universities.

PUNXSUTAWNEY, Pa. (AP) — Punxsutawney Phil predicted an early spring Friday at Gobbler’s Knob in Pennsylvania, the scene of the country’s largest and best known Groundhog Day celebration in the United States. On Thursday, the State Department announced the first round of sanctions targeting Israeli settlers accused of perpetrating violence in the West Bank. There are more than 450,000 Jewish settlers in the occupied West Bank. Settlers in the West Bank fall under Israeli civilian rule and have their own road and transportation networks, while Palestinian residents fall under Israeli military rule, are forced to go through Israeli military checkpoints, and are largely barred from entering Jewish settlements. And in Area C, which is 60% of the West Bank, Israel retains full security and administrative control.
